Shri Kulvinder Singh - Committee Officer * The Committee was constituted on 23 September, 2010 vide Para No. 1948 of Lok Sabha Bulletin Part-II dated 22 September, 2010. INTRODUCTION I, the Chairperson of the Committee on Government Assurances, having been authorized by the Committee to submit the Report on their behalf, present this Sixteenth Report of the Committee on Government Assurances. 2. The Committee (2010-2011) at their sitting held on 21 July, 2011 considered Memoranda Nos. 47 to 87 respectively containing requests received from the Ministries/Departments for dropping of pending assurances. 3. At their sitting held on 23 August, 2011, the Committee (2010-2011) considered and adopted their Sixteenth Report. 4. The Minutes of the aforesaid sitting of the Committee form part of this report. 5. For facility of reference and convenience, the observations and recommendations of the Committee have been printed in bold letters in the Report. NEW DELHI; 23 August; 2011 MANEKA GANDHI ---------------------------- CHAIRPERSON 1 Bhadrapada, 1933 (Saka) COMMITTEE ON GOVERNMENT ASSURANCES REPORT While replying to Questions in the House or during discussions on Bills, Resolutions, Motions, etc., Ministers sometimes give assurances, undertakings or promises either to consider a matter, take action or furnish information to the House at some later date. An assurance is required to be implemented by the Ministry concerned within a period of three months. Where a Ministry are unable to implement the assurances within the prescribed period of three months, they are required to seek extension of time. In case, the Ministry finds it difficult in implementing the assurances on one ground or the other, they are required to approach the Committee on Government Assurances requesting to drop the assurances. Such requests are considered by the Committee on merits and decisions taken to drop an assurance or otherwise. 2. The details of the assurances arising out of the replies and the reason(s) advanced for dropping of assurances are given in Appendix-I. 4. After having considered the grounds cited by the Ministries/Departments, the Committee were convinced and decided to drop the aforesaid assurances. 5. The Minutes of the sitting of the Committee, whereunder the decision to drop the assurances were taken, are given in Appendix-II. NEW DELHI; 23 August; 2011 MANEKA GANDHI ---------------------------- CHAIRPERSON 1 Bhadrapada, 1933 (Saka) COMMITTEE ON GOVERNMENT ASSURANCES Appendix-I (vide Para 3 of the Report) [i] RESERVATION IN ARMED FORCES, JUDICIARY AND AUTONOMOUS BODIES On 11 August, 2005 Shri Manjunath Kunnur, M.P., addressed an Unstarred Question No. 2747 to the Minister of Social Justice and Empowerment. The contents of the question along with the reply of the Minister are as given in Annexure. 2. The reply to the question was treated as an assurance and required to be implemented by the Ministry of Social Justice and Empowerment within three months of the date of the reply but the assurance is yet to be implemented. 3. The Ministry of Social Justice and Empowerment vide O.M. No. 16012/02/2005-RIC dated 04 March, 2011 and 06 June, 2011 have requested to drop the assurance on the following grounds:- “That no assurance has been given in answer to the question, it is requested that the decision of the Committee on Government Assurances, Lok Sabha in regard to deletion of the assurance may kindly be conveyed to this Ministry at the earliest." 4. In view of the above, the Ministry, with the approval of the Minister of Social Justice and Empowerment, have requested to drop the above assurance. Annexure GOVERNMENT OF INDIA MINISTRY OF SOCIAL JUSTICE AND EMPOWERMENT LOK SABHA UNSTARRED QUESTION NO. 2747 ANSWERED ON 11.8.2005 RESERVATION IN ARMED FORCES, JUDICIARY AND AUTONOMOUS BODIES 2747. SHRI MANJUNATH KUNNUR Will the Minister of Social Justice and Empowerment be pleased to state:- (a) whether the National Commission for Scheduled Castes has sought reservation in armed forces, judiciary and autonomous bodies; (b) if so, the details of recommendations given by the Commission in this regard; and (c) the reaction of the Union Government thereto? ANSWER MINISTER OF STATE IN THE MINISTRY OF SOCIAL JUSTICE AND EMPOWERMENT(SMT. SUBBULAKSHMI JAGADEESAN) (a) to (c) There National Commission for Scheduled Castes, set-up in February, 2004 has not submitted any report containing recommendations. [ii] FREE TRADE AGREEMENT BETWEEN INDIA AND EU On 11 March, 2008 Shri Ballashowry Vallabhaneni, M.P, addressed a Starred Question No. 171 to the Minister of Commerce and Industry. The contents of the question along with the reply of the Minister are as given in Annexure. 2. The reply to the question was treated as an assurance and required to be implemented by the Ministry of Commerce and Industry within three months of the date of the reply but the assurance is yet to be implemented.

    Press Release 15 December 2016 Constitute a Wage Board… Pay Uniform Wages — Demand Tea Workers in India (Thousands of Workers observe 12th International Tea Day) “Uniform wages for all tea workers across the country, provided through a wage board” – the demand reverberated in the Raja Bhat tea garden of Kalchini district today, the 15th December 2016, when thousands of tea workers gathered for workers’ assembly as part of the observance of International tea day. The workers from the 22 closed tea estates who struggle to survive without wages or other means of livelihood; and those from the functional tea estates struggling without payment due to the demonetization impact — all participated in the event — to observe their day, air their concerns and urge the government to take immediate steps to avert a colossal humanitarian crisis facing workers and their families. India is second largest tea producing country in the world, with a production of 1233.14 million kgs during the financial year 2015-16. The sector has more than 1.3 million regular workers and an equal number of temporary and non-resident workers, of which more than half of the workers are women. Statistics show growth in tea production and increase in tea export, yet the condition in which the tea workers live are appalling. Ashok Ghosh, International Tea Day Convener and West Bengal General Secretary of United Trades Union Congress says: Demonetization cannot weaken our spirits in coming together for raising our concerns. Fighting all odds, we observed ITD, since it is the day to voice our rights”. ITD observance in Kalchini district has become quite apt now, Says Manohar Tirkey, ex MP from Alipurduar constituency.

Manadev Roy Assistant Professor of History, Kurseong College (Affiliated to North Bengal University) Darjeeling, West Bengal, India Abstract After the formation of Jalpaiguri district in 1869 the British Government selected the district as a centre of Tea Industry in India. Many migrant tribes namely the Santhals, Mundas, Oraons, Malpahari, Chikboraik etc., came to the district following by the tea industry. But at the beginning of their settlement the tribal workers could not come out from the boundary of the tea gardens. These gardens were seemed like isolated islands. They were physically and mentally tortured by various authorities of tea gardens, money lenders, and land lords etc. In the tea gardens tribal labourers lost their lives affected with black water fever, malaria, dengue, cholera etc. as medical facility was not good. The tribal children did not have the choice to study in their mother tongue. In school they had to study either in Bengali, Hindi or Nepali medium. In Jalpaiguri district, the subsistence economy forced the tribal men and women and their children into manual work. In the post-colonial period the migrant tribes were fully divided into two groups e.g., the Christian and non-Christian.

The new politics of caste in West Bengal has the potential to dislodge the traditional bipolar political discourse in the state. While bhadrolok politics is still dominant, the question of caste is likely to play a crucial role in this election. Introduction The political scene of West Bengal, in the context of upcoming 16th Lok Sabha elections, seems to be quite unique. With the decline of the Left Front’s (LF) organisational strength and political appeal among the voters of the state; the present ruling party Trinamool Congress (TMC), which this time has not aligned with the Congress for the upcoming election, cannot also claim a monopoly over popular support. Moreover, the Bharatiya Janata Party (BJP) with its strong development-oriented political campaign and smart selection of candidates in different seats has increasingly managed to secure a certain level of support among specific pockets of the voting population. Therefore, unlike the erstwhile bipolar nature of West Bengal’s election scene, the upcoming Lok Sabha polls cannot be simply looked at as a contest between two major camps; rather the other prominent political parties like Congress, BJP among others, quite evidently, shall play a crucial role in the deciding the results. On the other hand, the collapse of the long-standing Left Front regime in 2011 signaled the crisis of what Dwaipayan Bhattacharyya has called “party-society”1 (Bhattacharyya: 2011).

Never before had the reactionary ruling classes and the media engaged in such grandiose campaigns spending hundreds of crores of rupees just to convince the voters that their votes “decide” the destiny of the country and that they should not stay away from the polls. Never before had elections been so much fragmented and unpredictable regarding the outcome. And never before had an election seen such mind-boggling non-stop publicity blitz in the electronic media and meaningless chatter that is completely devoid of any real issue facing the country and people. To the vast majority of the people of India the elections seemed as a meaningless, irrelevant, pseudo-democratic exercise that had only aggravated the casteist, communal, regional and factional strife and tensions across the length and breadth of the country. Yes, Lok Sabha Election—2009 has turned out to be the biggest farcical drama enacted on empty, starving stomachs, homeless destitutes, unemployed and the wretched of the earth each of whom is valued @ one vote every five years or whenever an election is held.
