REVEL BENEFICE Passionate about sharing God’s love with the whole community Page 1 of 32 BISHOP’S INTRODUCTION There has been a willingness and commitment of the parishes within the Revel Benefice to re- think how mission and ministry might look in their rural context. A few years ago, I challenged them to do some work on what the future shape of their ministry might look like. To their great credit they have taken up the challenge and responded very well. The Parish Profile reflects how far their thinking has come, along with changes in structure they have already made. They have engaged healthily with the 8 Essential Qualities, which they have undertaken as a whole benefice. This has enabled their journey of growing as a mission shaped church to continue. A growth in shared ministry, lay leadership and working together has continued to bear fruit through Messy church, and a growing relationship with schools, has enabled the mission and ministry to continue even with the challenges posed by illness and early retirement of the previous incumbent. The Revel journey draws on a spiritual heritage I found very inspiring when arriving in Coventry Diocese. It can be read in a little but influential book by Stephen Verney called, ‘Fire in Coventry’, and describes how the Spirit moved in the hearts of people in Monks Kirby and the spiritual awakening across the Diocese that happened as a result. My hope and prayer is that this benefice may once again be a place of influential spiritual momentum. This heritage in the spiritual dynamic of laity, has given energy to new forms of mission and ministry in a rural context. -

Resolutions to Censure the President: Procedure and History Updated February 1, 2021 Congressional Research Service https://crsreports.congress.gov R45087 Resolutions to Censure the President: Procedure and History Summary Censure is a reprimand adopted by one or both chambers of Congress against a Member of Congress, President, federal judge, or other government official. While Member censure is a disciplinary measure that is sanctioned by the Constitution (Article 1, Section 5), non-Member censure is not. Rather, it is a formal expression or “sense of” one or both houses of Congress. Censure resolutions targeting non-Members have utilized a range of statements to highlight conduct deemed by the resolutions’ sponsors to be inappropriate or unauthorized. Before the Nixon Administration, such resolutions included variations of the words or phrases unconstitutional, usurpation, reproof, and abuse of power. Beginning in 1972, the most clearly “censorious” resolutions have contained the word censure in the text. Resolutions attempting to censure the President are usually simple resolutions. These resolutions are not privileged for consideration in the House or Senate. They are, instead, considered under the regular parliamentary mechanisms used to process “sense of” legislation. Since 1800, Members of the House and Senate have introduced resolutions of censure against at least 12 sitting Presidents. Two additional Presidents received criticism via alternative means (a House committee report and an amendment to a resolution). The clearest instance of a successful presidential censure is Andrew Jackson. The Senate approved a resolution of censure in 1834. On three other occasions, critical resolutions were adopted, but their final language, as amended, obscured the original intention to censure the President. -
First Phase Lifting of Mass Suspension
Mass in Church during COVID Pandemic: 1st Phase of Return 1 (Version of May 14, 2020) These directives are promulgated by the Archbishop of Santa Fe for the early lifting of the suspension of publicly-attended Mass General: Attendance limited to 10% of building capacity (per fire marshal assessment). Dispensation from Sunday obligation remains for all. Safety/ common good is priority. Coordination with staff will be essential, as will be clear and detailed communication to the people. Local pastors can make these directives more stringent as necessitated by local conditions; however, they cannot make them less strict. Reopening will be accomplished in phases. The Archbishop/Vicar General will continue to offer live stream/recorded Mass each Sunday and weekdays, and parishes are encouraged to do so as well. Social distancing/masks/increased cleaning are mandatory. Each measure presents an additional layer of protection, which individually may be insufficient. Cleaning staff should be present to disinfect commonly-touched surfaces after each Mass (pews, door handles, rails, etc.) Have on hand ample cleaning supplies, and masks if possible. Persons over 60 and with compromised immune systems should be pre-advised that they are at increased risk and be encouraged to remain home. Communicate that these guidelines are for the safety of lives and health for themselves and neighbors, and that continued opening depends on everyone’s cooperation. The Archdiocese remains responsive to changes in conditions/requirements, and will revise these instructions periodically as necessary. In Churches No open holy water present. There may be a dispenser for people to fill bottles if desired. -

A Comparison of the Two Forms of the Roman Rite Mass Structures Orientation Language The purpose of this presentation is to prepare you for what will very likely be your first Traditional Latin Mass (TLM). This is officially named “The Extraordinary Form of the Roman Rite.” We will try to do that by comparing it to what you already know - the Novus Ordo Missae (NOM). This is officially named “The Ordinary Form of the Roman Rite.” In “Mass Structures” we will look at differences in form. While the TLM really has only one structure, the NOM has many options. As we shall see, it has so many in fact, that it is virtually impossible for the person in the pew to determine whether the priest actually performs one of the many variations according to the rubrics (rules) for celebrating the NOM. Then, we will briefly examine the two most obvious differences in the performance of the Mass - the orientation of the priest (and people) and the language used. The orientation of the priest in the TLM is towards the altar. In this position, he is facing the same direction as the people, liturgical “east” and, in a traditional church, they are both looking at the tabernacle and/or crucifix in the center of the altar. The language of the TLM is, of course, Latin. It has been Latin since before the year 400. The NOM was written in Latin but is usually performed in the language of the immediate location - the vernacular. The parishes have much in common socially with a high proportion of professionals and retired professionals, but also a strong farming tradition; the total population is around four thousand. The congregations range widely in age from children to those in their nineties, many have lived in the area all their lives. Each parish has its own individual foci for mission, but two areas are shared, the first is to maintain a visible Christian presence in the community. -

The Attractiveness of the Tridentine Mass by Alfons Cardinal Stickler Cardinal Alfons Stickler, retired prefect of the Vatican Archives and Library, is normally reticent. Not so during his trip to the New York area in May [1995]. Speaking at a conference co-sponsored by Fr. John Perricon's ChistiFideles and Howard Walsh's Keep the Faith, the Cardinal scored Catholics within the fold who have undermined the Church—and in the final third of his speech made clear his view that the "Mass of the post-Conciliar liturgical commission" was a betrayal of the Council fathers. The robust 84-year-old Austrian scholar, a Salesian who served as peritus to four Vatican II commissions (including Liturgy), will celebrate his 60th anniversary as a priest in 1997. Among his many achievements: The Case for Clerical Celibacy (Ignatius Press), which documents that the celibate priesthood was mandated from the earliest days of the Church. Cardinal Stickler lives at the Vatican. The Tridentine Mass means the rite of the Mass which was fixed by Pope Pius V at the request of the Council of Trent and promulgated on December 5, 1570. This Missal contains the old Roman rite, from which various additions and alterations were removed. When it was promulgated, other rites were retained that had existed for at least 200 years. Therefore, is more correct to call this Missal the liturgy of Pope Pius V. Faith and Liturgy From the very beginning of the Church, faith and liturgy have been intimately connected. Roman Catholic Liturgical Renewal Forty-Five Years after Sacrosanctum Concilium: An Assessment KEITH F. PECKLERS, S.J. Next December 4 will mark the forty-fifth anniversary of the promulgation of the Second Vatican Council’s Constitution on the Liturgy, Sacrosanctum Concilium, which the Council bishops approved with an astounding majority: 2,147 in favor and 4 opposed. The Constitution was solemnly approved by Pope Paul VI—the first decree to be promulgated by the Ecumenical Council. Vatican II was well aware of change in the world—probably more so than any of the twenty ecumenical councils that preceded it.1 It had emerged within the complex social context of the Cuban missile crisis, a rise in Communism, and military dictatorships in various corners of the globe. President John F. Kennedy had been assassinated only twelve days prior to the promulgation of Sacrosanctum Concilium.2 Despite those global crises, however, the Council generally viewed the world positively, and with a certain degree of optimism. The credibility of the Church’s message would necessarily depend on its capacity to reach far beyond the confines of the Catholic ghetto into the marketplace, into non-Christian and, indeed, non-religious spheres.3 It is important that the liturgical reforms be examined within such a framework. The extraordinary unanimity in the final vote on the Constitution on the Liturgy was the fruit of the fifty-year liturgical movement that had preceded the Council. The movement was successful because it did not grow in isolation but rather in tandem with church renewal promoted by the biblical, patristic, and ecumenical movements in that same historical period. -
