This resource aims to come alongside you so that your work is aligned with biblical principles, a strong evidence base, and a growing movement within the Church that affirms the importance of family in every child’s life. While an all-inclusive “how-to” is beyond the scope of this manual, this guide strives to provide an introduction to and overview of the key concepts and steps that are important to a successful transition process. The manual aims to complement—and not to substitute for—the professional practices, national policies, and international standards necessary for the healthy and safe support of children transitioning from residential to family care. The identified resources and global guidance highlighted throughout this manual will support you as you implement your transition. The guidance offered is not a “one size fits all” solution, as any transition requires careful planning, assessment, and adaptation based on its unique circumstances and context. The information and resources in this manual are presented in seven chapters: Chapter 1 provides a framework for understanding the transition to family care. Why transition to family care? What are some of the core principles to keep in mind throughout the process? Chapter 2 offers key considerations as you plan your transition. What are the steps in transitioning to family care? How will your unique context shape your approach? How will you raise awareness to bring others along? Chapter 3 explores how working in partnership with others supports family strengthening. How are staff members and various partners engaged in the transition process? What are some of the child and family services needed and how will these be provided? Chapter 4 focuses on some of the ways that transitioning care can mean a shift in your business model. How will you cultivate resources that fund the cost of your transition? How will you reallocate your current assets in support of your goals? Chapter 5 provides an introduction to child-centered case management. What gatekeeping mechanisms will you use to ensure appropriate family placements? What are the underlying principles and key steps in determining placements, developing individual care plans, and preparing children and families for transition? * The term children is used throughout this document to refer to all young people from birth through adolescence. THE FAITH TO ACTION INITIATIVE, 2016 TRANSITIONING TO FAMILY CARE FOR CHILDREN: A GUIDANCE MANUAL | 1 Chapter 6 explores the “continuum of care” as a range of family-based options for child placement, including family reintegration, kinship care, adoption, and foster care. What are the main considerations when you are selecting the most appropriate type of care for a child? When is community-based care needed? Chapter 7 covers tools and concepts for monitoring and evaluation. How will you know if children are safe and cared for in their family placements? What is the impact of your transition process? This tool kit will be updated regularly as new materials become available. 2 | THE FAITH TO ACTION INITIATIVE, 2016 TRANSITIONING TO FAMILY CARE FOR CHILDREN: A GUIDANCE MANUAL Chapter 1: A Framework for Family Care This chapter will help you to: Identify key concepts that form a framework for transitioning to family care; Articulate the biblical and evidence-based rationale for family care; Understand the centrality of gatekeeping, family strengthening, and the continuum of care to the transition. Why Transition to Family Care? If you are reading this manual, chances are you are already very aware of the importance of family care and the negative impacts associated with residential care. You likely know that transition to a new way of providing care for children—in families who are supported by services that help prevent further separation—is a tremendous change for everyone involved. This chapter affirms some of the compelling reasons for transitioning care, from both evidence-based and faith perspectives. It highlights some of the key findings and concepts that can help inform others who have invested their hearts, resources, and work in the current model of care and who will be participants in the transition process going forward. Biblical and Evidence-Based Rationale Within the global Church, a growing movement recognizes the importance of family in the life of every child and strives to ensure that children are cared for within families, rather than in institutions. This movement is rooted in Scripture: God calls us to have compassion, understanding, commitment, and care for the fatherless and the widowed (Deuteronomy 10:18; Psalm 10:14; Psalm 68:5–6)1, and puts forth a special call to care for vulnerable children in both word and deed (Isaiah 1:17; James 1:27; Matthew 25:40)2. However, in almost all instances, the Bible talks about protecting widows and fatherless children not as two separate categories but as one unit, as a family. The family mirrors our relationship with God and can nurture spiritual learning and formation. This biblical

Key Lessons 1. Kinship care is a general term referring to the care of children by relatives, or in some jurisdictions, close family friends. There are many terms associated with kinship families, each with distinct meaning. 2. More children are living with grandparents or other non-parents. Currently, 10% of children live in homes where the householders are grandparents or other relatives. 3. Different custody situations have varying degrees of authority and security for the children and caregivers. 4. It is also becoming a more established way of meeting the needs of children in care in other western countries (Greeff, 1999). However, kinship care did not emerge as a child welfare issue until the late 1980s, and only recently has it become a part of the formalized system for out-of-home care (Hegar & Scanna- pieco, 1995). Since that time, many states have come to rely more heavily on placements with relatives to meet the needs of children removed from paren- tal custody. For example, California has placed approximately 51% of the fos- ter care population in kinship care, while Illinois has placed 55% (GAO, 1999). Discussion about the reasons for the increases in kinship care has been widespread (Brooks & Barth, 1998; Gleeson, 1999; Harvey, 1999; Hegar & Scannapieco, 2000). Regardless of the impetus behind the increased use of kinship care, states must now incorporate kinship foster care into the tradi- tional foster care system in order to qualify them for federal funding (O’Laugh- lin, 1998). It focuses primarily on health care, income security, employment and training programs, and social services. Researchers monitor program changes and fiscal developments. Alan Weil is the project director. In collaboration with Child Trends, the project studies changes in family well-being. The project provides timely, nonpartisan information to inform public debate and to help state and local decisionmakers carry out their new responsibilities more effectively. Key components of the project include a household survey, studies of policies in 13 states, and a database with information on all states and the District of Columbia. Professionals sometimes focused largely on legal processes, but children, carers and adoptive parents need them to also engage with the practical and emotional impact of change. • Moving to live with carers or adoptive parents could mean other changes for children in nursery, school, location and relationships; children in kinship care also had to adjust to changes in relationships with other family members. • Children needed nursery and education staff to be flexible. Carers and adoptive parents sometimes had to advocate on behalf of the child. • Carers and adoptive parents have an important role to play in helping children to understand transitions and acknowledge the feelings involved. The complex network of people in children’s lives was not easy to manage and could be a source of anxiety and conflict. Support available to carers and adoptive parents varied substantially. • Carers and adoptive parents need accurate information about the child and their history so they can prepare for the child, understand the impact and adapt their responses. • Children’s accounts demonstrated their familiarity with family practices. These ranged from talking about small daily habits and routines (who does what, and when), to knowing what happens on holidays and special occasions. Familiarity with family routines and rituals appeared to help children develop a sense of security and belonging.

Today in Kansas, Saint Francis cares for over 3,100 children in foster care, sponsors over 620 foster care homes, directs 2 youth residential programs including a Psychiatric Residential Treatment Facility (PRTF) and a Qualified Residential Treatment Program (QRTP), and serves children and parents with innovative and evidence-based mental health and substance use treatment services in new Family First Prevention Services Act programs. Saint Francis employs over 1,100 dedicated social workers, therapists and other staff members across 19 offices in 66 counties in Kansas. The mission of Saint Francis today includes a multi-faceted child and family services ministry in six states and around the globe.     CHAPTER THREE Support Services for Adoptive, Foster, and Kinship Care Families Like early preparation and development of prospective parents, post-placement support is critical to achieving the goal of finding and maintaining a pool of stable, loving families for children and youth, as well as helping families succeed and thrive after the placement. Children and youth often need therapeutic and other services to help them heal from the trauma, loss, and grief they experi- enced in their early lives and build trust and attachment in their new family. They need connections with their peers to help normalize their experiences and can benefit from mentors and other role models. Parents also need connections with their peers and access to information, training, and respite. Many families need crisis services from time to time or case management to help them figure out how and where to get the help they need. All members of the foster, adoptive, or kinship family may need access to child welfare-competent, effective mental health services. In this chapter, we explore the types of adoptive, foster, and kinship care support services available, the qualities that make the services most effective, and which services are most commonly provided now. Then, we profile 31 programs that are currently offering an array of services to children, youth, and families involved in adoption, foster care, and kinship care. These profiles are designed to show you, as a State, Tribal, or Territorial administrator, what’s working in other communities and what’s possible in your own jurisdiction.
