Assessment of Public Comment on Draft Trout Stream Management Plan
Assessment of public comments on draft New York State Trout Stream Management Plan OCTOBER 27, 2020 Andrew M. Cuomo, Governor | Basil Seggos, Commissioner A draft of the Fisheries Management Plan for Inland Trout Streams in New York State (Plan) was released for public review on May 26, 2020 with the comment period extending through June 25, 2020. Public comment was solicited through a variety of avenues including: • a posting of the statewide public comment period in the Environmental Notice Bulletin (ENB), • a DEC news release distributed statewide, • an announcement distributed to all e-mail addresses provided by participants at the 2017 and 2019 public meetings on trout stream management described on page 11 of the Plan [353 recipients, 181 unique opens (58%)], and • an announcement distributed to all subscribers to the DEC Delivers Freshwater Fishing and Boating Group [138,122 recipients, 34,944 unique opens (26%)]. A total of 489 public comments were received through e-mail or letters (Appendix A, numbered 1-277 and 300-511). 471 of these comments conveyed specific concerns, recommendations or endorsements; the other 18 comments were general statements or pertained to issues outside the scope of the plan. General themes to recurring comments were identified (22 total themes), and responses to these are included below. These themes only embrace recommendations or comments of concern. Comments that represent favorable and supportive views are not included in this assessment. Duplicate comment source numbers associated with a numbered theme reflect comments on subtopics within the general theme. Theme #1 The statewide catch and release (artificial lures only) season proposed to run from October 16 through March 31 poses a risk to the sustainability of wild trout populations and the quality of the fisheries they support that is either wholly unacceptable or of great concern, particularly in some areas of the state; notably Delaware/Catskill waters. -

2014 aquatic invasive species surveys of New York City water supply reservoirs within the Catskill/Delaware and Croton Watersheds Megan Wilckens1, Holly Waterfield2 and Willard N. Harman3 INTRODUCTION The New York City Department of Environmental Protection (DEP) oversees the management and protection of the New York City water supply reservoirs, which are split between two major watershed systems, referred to as East of Hudson Watersheds (Figure 1) and Catskill/Delaware Watershed (Figure 2). The DEP is concerned about the presence of aquatic invasive species (AIS) in reservoirs because they can threaten water quality and water supply operations (intake pipes and filtration systems), degrade the aquatic ecosystem found there as well as reduce recreational opportunities for the community. Across the United States, AIS cause around $120 billion per year in environmental damages and other losses (Pimentel et al. 2005). The SUNY Oneonta Biological Field Station was contracted by DEP to conduct AIS surveys on five reservoirs; the Ashokan, Rondout, West Branch, New Croton and Kensico reservoirs. Three of these reservoirs, as well as major tributary streams to all five reservoirs, were surveyed for AIS in 2014. This report details the survey results for the Ashokan, Rondout, and West Branch reservoirs, and Esopus Creek, Rondout Creek, West Branch Croton River, East Branch Croton River and Bear Gutter Creek. The intent of each survey was to determine the presence or absence of the twenty- three AIS on the NYC DEP’s AIS priority list (Table 1). This list was created by a subcommittee of the Invasive Species Working Group based on a water supply risk assessment. -

Chapter 3: History and Land Use of City Hall Park A. Background History Alyssa Loorya Introduction This section is edited from the forthcoming doctoral dissertation from Loorya on City Hall Park. Loorya’s work references several graduate student projects associated with the overall City Hall Park project, most notably the Master’s theses of Mark Cline Lucey (included as the next section) and Julie Anidjar Pai as well as reports by Elizabeth M. Martin, Diane George, Kirsten (Davis) Smyth, and Jennifer Borishansky. These reports are presented in Chapter 6. This section outlines the history of the City Hall Park area. To provide for proper context, a general history of the development of the lower Manhattan area is presented first to provide a more complete picture of overall project area. City Hall Park is a relatively small triangular parcel of land (8.8 acres) within New York City’s Manhattan Island. It is bounded to the north by Chambers Street, to the east by Park Row, to the west by Broadway. It began as a cow pasture and today houses the seat of government for the nation’s largest city. Summary In this article, the author tries to analyze users' behaviour and the public life of small urban spaces in both winter and marginal seasons from a behavioural perspective, and holds that the planning, design and management of urban spaces should support the "personal control" mechanism in order to mediate the environmental stress caused by cold climate. The author first puts forward the concept of "sub-marginal period" and points out that only when temperature reaches about 40°F (4°C) do ideal microclimate conditions begin to influence users' behaviour and the public life of urban spaces positively and significantly, and suggests that micro-climate design be focused on the improvement of outdoor thermal comfort of urban spaces in sub- marginal periods and that the standard of building height and density control in downtown areas for solar access of urban spaces be based on the local solar altitude of sub-marginal periods. Resume Dans cet article, l'auteur tente d'analyser le comportement des utilisateurs et le dkroulement de la vie publique dans de petits espaces urbains en hiver et dans l'entre-saison. The Communal Legitimacy of Collective Violence: Community and Politics in Antebellum New York City Irish Gang Subculture by James Peter Phelan A thesis submitted in partial fulfillment of the requirements for the degree of Master of Arts in History Department of History and Classics University of Alberta ©James Phelan, 2014 ii Abstract This thesis examines the influences that New York City‘s Irish-Americans had on the violence, politics, and underground subcultures of the antebellum era. During the Great Famine era of the Irish Diaspora, Irish-Americans in Five Points, New York City, formed strong community bonds, traditions, and a spirit of resistance as an amalgamation of rural Irish and urban American influences. By the middle of the nineteenth century, Irish immigrants and their descendants combined community traditions with concepts of American individualism and upward mobility to become an important part of the antebellum era‘s ―Shirtless Democracy‖ movement. The proto-gang political clubs formed during this era became so powerful that by the late 1850s, clashes with Know Nothing and Republican forces, particularly over New York‘s Police force, resulted in extreme outbursts of violence in June and July, 1857. By tracking the Five Points Irish from famine to riot, this thesis as whole illuminates how communal violence and the riots of 1857 may be understood, moralised, and even legitimised given the community and culture unique to Five Points in the antebellum era. iii Table of Contents Introduction ................................................................................................................................... -

INTRODUCTION In August 1996, the United States Fish and Wildlife Service (USFWS), on behalf of the United States Department of the Interior (DOI), and the New York State Department of Environmental Conservation (NYSDEC), on behalf of the State of New York, collectively referred to as the “Trustees,” settled a natural resource damage claim with the Responsible Parties (RPs) for the Brewster Well Field Superfund Site (the Site) located in the Village of Brewster (Village), Town of Southeast, Putnam County, New York. The Trustees sought this settlement as compensation for injuries to natural resources due to release of environmental contaminants from the Site. We are required to use settlement funds to compensate for those injuries by restoring natural resources, supporting habitat, and/or services provided by the injured resources. -

Our real problem was how to pare down our list. After a long process, we narrowed our field to the boroughs of Manhattan and Brooklyn and focused on less traveled and possibly under-appreciated sites. -

The Fault with Asphalt: Towards Absorbent Urban Design in New York City Scott Brown Abstract In the time of metropolises and rapid urbanization, design is instrumental in facilitating a mutualistic relationship between the built urban environment and the surrounding natural processes. This paper addresses the issue of stormwater runoff and identifies design techniques in urban areas used to mitigate the destructive consequences of urbanization related to precipitation and impermeability. With a focus on New York City, this study uses historical and current rainfall data as well as particular case studies to address successful rainwater collection and stormwater mitigation design implementations. To provide an interdisciplinary approach to combating stormwater runoff, the disciplines of environmental history, economics and politics, and related design techniques are discussed to create a more holistic discussion of this urban issue. -

A Citizen’s Guide A Citizen’s Measuring2 1Neighborhood Park3 Use4 Introduction New Yorkers for Parks (NY4P), in partnership with Bronx REACH CHAMPS, led by the Bronx Community Health Network, made this guide to help city residents measure how people use neighborhood parks. This guide builds on local expertise and puts the tools for measuring neighborhood parks into the hands of local experts. The guide allows anyone to collect and share information that can bring new resources to parks. The guide works with other advocacy tools provided by NY4P. Once you know what works and what does not work in your park, based on evidence collected through observing how people use a neighborhood park, you can make the case for change with local decision makers - from elected officials to parks staff. The contents of this guide are adapted from a formal study and process created by the RAND corporation called System for Observing Play & Recreation in Communities (SOPARC).
