    UEFA Research Grant Programme 2011/12 Researcher: John Hughson, Professor of Sport and Cultural Studies, Director of the International Football Institute, University of Central Lancashire, Preston, UK Project: Football Supporter Culture in Serbia: Considering an anti-violent future 1 This final report is presented to UEFA as a position paper on the future directions for the football supporter culture in Serbia. The proposals with which the report concludes are admittedly ambitious, but not, in the opinion of the author, unrealistic. The proposed recommendations are achievable, depending on the commitment of relevant organisations. The author remains at the disposal of UEFA and the key organisations in Serbia for further advice and input towards the pursuit of positive directions in Serbia’s football supporting culture. The research undertaken for this report has informed academic outputs that are presently in preparation for submission to refereed academic journals. These intended publications and a related larger, on-going, project on ‘positive futures’ for Serbian sport are outlined in the concluding section of this report. Background The key intention of the project is to contribute to the larger plan – actively pursued by UEFA – to eradicate violent conduct from football supporting in Europe. Although much has been accomplished since the darker years of the 1980s, hooligan type activity remains a problem and, understandably enough, UEFA has acknowledged its role as an organisation with responsibility toward the resolution of this problem. The answers are not simple and any attempt to present facile and easy solutions would rightly be dismissed by anyone with knowledge of football associated violence – right through from senior administrators in the sport, to the police, the media and the majority of violence 2 abhorring football fans.

The aim of this paper is to present guidelines and perspective on observing objective circumstances and subjective factors which explain why several European and two Serbian football clubs which have won the most trophies are where they are today. The sample for analysis consists of six top European clubs and two of the most successful football clubs from Serbia. Football club ownership structures primarily depend on the government arrangement, i.e. the legislative norms of the state in which they exist. Football clubs in Serbia function as civic organizations. A comparative analysis of European and Serbian clubs has been conducted, by using the generally accepted Polonsky model of sports organizations. It is easily applicable to football as well, and includes 12 factors that influence one sport, in this case football, organization. As in many spheres, the best Serbian clubs are far below European standards. Sports success in qualifications for European competitions and sporadic participation are more the result of sports performances and team strength than their organization and structure.

To get that far, he first has to learn his trade with a club and develop his skills along the way – with his club and the national teams – with the help of coaches who are often volunteers, and playing with team-mates who might probably never get as far as the professional ranks. The top flight cannot exist without the grassroots base, which needs to be as extensive as possible. It is therefore quite fitting that professional football should give back part of its substantial revenue to grassroots football, as happens in the UEFA Champions League and the European Championships, for exam- ple, where the centralised sale of rights allows the solidarity principle to be applied. Nor is there any top player who has failed to benefit from society’s investments in sport, whether in terms of the installation of facilities, the provision of equipment, support for the training of coaches, or educational programmes and sometimes even financial support.

    Athens Journal of Sports - Volume 7, Issue 1, March 2020 – Pages 55-76 UEFA: A Successful Pan-European Organization during the Cold War By Ana Bela Nunes* & Nuno Valério± The purpose of this paper is to analyse the formation of the Union Européenne de Football / European Football Association (UEFA) in the mid-1950s and its evolution during the period of the cold war. Post-World War II Europe was characterized for its division into two zones from an economic and political point of view. Countries from the two zones met in international organizations at the world level and created separate specifically European organizations for cooperation in several economic, political and cultural fields. However, there was an almost complete absence of specifically pan-European organizations bringing together countries from the two zones. The only significant exception was UEFA, which, from the mid-1950s onwards, succeeded in organizing regular football competitions between national and club teams from the whole continent without any significant problems, regardless of the different economic and political systems. This paper will discuss the reasons for such a remarkable achievement. Keywords: UEFA, Europe, cold war, economic and political systems, cooperation Introduction Post-World War II Europe was characterized for its division into two zones from an economic and political point of view. On one side were countries with market economies and democratic or right-wing authoritarian political regimes. On the other side were countries with centrally planned economies and communist political regimes. From the economic point of view, the division was completed in 1948, when the Organization for European Economic Cooperation (OEEC) and the Council for Mutual Economic Cooperation (COMECON) were formed.
