(a) the details of the achievements made under the Jawaharlal Nehru National Urban Renewal Mission (JNNURM) since its launch in 2005 in providing housing and basic services to the urban poor and slum dwellers;

(b) the details of funds sanctioned and released by the Government under JNNURM, along with the manner in which the funds were utilized, State/UT-wise;

(c) whether there is a proposal to expand the list of cities under JNNURM and if so, the details thereof;

(d) the progress of Solid Waste Management programmes in the cities under JNNURM; and

(e) the steps taken to introduce e-governance and the details of cities that have successfully implemented single window service in their urban local bodies?

STATEMENT REFERRED TO IN REPLY TO LOK SABHA STARRED QUESTION NO. 58 FOR 27.02.2013 REGARDING ACHIEVEMENTS OF JNNURM

(a): The Ministry of Housing and Urban Poverty Alleviation has sanctioned 15.70 lakh dwelling units under the Sub Mission of Basic Services to the Urban Poor (BSUP) and under the Integrated Housing and Slum Development Programme (IHSDP) components of Jawaharlal Nehru National Urban Renewal Mission (JNNURM), launched on 3.12.2005, for provision of housing and basic services to urban poor in 65 select cities under BSUP and in 927 cities/ towns under IHSDP. Out of the sanctioned units, 6.61 lakh dwelling units have been reported as complete and 3.71 lakh units are at different stages of completion. Out of the completed units, 4.38 lakh units have been occupied.

(b): State/UT-wise details of funds sanctioned and released for provision of housing and related basic civic amenities under BSUP and IHSDP are at Annexure-I.

(c): No, Madam. The duration of JNNURM was seven years beginning from the 2005-06 upto 31.03.2012 and it has been extended for 2 years upto 31.3.2014 for completion of projects sanctioned under BSUP and IHSDP upto 31.3.2012 and implementation of reforms.

(d) and (e) : Ministry of Housing and Urban Poverty Alleviation is not implementing the Solid Waste Management and e-Governance programmes. However, Integrated Poverty Monitoring System (IPoMS) is in place for monitoring the BSUP and IHSDP projects under JNNURM.

(a) the details of urban sanitation scheme(s) being undertaken in the country including West Bengal and North- Eastern States;

(b) the details of funds provided to various States under the said schemes during the last three years and current year, State-wise; and

(c) the details of per unit cost prescribed under the said scheme(s) along with the Central share made available to the States in this regard?

THE MINISTER OF HOUSING & URBAN POVERTY ALLEVIATION (AJAY MAKEN)

(a) to (c): There is no comprehensive and dedicated Urban Sanitation Programme implemented by Ministry of Housing and Urban Poverty Alleviation as ‘Sanitation’ is a Subject under State List of the Seventh Schedule to the Constitution of . Issues relating to Sewerage, Drainage and Sanitation in the urban areas are being monitored by Ministry of Urban Development in Government of India. However, for eradication of dry latrines and thereby to liberate manual scavengers, Ministry of Housing and Urban Poverty Alleviation is implementing the revised Integrated Low Cost Sanitation Scheme in the urban areas of the country. The unit cost for conversion/construction of twin pit pour flush latrines with superstructure in the revised ILCS for Eleventh Five Year Plan and extended ILCS for Twelfth Five Year Plan is summarized in the table below:

Provision for use of New technology (eco-san toilets etc.) has been made in the extended revised ILCS scheme with an additional 15% over and above the normal cost. Ministry of Urban Development implements Jawaharlal Nehru National Urban Renewal Mission (JNNURM) which covers the aspects of sanitation. JNNURM is a demand driven and reforms linked programme under which Additional Central Assistance (ACA) is sanctioned depending on fulfillment of criteria envisaged under JNNURM. Under Urban Infrastructure & Governance (UIG) Sub-mission of JNNURM Sanitation (Sewerage, Drainage and Solid Waste Management) is the admissible component of grant of Additional Central Assistance (ACA). A State- wise list of ACA provided to the States/ULBs under UIG Sub-Mission of JNNURM during the last three years and the current year for sanitation (Sewerage, Drainage and Solid Waste Management) is at Annexure – II.

(a) whether there is a shortage of toilets/latrines in various urban areas including the urban areas of West Bengal;

(b) if so, the details thereof and the steps taken/being taken by the Government in this regard;

(c) the number of toilets/latrines constructed under various schemes of the Government during the last three years and the current year, State-wise;

(d) whether the Government has undertaken any study on sanitation facilities in urban areas in the country during the above period; and

(e) if so, the details thereof and the outcome of said study, State-wise?

THE MINISTER OF HOUSING & URBAN POVERTY ALLEVIATION (SHRI AJAY MAKEN)

(a) and (b): As per Census, 2011 household data, about 81.36% of urban households in the country have latrine facility within the premises while 18.64% households do not have latrine facility within the premises, which comprise 6.01% total urban households having access to public latrines and 12.63% total urban households going for open defecation. For the State of West Bengal the corresponding figures given in Census 2011 households data were 85% and 15% (3.74% and 11.25%) respectively.

(b) the details of funds allocated, spent, houses constructed, provided to slum dwellers, targets set/achieved/expected date of completion under these schemes during each of the last three years and the current year, scheme and State/UT-wise;

(c) whether some schemes are pending/behind schedule/have unutilized funds;

(d) if so, the reasons therefor, scheme-wise along with the details of mechanism put in place to monitor the implementation of slum development schemes; and

(e) the measures taken/being taken by the Government for effective implementation of slum development schemes?

THE MINISTER OF HOUSING & URBAN POVERTY ALLEVIATION [DR. (MS.) GIRIJA VYAS]

(a): The Ministry of Housing and Urban Poverty Alleviation is implementing following schemes for development of slums in the country:

(i) JNNURM: The Jawaharlal Nehru National Urban Renewal Mission (JNNURM) was launched on 3rd December, 2005 with two components of Basic Services to the Urban Poor (BSUP) and Integrated Housing and Slum Development Programmes (IHSDP). Under BSUP 65 select cities in the country are covered and the remaining cities are covered under IHSDP. The duration of JNNURM was seven years beginning from the 2005-06 upto 31.03.2012. JNNURM has been extended for 2 years upto 31.3.2014 for completion of projects sanctioned upto 31.3.2012 and implementation of reforms. The main thrust of JNNURM is integrated development of slums and provision of basic services to urban poor.

(ii) Rajiv Awas Yojana (RAY): RAY pilot and preparatory phase was launched on 02.06.2011 with duration upto 02.06.2013. The Phase II, implementation phase of RAY is under consideration for 12th Plan.

Under RAY, Central Assistance is extended to States for preparation of Slum Free City Plan of Action (SFCPoA). This assistance and preparation of DPR for improving slum infrastructure including housing is given to those states who are willing to assign property rights to slum dwellers and undertake reservation of land for Economically Weaker Sections (EWS)/Low Income Groups (LIG), earmark 25 per cent of municipal budget for basic services to the urban poor/slum-dwellers and bring in legislative amendments and policy changes to redress land and affordable housing shortages for the urban poor.

(b) Details of achievement under JNNURM during the last three years and the current year is at Annexure-I. The progress under RAY since its inception so far, State-wise is at Annexure-II.

(c) & (d): The Ministry of Housing and Urban Poverty Alleviation has sanctioned a total of 15.70 lakh Dwelling Units (DUs) under JNNURM. Out of these, 10.98 lakh DUs have either been completed or are at different stages of construction.

The reasons for delay in completion of dwelling units are as under:

(i) Cost escalations, due to rising prices of steel and cement amongst other factors and the reluctance of States, Urban Local Bodies to meet such cost escalation. GoI’s contribution under the schemes remains frozen to the original sanction and the cost escalation is to be borne by the States / ULBs / Beneficiaries.

(ii) In IHSDP component, which is meant for small and medium towns, cost ceiling was capped at Rs 80,000 per Dwelling Unit which was revised in 2009 to Rs.1 lakh per DU with effect from 1.4.2008 of which Government of India contribution was 80%. This ceiling resulted into a heavier burden on the States / ULBs resulting in stalling of some of the projects.

(iii) Lack of project management capacity at State/Implementing Agency/ Urban Local Body (ULB) levels.

(iv) Difficulties in making slum residents temporarily relocate in the case of in situ projects; and

(v) Lack of availability of encumbrance-free land.

To complete the ongoing projects under JNNURM, the Government has extended the Mission Period upto March 2014. In addition, States/UTs have also been advised:

(i) To provide additional state share to meet cost escalation ;

(ii) To resort to beneficiary led execution of projects to avoid cost and time overruns.

(iii) The States may fund the cost of escalations in the projects from their own resources or through loan from financial institutions like HUDCO to complete it within the stipulated time.

(iv) To draw up Plan of Action and set clear milestones.

(e): The details of mechanism to monitor and the measures taken/being taken for effective implementation of slum development schemes by this Ministry are as follows:

(i) There is 3-tier mechanism of monitoring the implementation of projects viz. (i) ULB level through Project Implementation Unit (PIU),

(ii) State level through Programme Management Unit (PMU), Third Party Inspection and Monitoring Agency (TPIMA), State Level Nodal Agency (SLNA) and (iii) National level through Central Sanctioning & Monitoring Committee (CSMC) & Central Sanctioning Committee (CSC), Integrated Poverty Monitoring System (IPoMS), Central TPIM Agencies and Monitoring Agencies.

(ii) Periodic review meetings have been held at national/regional/state/city level with the concerned State Government officials by senior officers of the Ministry including Secretary (HUPA).

(a) and (b): Housing and colonisation being a State subject, it is upto the State Governments to frame and implement programmes to provide basic facilities like electricity, potable water, sewerage and infrastructural facilities to the persons living in slum clusters in their respective States depending on their priorities and availability of resources. However, Government launched the Jawaharlal Nehru National Urban Renewal Mission (JNNURM) on 3rd December, 2005 for assisting State Governments in providing housing and basic services to urban poor/ slum dwellers in 65 select cities under the Sub Mission Basic Services to the Urban Poor (BSUP) and in other cities and towns, under the Integrated Housing and Slum Development Programme (IHSDP). Mission duration was 7 years from 2005-06. JNNURM has now been extended for 2 years (upto March, 2014) for completion of projects sanctioned upto March, 2012 and implementation of reforms. In addition, Government has launched the scheme of ‘Rajiv Awas Yojana’ (RAY) on 02.06.2011 with a vision to create ‘slum-free India’ by providing financial assistance to States for provision of decent shelter and basic civic and social services for slum redevelopment, and for creation of affordable housing stock. The Government has planned for continuing Rajiv Awas Yojana (RAY) in XIIth Plan to provide assistance to State Governments/Union Territories for slum redevelopment and improving infrastructure therein.

(c) and (d): Yes Madam, Year-wise/ metropolitan city-wise details of allocated funds for slum redevelopment and for providing housing and related civic facilities to slum clusters in the country under Basic Services to the Urban Poor (BSUP)- component of Jawaharlal Nehru National Urban Renewal Mission (JNNURM) during each of the last three years and the current year are annexed. (a): Yes Madam. Government launched the Jawaharlal Nehru National Urban Renewal Mission (JNNURM) on 3rd December, 2005 for assisting State Governments in providing housing and basic services to urban poor/ slum dwellers in 65 select cities including Delhi, Mumbai, Kolkata & Chennai and other major cities under the Sub Mission Basic Services to the Urban Poor (BSUP) and in other cities and towns, under the Integrated Housing and Slum Development Programme (IHSDP). Mission duration was 7 years from 2005-06. JNNURM has now been extended for 2 years (upto March, 2014) for completion of projects sanctioned upto March, 2012 and implementation of reforms. In addition, Government has launched the scheme of ‘Rajiv Awas Yojana’ (RAY) on 02.06.2011 with a vision to create ‘slum-free India’ by providing financial assistance to States for provision of decent shelter and basic civic and social services for slum redevelopment, and for creation of affordable housing

stock. The Government has planned for continuing Rajiv Awas Yojana (RAY) in XIIth Plan to provide assistance to State Governments /Union Territories for slum redevelopment and improving infrastructure therein.

(c) The details of the schemes/ programmes run by the Government to provide basic facilities /amenities to the slum dwellers; and

(d) The details of the funds allocated for the purpose and the targets fixed and achieved as a result thereof during each of the last three years and the current year, State/UT-wise?

STATEMENT REFERRED TO IN REPLY TO LOK SABHA STARRED QUESTION NO. 87 FOR 11.12.2013 REGARDING SLUM POPULATION

(a) & (b): As per “Census 2011, Housing Stock, Amenities and Assets in Slums” reported from 2543 towns out of total 4041 statutory towns in the country, main amenities available in the slum areas are as:

# 66% households are having latrine facility within the premises which includes water closet, pit latrine and other types of latrine. 34% households have no latrine facility;

# More than 90% slum households use electricity as main source of lighting; 0.5% slum households have no lighting facility.

# Tap is the main source of drinking water in the slum areas of the country - 74% households use tap water, 3% well water, 20.3% hand pump/tube well and 2.8% use other source of drinking water.

# 67% slum households have a bathroom, 15% have enclosures for bathing without roof and 19% slum households have no bathroom.

The State-wise detailed information on slum households regarding availability of latrine facilities, source of lighting facility, source of drinking water and households by availability of bathing facility in urban slums are in Annexure I, II, III, IV and V. Office of Registrar General of India has not published household amenities data for Scheduled caste and Scheduled Tribe in Census 2011.

In addition, Rajiv Awas Yojana (RAY) was launched in June 2011 in two phases; the preparatory phase for a period of two years which ended in June 2013 and implementation phase. Government of India has approved the implementation phase of RAY in September, 2013 for the period of 2013-2022. The Central support under the scheme will be admissible to States/UTs and

Central Government Agencies for providing housing including new houses, incremental houses, rental houses, transit housing and development/improvement of basic civic & social infrastructure & O&M of assets created under the scheme.

Will the Minister of HOUSING AND URBAN POVERTY ALLEVIATION be pleased to state:-

(a) whether the number of slums/slum dwellers is rising in various cities in the country;

(b) if so, the details thereof and the reasons therefor, State/UT-wise during each of the last three years and the current year;

(c) whether most of the slum population do not have official status as a slum dweller and access to legal protection municipal services;

(d) if so, the steps taken/proposed to be taken in this regard;

(e) the details of the funds allocated/grants provided to make available basic amenities to the slum dwellers in various cities of the country during the above period, State/UT-wise; and

(f) the steps taken/proposed to be taken to rehabilitate the slum dwellers in the country especially in the metro cities including provisions made for the same in the 12th Plan?

(a) to (f): A Statement is laid on the Table of the House.

STATEMENT REFERRED TO IN REPLY TO LOK SABHA STARRED QUESTION NO. 200 REGARDING SLUM DWELLERS FOR 18.12.2013

(a) & (b): As per Primary Census Abstract for Slum-2011, Census of India, a total of 108277 House listing Blocks (HLBs) have been identified as slum blocks in 2613 slum reported cities /towns out of 4041 statutory towns in Census 2011. 65.5 million people are living in slums spread across 31 States and Union Territories in the country.

As per Census-2001, there are 52.37 million people living in 1743 slum reported towns. State wise details of slum population for the Census 2001 and 2011 is at Annexure-I.

Slum population data is collected once in 10 years.

There are various reasons for creation of slums of which the most important are as follows: i. Increased urbanization leading to pressure on the available land and infrastructure, especially for the poor. ii. Natural increase in the population of urban poor and migration from rural areas and small towns to larger cities. iii. Sky-rocketing land prices due to increasing demand for land and constraints on supply of land. iv. Absence of programmes of affordable housing for the urban poor in most States. v. Lack of availability of credit for low income housing. vi. Increasing cost of construction.

(c) & (d): As per Census 2011 there are three types of slums – Notified, Recognized and Identified. There are 37072 notified slum enumeration blocks, 30845 recognized slum enumeration blocks and 40307 identified slum enumeration blocks. ‘Housing’ and ‘colonization’ being state subject, it is upto the respective States to notify selected urban areas upon depending upon their local conditions and provide legal protection and basic civic amenities to them.

(e) & (f): The Government of India launched Jawaharlal Nehru National Urban Renewal Mission (JNNURM) on 3rd December, 2005 to assist States/UTs in taking up housing and infrastructural facilities including basic facilities/amenities for the urban poor/slum dwellers in 65 select cities in the country under Basic Services to the Urban Poor (BSUP) Programme. For other Cities/Towns, the Integrated Housing and Slum Development Programme (IHSDP) was launched. The duration of the Mission was upto 31.3.2012 which has been extended upto the March, 2015 for completion of projects sanctioned upto March 2012. The details of funds allocated to various States/UTs under JNNURM is at Annexure-II.

The Government of India has also launched Rajiv Awas Yojana (RAY) as Centrally Sponsored Scheme on 3.9.2013 for the period of 2013-2022. The RAY Guidelines stipulate ‘commitment and willingness to assign mortgage-able and renewable, long-term (15 years) inheritable lease rights to slum dwellers who have been a resident of the slum for more than 5 years’ as one of the mandatory reforms. All cities/UAs are eligible under the Scheme. RAY envisages two-step implementation strategy i.e. preparation of Slum Free City Plan of Action (SFCPoA) and preparation of projects for selected slum. The selection of cities /UAs under the scheme is to be made by the States in consultation with the Centre. Under the scheme, Central government provides assistance of 50% of the project cost for Cities/ UAs with Population more than 5 lakhs, 75% of the project cost for Cities/ UAs having population less than 5 lakhs and 80% of the project cost to cities in North-Eastern Region and special category States (Jammu & Kashmir, Himachal Pradesh & Uttarakhand) irrespective of their population. The scheme targets to benefit 1 million Households under RAY during XIIth Plan.

The Government has also approved the Affordable Housing in Partnership (AHP) on 03.9.2013 to improve the present Scheme to make it more implementable. In order to increase affordable housing stock, as part of the preventive strategy, Affordable Housing in Partnership (AHP) will be implemented as part of the scheme. Central support will be provided at the rate of Rs. 75,000 per EWS/LIG DUs of size upto 40 sqm. for housing and internal development components in affordable housing projects taken up under various kinds of partnerships. A project size of minimum 250 dwelling units will be considered under the scheme. The DUs would be a mix of EWS/LIG-A/LIG- B/Higher Categories/Commercial of which at least 60 percent of the FAR/ FSI will be used for dwelling units of carpet area of not more than 60 sqm.

Credit enablement of the urban poor and the flow of institutional finance for affordable housing is an important component of the RAY scheme. The Cabinet in its meeting dated 23rd March, 2012 has approved the establishment

of a Credit Risk Guarantee Fund (GRGF) Trust with an initial corpus of Rs.1000 crores. This scheme proposes to guarantee the lending agencies for loans given to EWS/LIG persons upto Rs. 5 Lakh without any third party guarantee or collateral security. National Housing Bank is the identified agency for operationalising CRGF. CRGFT has been launched on 31stOctober, 2012.

The details of the funds funds allocated/grants provided to make available basic amenities to the slum dwellers in various cities of the country during the above period, State/UT-wise is at annexure-II.

Will the Minister of HOUSING AND URBAN POVERTY ALLEVIATION be pleased to state:-

(a) Whether World Bank, in their resent report has pointed out that about 50% of Indian households do not have toilets/latrine and hence defecate in the open;

(b) If so, the details thereof; and

(c) The steps taken by the Government in this regard?

(a) : Yes, Madam.

A report of World Bank in this regard regard i.e. “Effects of Early Life Exposure to Sanitation on Childhood Cognitive Skills: Evidence from India’s Total Sanitation Campaign” by Dean Spears and Sneha Lamba has pointed out that 53% of Indian households defecate in the opened , without using a toilet or latrine.

(b) : In the report, the effects on childhood cognitive achievement of early life exposure to India’s Total Sanitation Campaign (now renamed as Nirmal Bharat Abhiyan (NBA) to encourage local government to build and promote inexpensive pit latrines have been studied. The report shows that, low cost rural sanitation strategies such as India’s

Total Sanitation Campaign can improve children’s cognitive development which can further improve the human capital of Indian labour force in the long run.

(c) : The Ministry of Drinking Water & Sanitation (MoDW&S) is implementing the Nirmal Bharat Abhiyan (NBA) under which financial assistance is provided to the State Governments for construction of toilets in rural areas. In the 12th Plan an outlay of Rs. 34,377 crores has been provided for rural sanitation as compared to Rs. 6540 crores in the 11th Plan, which is a significantly higher allocation (425% higher than the 11th Plan). The goal is to achieve 100% access to sanitation for all rural households in the Country by 2022 under the NBA. Also as per 12th plan objectives of NBA, 50% of all the Gram Panchayats are to become Nirmal Grams by 2017.

The objective of NBA is to achieve sustainable behavior change with provision of sanitary facilities in entire communities in a phased, saturation mode with ‘Nirmal Grams’ as outcomes.

In addition, Ministry of Housing and Urban Poverty Alleviation (MoHUPA) is implementing the Integrated Low Cost Sanitation (ILCS) Scheme, which envisages conversion of all dry latrines into twin pit-pour flush latrines and construction of new latrines for the Economically Weaker Section (EWS) households as per the demands raised by the respective States.

(a) Whether the Government is providing financial assistance to States for the construction of toilets in individual households for the people below poverty line living in urban areas;

(b) if so, the details thereof; and

(c) if not, the reasons therefor?

(a)&(b):This Ministry is implementing revised Integrated Low Cost Sanitary (ILCS) scheme to convert all identified dry latrines in urban areas into sanitary twin pit pour flush toilets since 2008.

Under Integrated Low Cost Sanitation (ILCS) scheme, support to the State Governments is provided to construct individual twin pit pour flush toilets in place of existing dry latrines among EWS households including for the people below poverty line in urban areas, in order to eradicate the need for manual scavenging. Under the Scheme total Central subsidy of Rs. 342.89 crore sanctioned and Rs.337.47 crore released to State Government for conversion of 2,51,963 dry latrines and new construction of 1,55,937 toilets.

(c): Urban water supply and sanitation is a State subject and it is the responsibility of the State Governments/Urban Local Bodies to plan, design, execute and operate sanitation in the urban areas. However, to prioritise the issue of sanitation, Ministry of Urban Development has formulated the National Urban Sanitation Policy 2008 with a vision to make urban areas sanitized, healthy and livable with a special focus on hygienic and affordable sanitation facilities for the urban poor and women. The policy requires each state to formulate its own state sanitation strategies and cities to make individual sanitation plans and implement them to meet the objective of goals set under

NUSP. Till now, 157 Cities have taken up the process of preparation of City Sanitation Plans and 70 cities have submitted their draft CSPs.
