THE MINISTER OF HOUSING & URBAN POVERTY ALLEVIATION (SHRI AJAY MAKEN) (a) to (e): A Statement is laid on the Table of the Sabha. STATEMENT REFERRED TO IN REPLY TO LOK SABHA STARRED QUESTION NO. 58 FOR 27.02.2013 REGARDING ACHIEVEMENTS OF JNNURM (a): The Ministry of Housing and Urban Poverty Alleviation has sanctioned 15.70 lakh dwelling units under the Sub Mission of Basic Services to the Urban Poor (BSUP) and under the Integrated Housing and Slum Development Programme (IHSDP) components of Jawaharlal Nehru National Urban Renewal Mission (JNNURM), launched on 3.12.2005, for provision of housing and basic services to urban poor in 65 select cities under BSUP and in 927 cities/ towns under IHSDP. Out of the sanctioned units, 6.61 lakh dwelling units have been reported as complete and 3.71 lakh units are at different stages of completion. Out of the completed units, 4.38 lakh units have been occupied. (b): State/UT-wise details of funds sanctioned and released for provision of housing and related basic civic amenities under BSUP and IHSDP are at Annexure-I. (c): No, Madam. The duration of JNNURM was seven years beginning from the 2005-06 upto 31.03.2012 and it has been extended for 2 years upto 31.3.2014 for completion of projects sanctioned under BSUP and IHSDP upto 31.3.2012 and implementation of reforms. (d) and (e) : Ministry of Housing and Urban Poverty Alleviation is not implementing the Solid Waste Management and e-Governance programmes. However, Integrated Poverty Monitoring System (IPoMS) is in place for monitoring the BSUP and IHSDP projects under JNNURM. GADDIGOUDAR SHRI NARAHARI MAHATO Will the Minister of HOUSING AND URBAN POVERTY ALLEVIATION be pleased to state:- (a) the details of urban sanitation scheme(s) being undertaken in the country including West Bengal and North- Eastern States; (b) the details of funds provided to various States under the said schemes during the last three years and current year, State-wise; and (c) the details of per unit cost prescribed under the said scheme(s) along with the Central share made available to the States in this regard? THE MINISTER OF HOUSING & URBAN POVERTY ALLEVIATION (AJAY MAKEN) (a) to (c): There is no comprehensive and dedicated Urban Sanitation Programme implemented by Ministry of Housing and Urban Poverty Alleviation as ‘Sanitation’ is a Subject under State List of the Seventh Schedule to the Constitution of India. Issues relating to Sewerage, Drainage and Sanitation in the urban areas are being monitored by Ministry of Urban Development in Government of India. However, for eradication of dry latrines and thereby to liberate manual scavengers, Ministry of Housing and Urban Poverty Alleviation is implementing the revised Integrated Low Cost Sanitation Scheme in the urban areas of the country. The unit cost for conversion/construction of twin pit pour flush latrines with superstructure in the revised ILCS for Eleventh Five Year Plan and extended ILCS for Twelfth Five Year Plan is summarized in the table below: Category Normal Areas Hilly Areas Unit Cost Rs. 10,000/- Rs.12,500/- ( from 2008- 2012) Unit Cost Rs.15,000 Rs.18,750 (with effect from 27.11.2012) Provision for use of New technology (eco-san toilets etc.) has been made in the extended revised ILCS scheme with an additional 15% over and above the normal cost.

    Press Release 15 December 2016 Constitute a Wage Board… Pay Uniform Wages — Demand Tea Workers in India (Thousands of Workers observe 12th International Tea Day) “Uniform wages for all tea workers across the country, provided through a wage board” – the demand reverberated in the Raja Bhat tea garden of Kalchini district today, the 15th December 2016, when thousands of tea workers gathered for workers’ assembly as part of the observance of International tea day. The workers from the 22 closed tea estates who struggle to survive without wages or other means of livelihood; and those from the functional tea estates struggling without payment due to the demonetization impact — all participated in the event — to observe their day, air their concerns and urge the government to take immediate steps to avert a colossal humanitarian crisis facing workers and their families. India is second largest tea producing country in the world, with a production of 1233.14 million kgs during the financial year 2015-16. The sector has more than 1.3 million regular workers and an equal number of temporary and non-resident workers, of which more than half of the workers are women. Statistics show growth in tea production and increase in tea export, yet the condition in which the tea workers live are appalling. Ashok Ghosh, International Tea Day Convener and West Bengal General Secretary of United Trades Union Congress says: Demonetization cannot weaken our spirits in coming together for raising our concerns. SHRI SUDIP BANDYOPADHYAY (KOLKATA UTTAR): In our State, West Bengal, minorities contribute 2.57 crore, that is 28.1 per cent of the total population. The present Government has increased the budgetary support for development of minorities by five times, from Rs.472 crore in 2010-11 to Rs.2,383 core during the current fiscal year. We met the hon. Minister, Shrimati Najma Heptulla with a delegation just two days back at her residence in the morning and discussed in detail. We have some issues. Firstly, scholarships are offered by the Central Government under the 15 point programme. In West Bengal, it was 20 lakhs, this year we have received applications of near about 30 lakhs. We would like to appeal to the Central Government to consider increase the quota from 20 lakhs to 30 lakhs. Secondly, Multi Sectoral Development Programme during 2015-16, the Government made an appeal for a grant of Rs.415 crore, and only Rs.100 crore has been allotted. The balance may kindly be delivered at the quickest possible time. About the clusters of minority areas outside NCBs, proposals for approval of minorities clusters under the MSDP are pending, approval may be given to the name. About Cyber Gram, the State has proposed to the Minister this. This Government has sanctioned 243 Madrasas, out of 615 Government-aided Madrasas. Balance may be released as per the proposal. The State Government has undertaken the project of Skill Development Programme with a project cost of Rs.86.46 crore under MSDP; Rs.6.02 crore has been sanctioned towards administrative cost for this purpose.

    REPORT INTRODUCTORY Steel is key to the development of any country and is considered to be the mainstay of the human civilization. The level of per capita consumption of steel is treated as economic indicator of a country. All major industrial economies are characterized by the existence of a strong steel industry and the growth of many of these economies has been largely shaped by the strength of their steel industries in this initial stages of development. India has been one of the major producers of steel in the world. Prior to the economic reforms of the early 1990s, the Steel Industry of India was regulated and controlled by the Government Policies. After liberalization the Indian Steel Industry evolved significantly to conform to international standards. The India Steel Industry is expected to play a significant role in India‟s economic development in the years to come. Availability of iron ore in the country and well furnished facilities for steel productions are the major aspects which will play a major role in the growth of the steel industry in India. The domestic steel industry has a tremendous growth potential and likely to register significant growth in the coming years in view of the rising demand of steel in infrastructure and realty sectors. However, one of the major initiatives that need to be taken is to focus on increasing consumption of steel in the rural areas. In order to realize the growth potential in the steel sector, it is imperative that the steel industry remain competitive. The availability of critical inputs such as iron ore and coke is equally important for sustainable growth of the industry.
