4 Project Overview & Purpose

Project Purpose: • In response to market demand for natural gas, El Paso Natural Gas Company, L.L.C. (EPNG) has received firm commitments to expand the capacity of the existing EPNG line. • Natural gas would be sourced from supply basins located in & and shipped via the EPNG pipelines.

Project Overview: • To accomplish this capacity increase, EPNG will modify the existing Vail Compressor Station to allow more efficient operations without the addition of more compressors. • The capacity increase will be obtained by modifications at the existing facility to add natural gas cooling equipment. • All proposed work will occur within the existing station footprint.

5 Existing Facility

Existing Facility: • The Vail Compressor Station provides compression to the EPNG pipeline, which keeps the gas flowing through the pipeline. The station has three natural gas-fired turbines that drive the compressor units. The facility is currently permitted to operate all three turbines 24 hours a day, 365 days a year. • The existing EPNG Vail Compressor Station is regulated by the Pima County Department of Environmental Quality (PDEQ) and currently operates pursuant to the condition of PDEQ Class I Air Quality Permit No. 425. • Note: Once the project is completed, only two of the three turbine units will operate simultaneously at any given time.

Why is the permit change needed? • The modifications to the existing facility triggers the PSD review program.

• October 2019 – Confirmed Market Interest • February 2020 – Filed for Air Permit Revision • February 2021 – Air Permit Notice • March 2021 – Federal Energy Regulatory Commission (FERC) Filing • October 2021 – Proposed Construction Start Date • April 2022- Targeted Construction End Date
