Therefore, we are writing to you to express our deep concern with President Trump’s recent Executive Order directed at the immigration system, refugees and visitors to this country. This Order not only jeopardizes tens of thousands of lives, it has caused a crisis right here in America and will do long-term damage to our national security. In the middle of the night, just as we were beginning our nation’s commemoration of the Holocaust, dozens of refugees onboard flights to the United States and thousands of visitors were swept up in an Order of unprecedented scope, apparently with little to no oversight or input from national security professionals. Individuals, who have passed through multiple rounds of robust security vetting, including just before their departure, were detained, some reportedly without access to lawyers, right here in U.S. airports. They include not only women and children whose lives have been upended by actual radical terrorists, but brave individuals who put their own lives on the line and worked side-by-side with our men and women in uniform in Iraq now fighting against ISIL. -

Regardless of their party affiliation or preferred diplomatic priorities, presidents have invariably come to appreciate that they can- not afford to make foreign policy decisions in the same manner as they did when they were a candidate. The requirements of managing an enormous and complex national security bureau- cracy reward careful deliberation and strategic consistency, while sharply punishing the kind of policy shifts that are more common on the campaign trail. Statements by the president are taken far more seriously abroad than are promises by a candidate, by both allies and adversaries alike. And while policy mistakes made before entering office can damage a candidate’s personal political prospects, a serious misstep made once in office can put the country itself at risk. -

University of Pennsylvania Department of History History 412 The Republic of China, 1911-1949 and After Professor Arthur Waldron Spring 2014 Summary: This seminar treats the history, politics, and culture of the Republic of China, which ruled China from 1911/12 until its overthrow by the Communists in the Civil War (1945-49) who established a new state, the People’s Republic of China (1949-). This was a time of political contention, considerable progress in education, the economy, and other areas: also of comparative openness compared to what followed. After 1931, however, all was dominated by the menace of Japan, which exploded into full scale warfare in 1937-1945. The course consists of readings, seminar discussions, and a research paper. We meet from 3:00-6:00 on Thursdays in Meyerson Hall B-6. Introduction: The last of the traditional dynasties that had ruled China for millennia, the Qing, was overthrown by a series of uprisings that began in October of 1911, It abdicated on February 24, 1912, and was succeeded by the Republic of China, which ruled China until 1949. Its history is fascinating and full of questions. How does a society that has had an emperor for thousands of years set up a new form of government? How do people, who have long operated in accord with well defined “traditions” in everything from the arts to family organization, become “modern”? In fact, for a long time, many believed that was impossible without a revolution like that which created the Soviet Union in 1917. What sorts of literature, arts, fashion, etiquette, and so forth could be both “Chinese” and “modern”? (Again, many have thought this impossible). -

MCCLEAN , UNIVERSITY OF CALIFORNIA, SAN DIEGO The early months of 2021 offered a full diplomatic agenda for US-Japan relations as a new US administration took office. Joe Biden was sworn in as the 46th president of the United States amid considerable contention. Former President Donald Trump refused to concede defeat, and on Jan. 6, a crowd of his supporters stormed the US Capitol where Congressional representatives were certifying the results of the presidential election. The breach of the US Capitol shocked the nation and the world. Yet after his inauguration on Jan. 20, Biden and his foreign policy team soon got to work on implementing policies that emphasized on US allies and sought to restore US engagement in multilateral coalitions around the globe. The day after the inauguration, National Security Advisor Jake Sullivan reached out to his counterpart in Japan, National Security Secretariat Secretary General Kitamura Shigeru, to assure him of the importance the new administration placed on its allies. The COVID-19 pandemic continued to focus the attention of leaders in the United States and Japan, however. Lam 1 The rapidly evolving landscape of the global COVID-19 pandemic necessitates urgent scientific advances and adaptive behavioural and policy responses to contain viral transmission, reduce impacts on public health, and minimise soci- 1234567890():,; etal disruption. Epidemiological models of SARS-CoV-2 transmission are heavily influencing policy responses, forecasting viral infection, transmission, and death rates under simplified representations of human behaviour. They either assume that all members of a population or demographic group behave identically or design individual behavioural rules based on demographic and mobility data. In pluralistic societies, however, individual behavioural responses vary with per- sonal values, situational contexts, and social group identities, affecting policy compliance and viral transmission. Here, I identify and explore the impacts of salient viral identities or “COVID-19 personality types” that are emerging and fluidly coalescing with each other and existing social and political identities. The resultant heightened inter-group differentiation explains the politicisation of the pandemic and rampant racism, discrimination, and conflict observed now and with epidemics historically. Recognising salient COVID-19 behavioural identities can improve scientific forecasting of SARS-CoV-2 transmission and the impact of containment measures, as well as tailor nuanced policy interventions and communications to enhance individual coping and compliance. As governments contemplate easing social-distancing restrictions, the science-society-policy nexus needs fortification through public participation, structured deliberation, and evidence-informed decision-making of policy options to negotiate the complex value trade-offs among public health, the market economy, and civil liberty. -

The report provides an overview of current economic impacts of health care in the United States and a forecast of where we are headed in the absence of reform; an analysis of inefficiencies and market failures in the current health care system; a discussion of the key components of health care reform; and an analysis of the economic effects of slowing health care cost growth and expanding coverage. The findings in the report point to large economic impacts of genuine health care reform: We estimate that slowing the annual growth rate of health care costs by 1.5 percentage points would increase real gross domestic product (GDP), relative to the no-reform baseline, by over 2 percent in 2020 and nearly 8 percent in 2030. For a typical family of four, this implies that income in 2020 would be approximately $2,600 higher than it would have been without reform (in 2009 dollars), and that in 2030 it would be almost $10,000 higher. Under more conservative estimates of the reduction in the growth rate of health care costs, the income gains are smaller, but still substantial. Slowing the growth rate of health care costs will prevent disastrous increases in the Federal budget deficit. -
