• SB 231 (Hertzberg) – Watch – This bill changes the definition of “sewer service” to include stormwater, allowing local governments to charge property owners for the construction and operation of stormwater management projects – Currently on the Assembly Floor – OCSD Legislative Platform: Legislative and Regulatory Policies – Track pending legislation to ensure OCSD remains in compliance with the government code as it pertains to wastewater system user fees and property tax revenues and the investment of public funds.

• AB 967 (Gloria) – Watch – Expands the allowable uses of the alkaline hydrolysis process (water cremation) to include use for after-life care • Has been amended to delay implementation to January 1, 2020 • Has been amended to require alkaline hydrolysis chamber manufactures to apply to the Department of Public Health for approval of a chamber if they wish to receive a hydrolysis facility license. – Prohibits the discharge of any residual effluent to the municipal sewer system – Passed the Senate Environmental Quality Committee and will be heard next in the Senate Appropriations Committee. – OCSD Legislative Platform: Legislative and Regulatory Policies – Support (generally) measures that provide for improved public health through regulation

Slide 9 Little Hoover Commission

• OCSD and TPA met with the Executive Director of the Little Hoover Commission while in Sacramento

• Little Hoover Commission held a roundtable meeting on June 22 with stakeholders to reveal potential recommendations to the Legislature regarding special districts

• Little Hoover Commission has significantly changed directions in the past year regarding recommendations

• The focus in the final report on special districts will be focused on LAFCOs, transparency, and climate change adaptation

• One potential recommendation to the Legislature would be to implement a program to mandate the inspection of sewer lines on properties at the time of sale
