It has created “Ningguo Miracle” since 1990s. Its general economic capacity has been ranked #1 (the first) among all the counties or cities in Anhui Province since 2000. In order to analyze the influencing factors of competitive advantages of Ningguo City and explain “Ningguo Miracle”, this article have evaluated, analyzed and classified the general economic competitiveness of 61 counties (cities) in Anhui Province in 2004, by 14 indexes of evaluation index system. The result showed that compared with other counties (cities) in Anhui Province, Ningguo City has more advantages in competition. The competitive advantage of Ningguo City is due to the productivities, the effect of the second industry and industry, and the investment of fixed assets. Then the influencing factors of Ningguo’s competitiveness in terms of productivity were analyzed with authoritative data since 1990 and a log linear regression model was established by stepwise regression method. The results demonstrated that the key influencing factor of Ningguo City’s competitive advantage was the change of industry structure, especially the change of manufacture structure. -

Summary on Marine and Coastal Protected Areas in NOWPAP Region
Summary on Marine and Coastal Protected Areas in NOWPAP Region (NOWPAP DINRAC, March 2010) 1. Overview This summary is based on the Database on Coastal and Marine Nature Reserves in the Northwest Pacific Region (NowpapNatureReserve, http://dinrac.nowpap.org/NowpapNatureReserve.php) which is developed and maintained by NOWPAP DINRAC. The data was collected and provided by the National Focal Points of DINRAC started from 2006 and updated periodically. The WDPA (World database of protected areas, http://www.wdpa-marine.org), and the Ramsar Sites Database (http://ramsar.wetlands.org) were also taken as reference. The summary intends to give an overview and understanding on current situation of marine and coastal protected areas (MPAs) in NOWPAP region. The MPAs - marine and coastal protected areas comprise the nature reserves, national parks, wetland protected areas (Ramsar Sites) in NOWPAP Region. The sea area mainly covers the Yellow Sea and Eastern Area of NOWPAP region. Based on the existing data, there are total 87 MPAs in NOWPAP region covers an area of 4,090,046ha (Table 1 to Table 3). The earliest MPA was established in October 1916 and the latest was in August 2007 (Table 4). The smallest area is 10ha in Japan and largest area is 909,000ha in China (Table 5). Statistics tables and figures below are conducted on number, area, protected level, protected type and protected objectives (species) for MPAs in NOWPAP (Table 6 and Fig.1 to Fig.5). We identified a total of 6 sea ice events that occurred in the sea areas to the south of 35° N. These extreme events occurred in the winters of AD 821/822, 903/904, 1453/1454, 1493/1494, 1654/1655 and 1670/1671. According to the histori- cal records, the southern limit of sea ice in the Chinese marginal seas should be in Hangzhou Bay (30−31° N), and most probably near Haiyan County in Zhejiang Province (30.5° N). The sea ice events of 1453/1454 and 1654/1655 were synchronous with the freezing events of Taihu Lake, and the sea ice event of 1670/1671 was synchronous with the freezing event of the lower reaches of the Yangtze River. However, none of the sea ice events was synchronous with the abnormally early freezing dates of Suwa Lake in Japan or the extreme freezing events of Venice Lagoon in Italy. -
