TERMS OF REFERENCE FISHERY HARBOUR AT PUDIMADAKA VISAKHAPATNAM DISTRICT Fish Catch and Handling Capacity: 28,700 TPA Dredging; 2.45 lakh m3 DEPEPARTMENT OF FISHERIES GOVT. OF ANDHRA PRADESH TERMS OF REFERENCE ENVIRONMENTAL IMPACT ASSESSMENT & ENVIRONMENTAL MANAGEMENT PLAN Department of Fisheries (DoF),Government of Andhra Pradesh intends to establish and develop a Fishery Harbour in Pudimadaka village in Achutapuram Mandal under Narsipatnam revenue division in Visakhapatnam district. Pudimadaka is a traditional fish landing centre of the district. At present fish landing and related activities are done on open beach without having proper infrastructure / harbour facilities. The fishery harbour will be developed with necessary infrastructure required for organized fishing in an environmentally responsible manner. This will help generate more employment opportunities and improve the quality of life of the local population in addition to improving the environmental condition of the landing centre.. Environmental Impact Assessment studies will be conducted towards EIA/EMP report for the construction of fishery harbour in Pudimadaka with proposed fish handling capacity for 28,700 TPA. In order to ensure safe navigation of fishing vessels and boats, dredging of 2.45 lakh cu m is proposed and the same will be reused for shoreline stabilization and land reclamation required within the harbour complex. The Project is proposed by Department of Fisheries (DoF) to essentially address the requirements and demands of the local fishing community for adequate infrastructure facilities as is well known for its fishery resources. At present there being no harbour facility, bigger vessels like trawlers and purse seine boats cannot land their harvest and have to depend on transference of catch to smaller boats for final landing. This delays and deteriorates the quality of the produce apart from other difficulties faced during variation in tidal conditions. The topographical limitations permit only IBM and OBM boats to land at sea beach. Once a new harbour with all modern amenities is developed, it will be able to accommodate about 920 MFVs in the harbour. The proposed project is categorized under 7 (e) – ‘B’ as it involves Dredging and construction of Breakwaters. The project attracts CRZ Notification of 2011 and EIA Notification of 2006 for which it is mandated for CRZ Clearance and also Environmental Clearance from SEIAA/SEAC or any other extant Govt. Order/Policy relevant/ relating to the site thereof. 1.Project Feasibility Preparation of Detailed Project Report is in progress. Pre-feasibility Study Report has already been prepared for an initial assessment of Need of the Project, Compatibility of Project location- Coastal characteristics – Dredging/Breakwater--- Objectives and Sizing of the project – Fish Handling and Value Addition --- Time Schedule--- Budgetary Estimates. Fish handling capacity of the proposed project is 27,800 TPA. Activities / Infrastructure facilities to be created here include Breakwater, Dredging (200740 cu m, Land Reclamation and Levelling and other infrastructure facilities like Quays, Fish handling and Auction Hall, Fishery administrative building, Beach landing area, Net Mending/Gear/Rest Shed, Restaurant, Dormitory, Ice plant and cold storage, Public toilet blocks, Commercial complex, Radio communication centre, Fresh and Sea Water Supply, Electrification, Drainage and Sewerage including ETP, Internal Asphalt Road, Area for civic amenities and Greeneries, Security-Guard house, Compound wall, etc, 2. Analysis of Alternative Sites is a traditional fishing village where IBM and OBM boats operate and land fish catch on the sea shore due to lack of proper infrastructure. Due to this, many of the larger vessels like trawlers and purse seines cannot off-load their catch in this landing centre. Due to unorganised fishing activities and over-crowding of vessels the operating space of the beach area / landing centre has become constricted resulting in difficulties in smooth pre or post harvest activities. Considering the above, site has been identified by CICEF to be developed as a full-fledged fishery harbour by providing the required infrastructure facilities. An advantage of the site is the availability of Government land. 3. Proposed Terms of Reference for EIA study Terms of Reference All environmental attributes like air, noise, water (ground water and surface water), geology, sediment, soil, ecology (terrestrial and marine / aquatic), socio-economic, etc. will be covered in detail. The study period for the Rapid Environmental Impact Assessment (REIA) will be a single season broadly covering the following reference of work. 1. Review of relevant secondary data / documents, Notifications, Government circulars and documents (MoEF and State level) / reports, analysis of drawings, Survey of India topo sheets, maps, plans, etc. 2. Identification of the Project Impact Area (PIA) of 10 km radial zone around the project site. 3. Formulation of the survey approach, designing of check-lists. 4. Stakeholder consultation 5. Reconnaissance Survey 6. Establishment of the baseline environmental scenario of the PIA with the help of the following attributes and parameters: Sl. Attribute Parameters Particulars No. 1. Nutrients: Nitrite, Nitrate, Ammonical Nitrogen, Total Nitrogen, Total Phosphorus, Inorganic Phosphate, Reactive Silicate, Particulate Organic Carbon, Petroleum and Hydrocarbons. Heavy Metals in water: Iron (Fe), Zinc (Zn), Manganese (Mn), Cadmium (Cd), Nickel (Ni), Chromium (Cr), Lead (pb), Copper (Cu), Mercury (Hg). 4. Meteorology Temperature, Relative Humidity, Secondary data Rainfall, Wind 5.
