July 6, 2017 Marlene H. Dortch Secretary Federal Communications Commission 445 12th Street, S.W. Washington, D.C. 20554 Re: Notice of Ex Parte Communication, GN Docket No. 12-268, MB Docket No. 16-306. Dear Ms. Dortch: In an effort to help its radio members better understand and prepare for the impacts of the post-auction transition of repacked television stations, NAB commissioned a study to determine which FM stations are likely to need to coordinate with TV stations making adjustments following the Incentive Auction. This analysis identifies 678 FM stations that may need to reduce power, shut down, or operate from an auxiliary facility as work is being done on a neighboring TV station antenna to ensure tower worker safety from radio frequency exposure. A copy of this analysis is attached. We look forward to working with the Commission to ensure the smoothest possible transition for broadcast viewers and listeners. The purpose of this project is to use information available in the FCC’s station database to determine which FM radio stations in the U.S. may be affected by TV antenna modifications as a result of the spectrum auction repack. This report lists FM stations that are likely to be affected by TV antenna modifications by full-service and class A TV facilities required as a result of the spectrum auction repack as derived from FCC data. In addition to determining affected stations, the reader will find a list of FM stations that, based on our calculations, are in a common aperture with the TV station antenna on the same tower. This report also identifies whether potentially affected FM stations could use auxiliary facilities while work is being performed on the TV facility. Result Summary Affected FM stations were determined for three cases: For TV stations changing channels due to repacking. For TV stations going off the air. Tower work will be needed to remove antennas. A combined total considering both channel changes and stations that are going off the air was determined. Post-auction TV Transmitter Totals Number of TV Transmitters Changing Channels: 997 Number of TV Transmitters Going Off-air: 153 Combined Total Number of TV Transmitter Changes: 1,150 Note: The total number of TV transmitters exceeds the total number of TV stations because DTS systems contain more than one transmitter. 4/21/2017 Page 2 of 4 NAB – V-Soft Communications Summary of affected stations: Only Considering TV Only Considering TV Combined Stations Going Off-air Stations Changing Channels Total Number of Affected FM 115 629 678 Transmitters Number of TV Transmitters 74 452 526 Affecting at Least 1 FM Number of TV Transmitters 79 545 624 NOT Affecting FM Affected FM stations with an 62 237 254 off-site auxiliary facility Affected FM stations without 53 392 424 an off-site auxiliary facility FM stations in common 41 135 154 aperture with TV antenna FM stations considered that were NOT deemed to be 10,738 10,224 10,175 affected The first column indicates counts for the scenario where only TV stations that are going off-air are considered. The second indicates FM stations affected by TV stations that are changing channels. The last column shows the results when both stations going off-air and those changing channels are considered. The combined total is not a simple sum of the first two columns because some FM stations are affected by both a channel going off-air and a station that is changing channels. Methodology Facility records for FM and TV as indicated in the FCC’s CDBS database dated 4/14/2017 were considered. Licensed full service FM stations were considered. The “Post Auction Technical Parameters” data available on the FCC’s web site ( http://data.fcc.gov/download/incentive- auctions/Transition_Files/ ) was used to determine which TV stations were changing channels. An FM transmitter was considered likely to be affected if it was located at the exact same location as the TV site, or if the calculated FM free space, far field, power density, determined using the distance between the FM and TV station coordinates, was greater than 100 uW/cm2 which is one tenth of the standard controlled area limit. FM stations located at the exact same coordinates as the TV station, where the COR (Center Of Radiation) was within 20 meters of the COR for the TV station, were flagged as sharing a common aperture with the TV antenna. Contact information and the update date for each FM and TV station was taken from the “fac_party” table in the FCC’s CDBS database. 4/21/2017 Page 3 of 4 NAB – V-Soft Communications The number of auxiliary facility records for all FM stations in the database was determined. Only the records where the site coordinates differed from the licensed facility were counted so that only off-site auxiliary facilities would be considered. Generated Output Appendix I – Summary of FM Stations Affected by TV Station Channel Changes in Repacking Contains a summary showing each TV station that is changing channels that was determined to affect at least one FM station, followed by a list of the affected FM station(s). Appendix II – Summary of FM Stations Affected by TV Stations Going Off the Air Contains a summary showing each TV station going off the air that was determined to affect at least one FM station, followed by a list of the affected FM station(s). Result Tables for Off-air and Channel Change Scenarios NAB_FM_Impact_Channel_Change_Full.csv NAB_FM_Impact_Off_Air_Full.csv These result tables, in CSV (Comma Separated Value) format, contain full results for each study including call signs, channels, file numbers, latitude (NAD27), longitude (NAD27), ERP, and contact information for each TV and FM station. For each potentially affected FM it contains the distance to the TV station, calculated received power density at the TV site, number of auxiliary facilities associated with the FM station that were located at different coordinates than the primary station, COR (Center of Radiation) difference between the TV and FM antenna, and an indication of if the FM and TV antennas are in a common aperture on the same tower. NAB_FM_Impact_Channel_Change_Sortable.csv NAB_FM_Impact_Off_Air_Sortable.csv These CSV tables contain one row for each potentially affected FM station. It shows the call signs, channels numbers, and CDBS facility ID of both the FM and TV stations. It also indicates if the FM and TV antennas are in a common aperture on the same tower. 4/21/2017 Page 4 of 4 NAB – V-Soft Communications Appendix I Summary of FM Stations Affected by TV Station Channel Changes in Repacking TV (Channel) FM (Channel) City State Facility ID WSFA-D (12) Montgomery AL 13993 WHLW (282) Luverne AL 6655 WZHT (289) Troy AL 8649 WCOV-TV (20) Montgomery AL 73642 WHLW (282) Luverne AL 6655 WZHT (289) Troy AL 8649 WMPV-TV (20) Mobile AL 60827 WTKX-FM (268) Pensacola FL 61243 WMEZ (231) Pensacola FL 73256 WXBM-FM (274) Milton FL 32946 WRGV (297) Pensacola FL 63931 WJMY-CD (25) Demopolis AL 30283 WTUG-FM (225) Northport AL 54796 WFFN (237) Coaling AL 54797 WKRG-TV (27) Mobile AL 73187 WHIL (217) Mobile AL 61999 WRKH (241) Mobile AL 53142 WABD (248) Mobile AL 70657 WMXC (260) Mobile AL 8696 WTTO-D (28) Homewood AL 74138 WPYA (247) Gardendale AL 71417 WBHK (254) Warrior AL 65227 WZZK-FM (284) Birmingham AL 48724 WERC-FM (288) Hoover AL 62278 WBPT (295) Homewood AL 5355 WUHT (299) Birmingham AL 6401 WLGA-D (30) Opelika AL 11113 WVRK (275) Columbus GA 39457 WEAC-CD (34N) Jacksonville AL 64338 WVOK-FM (250) Oxford AL 73609 WABM-D (36) Birmingham AL 16820 WPYA (247) Gardendale AL 71417 WBHK (254) Warrior AL 65227 WZZK-FM (284) Birmingham AL 48724 Summary of FM Stations Affected by TV Channel Changes for Repacking - 4/21/2017 - Page 1 of 37 NAB – V-Soft Communications TV (Channel) FM (Channel) City State Facility ID WERC-FM (288) Hoover AL 62278 WBPT (295) Homewood AL 5355 WUHT (299) Birmingham AL 6401 WMCF-TV (46) Montgomery AL 60829 WLBF (206) Montgomery AL 43643 WLWI-FM (222) Montgomery AL 12318 WHHY-FM (270) Montgomery AL 66910 WMXS (277) Montgomery AL 12322 WBRC-D (50) Birmingham AL 71221 WBHM (212) Birmingham AL 4240 KVTH-DT (26) Hot Springs AR 608 KLAZ (290) Hot Springs AR 48947 KASN-D (39) Pine Bluff AR 41212 KHKN (235) Maumelle AR 61366 KWOG-D (39) Springdale AR 67347 KMCK-FM (289) Prairie Grove AR 64630 KFDF-CD (44) Fort Smith AR 168154 KAOW (205) Fort Smith AR 1617 KBBQ-FM (274) Van Buren AR 37827 KTAZ-D (39) Phoenix AZ 81458 KMXP (245) Phoenix AZ 6361 KZZP (284) Mesa AZ 47742 KYOT-FM (238) Phoenix AZ 18648 KOOL-FM (233) Phoenix AZ 13506 KHRR-D (40) Tucson AZ 30601 KRQQ (229) Tucson AZ 53591 KLPX (241) Tucson AZ 2745 KMXZ-FM (235) Tucson AZ 2434 KMIY (225) Tucson AZ 53594 KIIM-FM (258) Tucson AZ 56052 KHYT (298) Tucson AZ 56053 KPDF-CA (41) Phoenix AZ 73764 KDKB (227) Mesa AZ 41299 KESZ (260) Phoenix AZ 40992 KFLR-FM (212) Phoenix AZ 20638 KOOL-FM
