This document outlines an alternative system called Single Vote Proportional. It is a hybrid with characteristics of first-past-the-post, single transferable vote and mixed-member proportional. All election systems have advantages and disadvantages. Proponents of electoral reform (including this author) find the disadvantages of first-past-the-post to be so overwhelming that there is an absolute need to introduce a replacement system. The problem has been finding a replacement system whose own disadvantages have not generated strong enough opposition to leave us with the status quo. Single Vote Proportional addresses the primary disadvantages of the 3 other main election systems. The significant advantages of Single Vote Proportional far outweigh its own disadvantages and make it a viable alternative to the clearly broken current system of first-past-the-post.     Two steps backward, one step forward The moral, medical, and financial absurdity of cutting refugee healthcare Written by Alice Escande | Visual by Victoria Ly | The McGill Daily In April 2012, the federal government announced sweeping cuts to the Interim Federal Health Program (IFHP) that ensured healthcare coverage for refugee claimants. As a result, all refugees lost access to medication, vision, and dental care coverage, and a portion of refugees from countries on the designated countries of origin (DCO) list – “countries that do not normally produce refugees” – lost access to most healthcare coverage for urgent and essential care, including services for pregnant women. Refugees from such countries would only be entitled to care if they are a threat to public safety – for example, if they are carriers of an infectious disease. As a result of near-unanimous public indignation and pressure from physicians, lawyers, and political organizations, the decision was brought to the Federal Court. In July, the Court denounced the cuts as a “cruel and unusual” punishment and a violation of the Canadian Charter of Rights and Freedoms. The government was thus mandated to reverse the cuts and reinstate the previous system of coverage or a similar one. Though vocally reluctant, on November 4 the government reinstated only partial benefits, excluding supplemental health benefits and drug benefits, and this only to a selected portion of refugee claimants. By refusing to restore all benefits, the government is only partially implementing a court order, and continues to ignore all the evidence showing that the cuts are a moral, medical, and financial absurdity.

Thomas Doctor of Philosophy Department of Political Science University of Toronto 2016 Abstract The Parliaments of Canada, Ontario, Scotland and the United Kingdom are now home to a growing number of informal bodies that are formed by politicians from all parties who wish to cooperate on specific policy issues or relations with other countries. Such all-party groups (APGs), which deal with topics from the steel industry to genocide prevention, work to share information, meet with stakeholders, and conduct policy studies. Most also have partnerships with external actors who support their activities. This dissertation explores why the number of APGs is rising in each jurisdiction, but also why there are relatively fewer APGs in the two Canadian cases. Using statistical analyses of APG membership patterns as well as interviews with parliamentarians, lobbyists, and journalists, it finds three main factors behind APG expansion. First, the growth of APGs has helped both parliamentarians and external actors to continue to achieve their goals despite changes in the external political environment such as rising policy complexity and increased demands from citizens. Second, APG expansion has been facilitated by the evolution and increasing modularity of the APG format, which has allowed it to be adapted to a broader range of issues and activities.
