    ARKEOLOGI: PENEMPATAN A WAL DI PULAU PINANG Oleh Dr. Mohd Mokhtar Saidin Pusat Penyelidikan Arkeologi Malaysia U niversiti Sains Malaysia [email protected] Pada 17 Julai 1786, iaitu sekitar 217 tahun yang lalu, Francis Light dan kumpulannya memulakan penempatan di PuIau Pinang. Hampir kesemua rekod penulisan sejarah tentang ketibaan East India Company ini mendedahkan telah ada beberapa perkampungan melayu seperti di Sungai Pinang, Teluk Kumbar, Sungai Gelugor dan juga Tanjong Tokong. Walau bagaimanapun, tidak ada kajian terpeinci dan data yang holistik untuk membuktikan kewujudan masyarakat melayu awal ini. Dari segi arkeologi, bukti pertama prasejarah negara ditemui di Guar Kepah, Seberang Prai pada 1860 oleh G W Earl. Guar Kepah mendedahkan timbunan cengkerang kepah dan kerang yang di dalarnnya ditemui rangka manusia, alat batu, sisa makanan, manik dan pecahan tembikar. Earl tidak melaporkan sebarang pentarikhan bagi tapak tersebut. Walau bagaimanapun, apabila dibandingkan artifak yang ditemui di Guar Kepah dengan tapak prasejarah lain adalah dijangka berusia sekurang-kurangnya sekitar 3,000 - 4,000.tahun dahulu atau mungkin lebih tua. Selain Guar Kepah, laporan penemuan alat batu beliung. di Pulau Pinang seperti di tapak pembinaan Komtar, Kampung Gelugor dan Sungai Ara . menunjukkan bukti Neolitik, iaitu era pertanian awal juga ada di Pulau Pinang, yang dijangkakan berusia sekurang-kurangnya 5,000 tahun dahulu. Kajian terbaru juga menemui perkuburan yang batu nisannya berciri batu nisan Acheh di Mukahead. Berdasarkan bentuknya, batu nisan ini dijangka mewakili era awal1700. Maka, kesemua bukti arkeologi dan sejarah di atas menunjukkan bahawa telah ada penduduk di Pulau Pinang jauh lebih awal sebelum 17 Julai 1786. Student Universiti Sains Malaysia, Penang, 14300 Nibong Tebal, Penang, Malaysia Abstract: The predominantly hilly terrain of Penang Island combined with average maximum daily temperatures ranging between 27-35oC and peak rainfall as high as 647 cm makes the overall area potentially susceptible to landslips. Over the recent past construction industry has shown a rapid growth mainly due to increase in the inflow of international tourists and other economic reasons. Eventually, the magnitude of disaster associated with landslides has also increased and that is one of the major concerns of engineering geologists and geotechnical engineers. With this background this paper attempts to characterize the largely granitic residual soils of Penang Island by discussing the nature, structural features, engineering behavior and field properties of soil samples extracted from 8 sites. These sites are distinctly chosen from a database of 31 sites for they are located over different prime geological formations. The mean values of various design properties at different depths are calculated and plotted to identify the property trend with depth and important behavioral features relevant to landslides are discussed. Similarly, compression index values are plotted against initial void ratio and liquid limit separately and resulting correlations are compared with the established ones. Correlations given by Azzous are found to hold good. Lastly, in the light of the lessons learnt from the past landslides and the current characterization results some improvements regarding slope instability problem are discussed.

    THE PROPOSED PAN ISLAND LINK 1 HIGHWAY PROJECT, PENANG CHAPTER EVALUATION OF IMPACTS 7 7.0 INTRODUCTION This chapter presents the assessment and evaluation of potential environmental impacts due to activities associated with the construction and operation of the PIL1 Highway. This was done based on the information presented in the Project Description (Chapter 5) with respect to the project components and the activities which will be carried out and also on baseline environmental information presented in Chapter 6. The potential significant impacts were derived based on the potential of each project development activity to impact on the equilibrium of the environmental components in the study area (covering physical, chemical, biological and socio-economic elements) with respect to the pre-construction, construction and operations stages.The principal findings from this impact assessment are summarized in the form of an “Impact Matrix”. Subsequently appropriate mitigation measures are recommended for each impact to prevent or to ensure tolerable effects on the local and regional environments. 7.1 IDENTIFICATION AND PREDICTION OF IMPACTS The significance of the activities associated with the development of the PIL1 Project in inducing environmental impacts is generally summarized in the Impact Matrix table shown in Figure 7.1.1. This is a general appraisal of the potential impacts that can be exerted by the PIL 1 Project activities. A more specific description of the potential impacts according to the major project components and project construction activities is presented in Table 7.1.1. 7.1.1 Zone of Impact and Sensitive Receptors The immediate (primary) zone of impact along the linear corridor of the PIL 1 Highway is demarcated as an area extending outwards 250 m on the left side and 250 m on the right side of the ROW boundary of the PIL 1 Highway corridor through any given area in Penang Island.

    EXISTING 06 ENVIRONMENT 6.1 Introduction The existing environment of the Project site shall be described according to four (4) sub - chapters which are: a) existing Physical Environment; b) existing Biological Environment; c) existing Human Environment; and d) environmentally Sensitive Areas (ESAs). 6.2 Existing Physical Environment The existing physical environment of the whole Project area located within a 5 -km radius from the Project boundary will be described into different sections as the following: a) land use; b) hydraulic components; c) climate and meteorology; d) tsunami e) hydrology and drainage; f) geology and geotechnical; g) water quality; h) sediment quality; i) air quality; j) noise; k) marine traffic and navigation; and l) land traffic. 6.2.1 Land Use This section describes the land use of the study area which refers to the area of 22,545.78 hectares within a 5 -km radius from the proposed Project boundary. A major portion or three - quarters of the study area comprise the surrounding waters of the South Channel while the remaining is land -based. The study area includes the entire Mukim 6, 7, 8, 9, 10, 11, 12, I and J of Southwest District. The proposed Project area falls under the jurisdiction of the City Council of Penang Island. 6-1 Proposed Reclamation & Dredging Works for the Penang South Reclamation (PSR) Environmental Impact Assessment (2 nd Schedule) Study Based on the land use map by the Department of Town and Country Planning (JPBD), the area surrounding the proposed Project site displays a coherent land use pattern.
