Brochure on invitation of proposals by Chennai Metropolitan Development Authority for documentation of Heritage Buildings in Chennai Metropolitan Area The Second Master Plan for Chennai Metropolitan Area approved under the provision of the Tamil Nadu Town & Country Planning Act 1971provides for Special Rules for Conservation of Heritage Buildings in Chennai Metropolitan Area in annexure XXV of Development Regulations. Justice.E.Padhmanaban Committee Report identified 467 Heritage Buildings / Precincts/ Structures. The documentations of the Heritage Buildings is being carried out by Chennai Metropolitan Development Authority in Phases, duly following the procedures for notification in the Tamil Nadu Government Gazette. In the present phase, it is proposed to take up the documentation for 192 Heritage Buildings. An advertisement calling for proposal for documentation of Heritage Buildings form the interested architect is published dailies the New Indian Express and Dinamalar on 10.06.2018. The documentation is to be carried out based on the Architectural, Cultural and Historical aspects by following the criteria and methodology to be adopted for the documentation as enclosed herewith.(Annexure I, II,III) The interested architect shall submit the proposal for documentation to Chennai Metropolitan Development Authority on or before 06.07.2018 to the Principal Secretary/Member Secretary, CMDA, Thalamuthu Natarajan Building, No.1, Gandhi Irwin Road, Egmore, Chennai – 600 008. The above information brochure is also available in the official website of Chennai Metropolitan Development Authority www.cmdachennai.gov.in Annexure - I The Criteria and Methodology is to be adopted for listing of Heritage buildings/Precincts under the DR for CMA. High rate of urbanization in the Chennai Metropolitan Area [CMA] in the last few decades has had its impact on the faces of our settlements. Certain structures which have left imprints of their character on the settlements are getting altered in order to make land available for commercial / profitable urban development activities. Conservation of urban heritage has become inevitable now, mainly not to lose these heritage developments for ever due to vagaries of urbanisation. The basic aim is to retain the heritage structures, buildings or premises in their original character for transfer to the next generation. 2. Chennai has a long history dating back to the 2nd Century AD. Historical monuments are protected by the Department of Archeology, Government of India [GoI], under the Ancient Monuments and Archeological Sites and Remains Act, 1958, and the Tamil Nadu State Department of Archeology, under the Tamil Nadu Ancient and Historical Monuments and Archeological Sites and Remains Act, 1966. 3. The Government of India’s Ancient Monuments and Archeological Sites and Remains Act, 1958 provides for the preservation of ancient and historical and archeological sites and remains of natural importance. According to it, any structure, erection or monuments or any tumulus or place of interment or any cave or any rock sculpture, inscription or monolith, which is of historical, archeological or artistic interest, and which has been in existence for not less than 100 years and includes (i) the remains of ancient monuments, (ii) the site of an ancient monuments, (iii) such portion of land adjoining the site of an ancient monument as may be required for fencing or covering in or otherwise preserving such monument and (iv) the means of access to, and convenient inspection of an ancient monument. The Act provides for restriction of developments. No development shall be carried out without the permission of the Central Government. The buildings and places which have been covered in Chennai under the Central Act are the Fort St. George and few others. 4. The State Act provides for similar provision of protection of the monuments sites and remains, providing for acquisition of rights in protected monuments or otherwise preservation of protected monuments by agreement maintenance of certain protected monuments of places of worship from misuse, etc. The structure which has been covered in the State Act is the Memorial Pillar at Arasu Pannai, Chennai. 5. The provision for, conservation of buildings / precincts of historical or architectural interest has been made in the Second Master Plan [SMP] for CMA. As per the Development Regulation [DR] No.31, in the opinion of the Authority, if a building or premises not covered under the Archeological Monuments Act is of historical or architectural interest and needs to be conserved, such heritage buildings/ premises shall be listed and notified and any development at such heritage building premises shall conform to the regulations given in Annexure XXV. 6. The special rules for conservation of heritage buildings provide for prior written permission to be obtained from the Member Secretary, CMDA for making any development within the listed premises, constitution of Heritage Conservation Committee to advice the Member Secretary, in the matter, listing of the heritage buildings / precincts and its notification, transfer of development rights [TDR] for heritage buildings / premises, repair funds etc. The provisions for grading of the listed buildings / precincts, and differential procedures to be adopted for its conservation are also included in the DR. 7. Clear cut criteria and a transparent standard evaluation system to help in the scrutiny and classification of buildings / premises considered to have heritage value is required. If it is not standardized, with well defined, and a clear evaluation system, the exercise would be subjective. Hence to proceed further on the listing of heritage buildings arriving clear criteria and evaluation system has become a pre- requisite. The following criteria are suggested for listing of heritage buildings / precincts:- (i) Historical a. Date / Period of construction; This criteria may ensure that the building / precincts age is given due consideration in determining historic significance b. Trends exhibited by the building; The building or a precinct may reflect a particular social, economic, political or cultural pattern, characteristic of the local settlement area. c. Events associated with; A building or structure may be directly linked to an event of local, regional, or national significance or a noteworthy historical event. d. Persons associated with; Building or precincts may be linked to a notable person, group, and institution and has historical significance. (ii) Architectural a. Design; The building may be significant because of its excellence artistic merits, or uniqueness of its design, compositions, craftsmanship or details. It includes decoration, colour, texture, massing notable proportion. b. Style; The building may exhibit features of a particular architecture style, period of construction (style compared to others of its particular architecture style) c. Designer / Builder; The building might have been designed by an Architect / Engineer or other design professional or constructed by a builder whose work is local, regional or national importance. d. Physical conditions; The condition of the structure may be superior or it may require minor structural repair, or extensive repair, or it may be in a dilapidated condition. e. Design Integrity; In a heritage building if alterations had already been carried out, then its repairable nature and worthiness to conserve. f. Summary on Architectural Significance. (iii) Cultural Community context; For sentimental / symbolic reasons, the building / precincts might have become significant part of community identity.
