The reasons why cities have jumped on the bandwagon of implementing a bike-share system are to reduce traffic congestion, to improve air quality and as an alternative transport option to move around cities. As part of the effort to be “cleaner, greener, healthier and safer,” Penang Island has decided to launch the first bike-share scheme in Penang, making it the first state in Malaysia to ever implement a bike-sharing program with a docking station. While the existing literature on bike-sharing focuses on European and North American cities, less attention is given to experiences in South East Asia, especially small cities in the South East Asia. This paper aims to fill that gap by evaluating the performance of the pioneer of the bike-sharing program in Penang; i.e. the LinkBike. Using the inaugural data from LinkBike’s first annual report, as well as data from personal interviews and grey literature, this paper attempts to understand the performance, opportunities and challenges facing LinkBike in its first year of operation. Essentially, results show that LinkBike was performing quite well considering it was the bike-share pioneer in Penang.

CHAPTER 5 DESCRIPTION OF EXISTING ENVIRONMENT 5.1 General Environmental Setting (5.1) The future transformation in line for the Proposed Project site is the change in use of an existing office block to a hotel with related facilities on 3,272 m2 (0.808 acres) of land. The project site lies close to the coastal zone whereby Jalan Sultan Ahmad Shah forms the boundary in the north and Jalan Clove Hall forms the boundary to the west. The Mayfair Condominium occupies Lot 1238 located to the northeast of the project site. 5.2 Physical-Chemical Environment 5.2.1 Land Form And Topography (5.2) The project site is easily accessibly by taking Jalan Sultan Ahmad Shah which provides linkages to Jalan Clove Hall which is the primary access to the Proposed project. (5.3) The Proposed Project lies on flat terrains of RL+ 4.10 m to RL+ 4.36 m above mean sea level as shown in the survey plan in Figure 5.1 and in Appendix B. Listed as one of the major events under the Visit Malaysia Year 2014 (VMY ’14) calendar, the launched showcased an exciting calendar of events running up to the race in six weeks’ time on 28 to 30 March. Officiated by Dato’ Mokhzani Mahathir, Chairman of Sepang International Circuit at Pavilion Kuala Lumpur, the official launch was opened with a captivating performance by Joe Flizzow in his debut collaboration with Altimet, Ila Damiaa, Sona One and Biggie. The launch also kicked off a four-venue Formula 1 roadshows, which will be one of the avenue to engage motorsports fans. Sporting the theme ‘Sepang Comes Alive’, the roadshow would provide a glimpse of the experience fans can expect during the race week in Sepang International Circuit which includes thrilling entertainment, games, an all-new experience via one of the largest 3D exhibition, access to the One Ticket Unlimited rewards programme and a round of the hugely popular F1 Simulator Challenge. “We would be installing over 20 3D panels that enable public in particularly fans in experiencing a special Formula 1 journey,” Razlan said, adding that fans would also be treated to an exclusive F1 3D experience. “The return of F1 Simulator Challenge is opened to all ticket holders.
