2018 LEGISLATIVE S CORECARD Planned Parenthood Affiliates of California (PPAC) advocates on a number of legislative and regulatory issues that impact reproductive health, women’s health and rights, sexual health education, and access to affordable and quality health care. Description of Scored Legislation The Budget Act of 2018 – SB 856 (Committee on Budget Fiscal Review) In 2016, the voters approved Proposition 56, to among other things, ensures timely access, limited geographic shortages of services, and ensures quality care for all patients. This Budget Jr. bill allocated $1 billion to Proposition 56, the bill continued a second year of funding ($50 million) for “women’s health” services by cross referencing the budget signed in 2017 (Ch 22. AB 2601 (Weber) This bill extends the California Healthy Youth Act (AB 329, Weber, 2015), which requires comprehensive and inclusive sexual health education for middle and high school students, to include public charter schools. June 13, 2019 The Honorable Ben Allen Chair, Senate Environmental Quality Committee State Capitol, Room 4076 Sacramento, CA 95814 RE: Assembly Bill 1588 (Gloria) – SUPPORT As Amended May 8, 2019 Dear Senator Allen: On behalf of the Rural County Representatives of California (RCRC), we support Assembly Bill 1588, authored by Assembly Member Todd Gloria, which would increase the opportunity for military veterans transitioning into civilian water and wastewater treatment occupations to receive appropriate credit for experience and education gained in this field during their military service. RCRC is an association of thirty-six rural California counties, and the RCRC Board of Directors is comprised of elected supervisors from those member counties. Beginning in 1971, California has had criteria to govern the certification of potable water treatment facility operations. As part of meeting new standards, regulations were established (and updated over the years) regarding the level of staffing required, minimum qualifications for operator testing, and the criteria for the renewal as well as revocation of operator certificates. Known as the Drinking Water Operator Certification Program (Program), it is responsible for the testing and certification of approximately 41,000 water facility and waste water treatment operators throughout California. This Program is housed within the State Water Resources Control Board (SWRCB), which also administers the certification examinations, issues certifications, and certification renewals It has become increasingly difficult to meet the demand for water system operators, particularly in the rural areas of the State where the systems tend to be smaller and more remote. Further aggravating the situation is the expected retirement of many experienced operators as noted in industry reports over the past few years.

This investment will help foodbanks across the state fund permanent on-site back up systems to sustain emergency food operations during climate crises and other disasters, including but not limited to back-up generators, power storage, clean vehicles, charging stations, and related infrastructure to maintain continuity of operations and prevent food loss during a crisis. These investments will prevent catastrophic food loss that occurs when the energy grid fails for any number of reasons. Building better food bank resilience is increasingly urgent to ensure that more frequent and intense natural disasters and electric power shutoffs don’t cause disruption to our food security safety net. Additionally, these one-time investments will reduce the carbon footprint of the emergency food system and help the state meet its climate goals. The COVID-19 pandemic and the accompanying economic disruption pushed nearly 1 in 4 California households into some form of food insecurity nearly overnight.
