    DISABILITY HOUSING RIGHTS AND BUILDING CODES OF NEW YORK by The Committee on Legal Issues Affecting People with Disabilities* A. INTRODUCTION People with disabilities are protected against housing discrimination on the basis of mental or physical disability by a series of federal, state, and local human rights and civil rights laws. These laws include Section 504 of the Rehabilitation Act,1 the Americans with Disabilities Act (ADA),2 the Fair Housing Act (FHA),3 the New York State Human Rights Law (NYSHRL),4 and the New York City Human Rights Law (NYCHRL).5 Not only are people with disabilities protected from discrimination, they are also entitled to certain accommodations so that they can use and enjoy their homes. These various human and civil rights laws have corollary building standards, which are enumerated in the various sections below. There are essential distinctions between the two, as well as amongst the federal, state and city human rights laws with regard to definition of disability, remedies, geographic scope, procedures and who has standing to enforce them which the practitioner and claimant must pay close attention to. Because so many different laws protect the housing rights of people with disabilities, an individual who believes his or her rights have been violated must look at the various provisions of the different laws and determine which laws apply and what protections are available. For example, an individual with a disability who rents an apartment from a private landlord6 in New York City and requests that a ramp be built at the entrance is covered by the FHA, NYSHRL and the NYCHRL.

McWeeny Dean, College of Fine Arts 3 Abstract SUNAMI, APRIL J., M.A., August 2008, Art History Transforming “Blackness”: “Post-Black” and Contemporary Hip-Hop in Visual Culture (90 pp.) Director of Thesis: Jeanette Klein The global phenomenon of hip-hop emerged as a small scale community oriented culture developed primarily by African-American youth in the blighted ghetto of the South Bronx. Within the larger American culture, the primary associations of hip-hop are rooted in conceptions of black culture and identity, which may also be defined as “blackness.” Despite hip-hop’s synonymous relationship to “blackness,” mainstream American culture and almost every nation on earth have appropriated its visual and aural codes. Interestingly, the adoption of hip-hop culture out of its original context lends to new conceptions of “blackness,” that ultimately complicate the centrality of racial significance. Vaughn, who is featured on several selections, never became a big name in the R&B world, but showed some promise on this LP. When she hits the high notes, Vaughn has a Deniece Williams-ish appeal -- and she proves to be an asset to Ayers when she sings lead on "I Want to Touch You Baby," the hypnotic "Can't You See Me," and a lush remake of Sam Cooke's "You Send Me." While Cooke's original 1957 version was pure doo wop, Ayers' sexy interpretation has a lot of quiet storm appeal. The gems that don't feature Benson at all include the funky "It Ain't Your Sign, It's Your Mind" and the disco-influenced "Get On Up, Get On Down," which didn't receive much radio airplay, but enjoyed its share of dance club exposure. Like other albums that Ayers recorded in the late '70s, You Send Me won't interest jazz purists but is rightly considered a classic by soul and funk enthusiasts. all that jazz. The record is right in the same vein as Roy's groundbreaking He's Coming LP -- a righteous mix of soul jazz, subtle funk, and some of the cosmic wisdom that Roy was spreading among the jazz funk underground -- all wrapped up beautifully, but never in a way that's like commercial soul of the time.

At five years old, Ayers was given his first set of vibraphone mallets by bandleader Lionel Hampton. Ayers attended Thomas Jefferson High School, where many of his classmates also went on to become famous jazz and R&B artists. Ayers first played steel guitar and piano and did not study the vibraphone until meeting vibraphonist Bobby Hutcherson at age seventeen. At twenty-two, Ayers began his prolific recording career as a sideman for jazz saxophonist Curtis Amy.
