Surely, Saturday 7th November 1992 will always be a fondly remembered day by Dr John H. Mercieca, President of the Philatelic Society of Malta and Past President and Honorary Life President ofthe Dental Association of Malta, for on this day both Societies jointly organised a Surprise Dinner at the Pisces Restau rant at Marsaxlokk to celebrate his 80th birthday which fell exactly on that day. The dinner, well patronised by members of both associations, was held in a most happy and friendly atmosphere. As Dr Mercieca, with his fam:lly, walked in, a vociferous chorus of"Happy Birthday to You" cheerfully resounded from the four corners of the hall. Dr Mercieca with raised arms and enthusiastically and happily waving to all participants, gratefully acknowledged their very hearty welcome. Dinner over, Dr Roger Vella, President of the Dental Association of Malta, invited those present to raise their glasses and drink to Dr Mercieca's health. He thanked the 'guest ofhonour' for his many valid contributions to the stability and advancement ofthe dental profession in Malta, throughout the past 55 years. He wished him a happy birthday and yet more of them in the years ahead. Dr Vella then presented Dr Mercieca with a lovely silver frame in his name and on behalf of the Dental Association of Malta. Dr Ve11a was followed by Dr Alfred Bonnici, vice-president of the Malta Philatelic Society, who in presenting Dr Mercieca with an appropriately engraved silver tray, spoke about the manifold activities put in by Dr Mercieca over a span
4 of many long years. He stressed that were it not for his strong leadership, dedication and untiring efforts, both the Dental Association of Malta, which in 14 months time will be celebrating the 50th Anniversary of its foundation and whose President he had been for 22 successive years, as also the Malta Philatelic Society, which only last year celebrated its Silver Jubilee under his 21-yea'-rs Presidency, would have long ago been extinct and forgotten. Dr Mercieca thanked both speakers for their kind words and for the surprise dinner they had organised on the occasion of his birthday. He promised to continue to contribute with the same zest as in the past to the welfare and progress of both associations, which were both so much to his heart.' He wished them both a bright future and augured their continued growth. He thanked the organisers for bringing together under one roof both associations, thus creating a sort of twinning between them. Dr Mercieca then cut a huge birthday cake and afterwards circulated round the tables shaking hands and chatting with all who attended. The members ofDr Mercieca's family-his son Dr Arthur Mercieca and his wife Ruby as well as his son John and his fiancee Miss Cinzia Pitre-were the guests ofboth associations. At the outbreak of World War One, Sir Winston Churchill, First Sea Lord of the Admiralty, invited the French navy "to use Malta as if it were Toulon". This was to be the beginning of a long era of close and turbulent collaboration between the French and British navies in the Mediterranean, in which Malta's harbours played the part of an invaluable fulcrum.
In fact, France requested that its Commander-in-Chief should have overall authority over both fleets, and the British Admiralty complied. That distinction went to Admiral Boue de Lapeyrere; Rear Admiral Troubridge first headed the British fleet under the French officer.

The French navy concentrated on Malta on August 11, 1914, the day before Britain declared war on Austria. The two fleets sailed together to the Dardanelles to prevent the German warships from breaking into the Mediterranean.
Cooperation between the two navies never reached total perfection. France looked towards preventing the Austrians from attacking her coastal towns; Britain saw as the ultimate priority the protection of its military and commercial sea lanes in the Mediterranean.
In April1916, the French battleship Provence hosted in the Grand Harbour a round table conference ofthe British and French Admirals, in an attempt to iron out these differences. The strategy agreed upon turned out to be disastrous. The system of fixed sea routes, only made the Allied ships easy and identifiable prey for the German submarines. Admiral Ballard's request for an armed convoy system to beat the U-Boats was turned down by the French Admiral.
Eventually in 1917, the soaring U-Boat casualties forced on the French and British Admiral ties an awareness that fresh thinking was needed. Anew meeting of Mediterranean admirals was planned, with Malta being again the natural

choice. The French naval ministry, however, insisted on Corfu "as they did not like to see the British island becoming the centre of naval policy in the sea".
Malta equally kept its pivotal importance in the battle against the U-Boats, with the convoy concept gaining more general acceptance. Eighteen convoy routes, manned by the British, French, Italian, US and Japanese navies were established in the Mediterranean. All touched on Malta.
The Island was used throughout the war as the French fleet's advanced base and repair arsenal. There was never less than one French capital ship in the drydocks, often two. All the French hospital ships and troop transports called on Malta, whether going to, or returning from Egypt, Palestine, Salonika or the other theatres ofwar. 9 Fig. 6 One of the various 'butterfly' cards from Malta, showing the four French ships Courbet, Jean-Bart, Paris and France. Such was the congestion of allied military and commercial shipping in Malta that usually more than halfthe ships were turned away from the Grand Harbour and made to anchor in unprotected Marsaxlokk and St Paul's Bay, a perfect prey to German U-Boats which mercifully never realised the easy opportunities offered them. '
This spectacular movement of French military personnel in and around Malta obviously necessitated a well organised and extensive postal service. How this functioned has already been competently described in the Malta Study Circle's Handbook and in a recent Circle Newsletter, both based on a previous French study of the matter. I have no desire to copy or duplicate these good efforts. Rather, my aim is to provide some additional information.
The massive presence of French troops alerted the local postcard publishers to the possibilities of exploiting this unexpected market. A flourishing postcard business, directed specifically at French servicemen, was soon organised. A local editor, D.C. Cortis of Sliema, and possibly others, had photographic hand coloured cards produced in Italy, mostly having the legendsSouvenir(s) de Malte or Malta, showing French, alone, or with British warships, or Maltese scenes (Fig. 10 Fig. 7. Other 'French' po~Lcanls refer Lo specific events of military interest in Malta: the French seamen marching proudly behind their band (Fig 2); the military band playing at StAndrews Barracks (Fig. 3); French and British sailors holding hands (Fig. 7); a French seaman clutching the Union Jack, while his English buddy waves the Tricoleour (Fig. 5). Most were photographically reproduced. One, showing the battleship Diderot coaling in the Grand Harbour, was printed ty pographically in Paris (Fig. 10).
These 'Greetings' cards of French ships published in Malta and other similar issues enable us to reconstruct a far more comprehensive list of French ships which had a strong Malta connection during the First World War, than had been possible so far. FM stands for Franchise Militaire, i.e. free military mail. French servicemen would mail these cards as they were. sources other than the Greetings Cards, the presence in Malta of other French ships can be identified. Here are some hitherto unkown items: - The AND RE LEBON, a French hospital ship. A special round handstamp, next to a Cospicua CDS, May 8, 1917 (Fig. 11) - The AMIRAL-CHARNER appears on a French postcard sent from Malta on November 11, 1917, with one of the most perfect Anchor Handstamps I have ever seen (Fig. 12).

A brilliant strike of an unrecorded French military handstamp used in Malta on an un dated postcard has the legend ESCADRIL (... )S LE COMMANDANT unfortunately cut off at its most telling part (Fig. 14 right). Escadrille may refer to a naval unit, but more likely describes an airplane squadron.
An enormous amount of research still has to be carried out to complete our knowledge of the French connection. I hope these notes L:---~-"-""======:c.o have some value as a modest contribution. _F_ig"-·-1_4______

Almost exactly seven years to the day after the holding of the First Philatelic Exhibition ever to be held in Gozo, the Philatelic Society of Malta held its Second Philatelic Exhibition at the Exhibitions Hall, at Victoria, Gozo on Saturday 9th and Sunday lOth October, 1993.
The official inauguration ofthe Exhibition took place on Saturday 9th October, at 11.30am which was followed by a reception.
In his introductory speech, Dr John H. Mercieca, the Society's President, thanked the Minister to Gozo, Mr. An ton Tabone, for agreeing to inaugurate the Exhibition as well as for placing the Exhibitions Hall at the disposal of the Society for the holding of the exhibition.
After giving a brief account of the origin, aims and activities of his Society, Dr Mercieca made a strong and earnest appeal to those who come in daily contact with schoolchildren to promote the highly educative and instructive hobby of stamp-collecting, as this would greatly enhance their general knowledge and culture besides being also a very relaxing and interesting pastime. 16 In reply, the Minister said that his Ministry was always pleased to encourage cultural activities and exhibitions in GDzo, amongst which Philately surely ranked amongst the most important ones. Thereupon he wished the Exhibition success and declared it open.
Dr Mercieca then showed the Minister around the exhibits in which he was manifestly keenly interested, particularly in a one hundred year old photograph of St Francis Square, where the Exhibition was being held, which was markedly different from what it is today.
Amongst the tp.any and varied exhibits belonging to members ofthe Society, truly outstanding and superb was the collection ofZeppelin Covers, representing all the nine Zeppelin Flights to South America in 1933 as also two 1934 Flights and the rare Christmas Flight, the property ofMr Anthony Camilleri. Mail from Malta was accepted on these flights- the covers were sent to Bodensee in Germany and thence carried to South America by Zeppelin. Mr Anthony Fenech exhibited Balloon Post Covers and a superb collection of rare old GDzo postmarks, in fine condition, the majority used on cover, which were also very much admired by viewers.
On the foreign side Dr John H Mercieca had on show a colourful collection of French Art stamps as well as a collection of Airmails from various countries, while Mr Albert Dimech exhibited a lovely collection of Queen Elizabeth Silver Wedding stamps in complete sets. Highly admired too were the entries of Fr Louis Camilleri and Miss Helen Camilleri who exhibitied a Mulready envelope, rare blocks of Malta stamps, covers franked with early Malta high values, including the £1 Melita stamp, as also a block offour of the Melita 3d stamps with the overprint 'POSTAGE" inverted with a certificate of genuineness and Mr Jose ph Caruana Grech showed a fine collection of covers with postmen's personal handstamps. Very colourful ':~md eye-catching was the complete United Nation Flags ofthe World collection in sheetletform ofMrJoe Bugeja. Stamps depicting a historical event in Maltese history or telling a story were presented by mr Hadrian Wood, who as a side-line also exhibited old postcards and photographs oflocalities and sites in GDzo, which attracted high interest.
Mter carefully viewing the exhibits, the Minister expressed his interest in all the items on show and congratulated the exhibitors. The Minister expressed his wish that other philatelic exhibitions would be organised in future in Gozo, hopefully with a still longer duration.
The Malta Postal Administration issued a handstamp to be used on the first day of the exhibition, exclusively at the Victoria Branch Post Office in GDzo, to commemorate the holding of the 2nd Philatelic Exhibition at Victoria.

M A L T A ~· ~4-V-1993 :to~~ 8-5-93 ~i.JUM1,..v The Malta Post Office was represented by its authorised Philatelic Agent for Italy and Switzerland, at the "Bophilex Primavera" Philatelic Exhibition which was held at Bologna, Italy, on the 8th and 9th May, 1993. To commemorate the occasion, a special handstamp inscribed: "Bophilex Primavera- 8-9.V.1993- Valletta - Malta" and including the emblem of the Malta Boy Scouts Association, was used at the Philatelic Counter of the GPO and at the Central Mail Room, from 7.30am to 12.30pm and from 7 .30am to 6.00pm on the 8th May, 1993. An identical handstamp was used on the 8th and 9th May, 1993, at the Exhibition Stand at Bologna. 19-5-93 A commemorative postal card (N2 14) was issued on the occasion ofthe participa tion ofthe Malta Post Office at theN aposta '93 International Philatelic Exhibition which was held in Dortmund, Germany, from the 19th to 23rd May, 1993. The card has imprinted there on the two stamps ofthe Europa 1993 postage set and an appropriate motif. The price of the card was 45c and it was available for sale from the GPO and from all Branch and Sub-Post Offices fromt he 19th to the 22nd May, 1993 and on the 23rd May, 1993 from the Branch at the International Airport Luqa, unless stocks were previously exhausted. The card may have been purchased in mint condition or with the stamps cancelled with a special hand-postmark inscribed: "Post Office Malta - 19- 23.V.93- Naposta 1993" and which incorporates the emblem of Malta and the 37 Postal Horn. This postmark was also used at the Stand of the Malta Post Office at Naposta '93 International Philatelic Exhibition. The card, cancelled with the special postmark, could have been sent through the post at no extra charge provided it was posted during the period 19th to 23rd May, 1993. Cards cancelled with theNaposta '93 hand postmark posted after the 23rd May 1993, must have additional stamps affixed thereon to cover the required postage. Perhaps some more interesting information may be included here. The Printed Sheet of Postal Card NQ 14 consisted of 16 Postal Cards made up of 4 rows of 4 cards. 28-5-93 In today's Government Gazette, applications were invited for the appointment of a sole agent for the promotion and sale of Malta stamps in Austria. Colour checks in the form of coloured discs, 3mm in diameter, are seen in the right hand margin, next to the last stamp of the bottom row, in all Panes of all values, in issues X and Y. It might be of interest to mention here that in issue Y, the colours from top to bottom in the 3c+ 1 c value are Yellow, Magenta, Cyan and Black, whilst in the other two values they are Cyan, Magenta, Yellow and Black. The colours from top to bottom, correspond to the colours used for Pane numbers, from left to right, in all Panes, of all values in issues X and Y. Cumulative totals of progressive columns of stamps are seen in the top and bottom margins, printed in black, in all Panes, of all values, in issues X and Y. Issue X- The Printed Sheet of this value, consisted of three Panes, A, Band C. Each Pane has fifty stamps, made up of five rows often stamps. This value has a hroizontal format. Issue Y- The Printed Sheet of each value, consisted of two Panes, A and B. Each Pane has fifty stamps made up of ten rows of five stamps. All values are of the vertical format. Plate/Pane Numbers These are seen under the first stamp of the bottom row, in all Panes, of all values, in issues X and Y. Issue X- 4c = lA X 4, lB X 4, lC X 4 Issue Y- 3c+lc = lA X 4, lB X 4 10c+2c = 1Ax4,1Bx4 25c+3c = lA X 4, lB X 4 42 Perforation of Margins Issue X- The left hand margins of Panes A, B and C of this value are all imperforate, whilst the other three margins of these same Panes are all perforated other printing marks could have been seen at each end ofthe top margin of Panes A and at each end of the bottom margin of Panes C. Issue Y- The left hand margin of Pane A, of all values, is imperforate, whilst the other three margins of this Pane and the four margins of Pane B are all perforated. Other printing marks could have been seen in the top and bottom, of the left hand and right hand margins, ofPanesAandB, of all values, respectively. From a study of details given the Printed Sheets of all values, before cutting into Panes, would look as shown in fig.(a) for issue X and as shown in fig. (b) for issue Y. Looking at the Printed Sheets as shown, stamps would be seen the right way up, hence why watermark in all values of issues X and Y is upright. Perforator ran from left to right in issues X and Y. Letters are lmm high and printed in black. An Imprint Block of four will also include the colour checks. Special hand-postmarks, incorporating appropriate motifs, were used for cancellation on the first day of issue. By 12.45pm on the first day of issue, sales amounted to Lm5,120 (issue X) and Lm20,150 (issue Y). P.V.A Colours This set was printed in multicolours using the same set of four colours, for all values. Designs One of the 4c stamps features the "Honey Buzzard" known in Maltese as the "Kuccarda". The other 4c stamp shows the "Marsh Harrier known in Maltese as the "Bughadam Ahmar". One ofthe 10c stamps depicts the "Eleonora's Falcon", also locally known as the "Bies tar-Regina". The other 10c stamp features the "Lesser Kestrel", also locally known as the "Spanjulett Sekond". Colour checks in the form of coloured discs, 3mm in diameter, are seen in the right hand margin, next to the last stamp of the bottom row, in each sheetlet or Pane of this issue. The colours from top to bottom, correspond to the colours used for Pane numbers (vertically), also from top to bottom, in all sheetlets or Panes, of this issue. There are no cumulative totals of progressive columns of stamps or the total cost of the sheetlet in any of the margins. The Printed Sheet of this set, consisted offour sheetlets or Panes, A, B, C and D. Each Pane has sixteen stamps made up offour rows offour stamps. Each row consists of a se-tenant set, made up oftwo different stamps of 4c and another two different stamps of 10c. The four columns of every Pane or sheetlet, thus each contain four similar stamps. The top margin of each Pane has written the names ofthe four different birds shown on the stamps. Hence above the first column we find the "Honey Buzzard" and under the same column, in the bottom margin, we see the three letters 'WWF' for "World Wide Fund". Above the second, third and fourth columns, are the names of the birds, "Marsh Harrier", :Eleonora's Falcon" and "Lesser Kestrel", whilst under the same columns, in the bottom margin, can be seen, the small figure of a "Panda", the letters "WWF" and again the small 44 figure of a "Panda" respectively. All four stamps are of the vertical format. Perforation of Margins The left hand margins of Panes A and Care imperforate whilst the other three marings of these same Panes, and the four margins of Panes B and D are all perforated. Plate/Pane Numbers These are seen in the left hand margin, next to the first stamp ofthe bottom row, in all Panes, of this issue.
