JOURNAL OF PROCEEDINGS

The Second Annual Conference of The Central District of The Pilgrim Holiness Church convened June 15, 1964 at 2:30 P. M. at the Pilgrim Holiness Church in Springfield, Missouri. Rev. C. B. Colaw opened the Conference with warm words of greeting to the delegation. He then introduced B. W. Lewis, who led the congregation in singing, "The Solid Rock." The Conference was led in prayer by Rev. 0. R. Close, a visiting Pilgrim pastor from Lima, Ohio. Rev. Colaw presented the General Superintendent and Chairman of the Conference, Dr. William H. Neff, who addressed the delegation concerning three things that were on his heart: I. The critical shortage of ministers. We ware urged to launch a campaign for more ministers. Young people entering the ministry, come lrom live churches, where there is zeal for God, not from dead churches. 2. The merger of denominations. There seems to be a mania for merger. We have a goal to reach for God, and we are not to be side tracked by this thought of merger. We are not merging because of weakness. By God's help we are going on. 3. Spiritual renewal and reform. We need a revival. It doesn't matter where it starts, with young people or adults, just so it is a revival of spiritual renewal. God help that it might be so. E. W. Lewis next favored us by singing, "Great Is Thy Faithfulness. Upon motion, the sittings were arranged for beginning at 2:30, to recess at 4:30, reconvene at 6:30 and recess at 9:30. The conference bar was set as the platform and the first seven rows of pews. Harold Monroe and Thomas Harnon were introduced as pastors coming to the District. The Education and Examining Committee recommended the following for District License: Rene Colaw, Maynard Hinman, Garry Plummer, Harold Gunsalus. The report of the District Superintendent was given and received. The report of the Assistant District Superintendent was heard and received. The following visitors were introduced and given a seat in the Conference Bar: Mrs. William H. Neff, and Rev. D. R. Close. The Treasurers report was read and received. The churches that paid their budget in full received special mention and congratulations. A motion carried instructing the secretary to send a tetegram of greetings from the conference to Rev. 0. J. Phillips, who is confined in the hospital, and not able to attend the conference. The Auditing Committee's report was giver, and received. The Statistical report was given and received. The sitting was recessed by expiration of time, and the delegation was dismissed with prayer. SECOND SITTING Monday evening 6: 30 E. W. Lewis ted the delegation in singing, 'Joy Unspeakable", and "He Abides Sister Lydia Burge was ask to come forward and lead the assembly in prayer. During the prayer, God's presence was graciously manifest and many souls were blessed and gave praise to God. E. W. Lewis brought a message ir, song entitled, "How Big Is God." The report of the Sunday School Promotional Secretary was given and received. The report of the District Ycuth President was given and received. The report of the District Missionary Society Fresident was given and received. The report of the Committee on Memoirs was received by the assembly standing reverently in silent prayer followed by singing "In The Sweet By and By". The Election of officers was declared the order of the day, and the following were elected. District Superintendent C. B. Colaw Assistant Superintendent J. F. Wilscn Treasurer G. H Jenewein Secretary Harold Monroe Advisory members of Countil - William Bchtoeman, Witltam Hattom, and J. H. Fortner. One member of the Educational and Examining Board - 0. R. Hofen President of the District Missionary Society - Mrs. P. E Brown The Educational and Examining Committee introduced Rev. Elson kirks to the conference and recommended that he be received as an Ordained Minister. He came to us with credentials from The Fire Baptised Holiness Church. Mrs. Kinks was also recommended as an Ordained Minister. They were received by the Conference. The Wa s and Means Committee reported: Resolutions # I and 2 carried # 3 arid 4 were amended and carried # 5 was referred to the council # 6 - 9 Carried The sitting was recessed by expiration of time to reconvene at 9:00 A. M. June 16. THtRD SITTtNG -- Tuesday morning June 16 at 9:00 E W. Lewis led the conference in singing 'Higher Ground." Prayer was led by Eldon Kirks The resolutions Committee reported: Resolutions #1 was amended and carried # 2 was amended and carried # 3 - 6 Carried # 7 Was amended and carried # S - 20 Carried The Education and Examining Committee reported and their recommendations were approved by the Conference. The report of the District Missionary Society Treasurer was read and received. A motion carried designating that the Committee to formulate Resolutions for the International Conference, be fhe District Council. The Conference adjorrned with a spirit of vision and optomism for the year ahead.

DISTRICT SUPERINTENDENT'S REPORT

General Superintendent Neff, brethern of the District Council, other officers, fellow ministers, delegates, and friends of the Second Annual Conference of the Cenfral District of the Pilgrim Holiness Church GREETINGS. How pleasant to have this opportunity for fellowship with some of the finest Pilgrims on earth. Many times I have traveled through Arkansas, Iowa, Missouri, and Oklahoma , the states which comprise our great new District. It has been a privilege to enjoy the hospitality of your homes. So often you have inconvenienced yourselves and your children to make a place for your District Superintendent. Your acts of kindness are deeply appreciated. Coming into fellowship with our fine laymen, one can but rejoice as we observe their spirit of devotion. How faithfully Ihey have labored through the years, how earnestly they have prayed, how liberally they have supported the work of the Lord. For all these evidences of the Christian Life we give thanks. We would remember our pastors too. The evidence of sacrifice in the parsonage is with us in many places. Yet these servants of the Lord count it a privilege to labor in this great vineyard, to see hungry souls seeking The Lord,to bring courage to the fearful and strength to the weak. Yes, there are many com- pensations for living in the parsonage that cannot be measured by the yard stick or entered in the bank book. We thank God for our dedicated pastors. Our hearts are heavy as we remember those who were among us last year who are now in heaven. However, we must remember they have exchanged their sword for a crown, and rejoice with them as they praise their Redeemer. We must not languish in sorrow, we must catch the torch from their fallen hands and hold it high that a sin benighted world will know that our Redeemer liveth, and that He can give rest from the weary load of sin. WE WILL CARRY ONt We have now completed the first year as the Central District. The eyes of the entire denomination were focused upon this venture. Many thought the problems of the merger were too great to surmount. Their fears were allayed as the problems failed to materialize. It has been a year of adjustment, but it has also been a year of victory. In some cases the church membership rolls have undergone some revision, resulting in fewer members being recorded. However, we find no reason to believe there are any fewer "flesh and blood" Pilgrims than there were last year. Fact is ,there must be more as I have met new folk in most of our churches with each visit,which prompts me to believe that many folk are now born again Pilgrims who last year were wandering in the paths of sin. To God be the Glory. Two churches have been closed. The Fairview, Okia. church had tour local members, three of whom were past eighty years of age. They felt they could not continue with the church. The property is for sale and the proceeds will be

-10- used to further the work in another piece. At Four Corners, Oklahoma, with a rural location, we held no property. The folk had mostly moved from the com- munity, end it was decided there was little use to continue. On the positive side, a new church has been opened at Bartlesville in co- operation with the Christian Service department of Central Pitgrim College. A very nice property was acquired in the west pert of Barttesville, completely across town from the First Church location. Rev. Bruce Chamberlain served as pastor for some time, then Rev. E. R. Snook came, and now Rev. Jim Adamson is serving as assistant pastor. Many victories have been won in this new venture , and we feel it will be ready to organize in a few months. So far this church has cost the district no money. We thank God for this victory. Several Pilgrim families from across the nation are locating in Tulsa, Oklahoma. A plan is being formulated 10 open a church in Tulsa soon. Central Pilgrim College is cooperating in this challenge. A church and parsonage are available, with personnelt prepared to go. tn this case financial assistance must be given by the district. We need your prayers and help. According to the information available as this report is prepared, the churcles have paid some seventy seven percent (77%) of the budget, with at least thirteen (13) churches paying in full. One church missed by less than ten dollars ($10.00) Some thirty percent (30%) more United Stewardship Fund was paid to the General Church than was paid by this area last year. The General Superintendent should give a little shout at this point. May God richly bless every one for their effort with the budgets Also according to available information, the ministers tithe was about eighty three percent (83%) paid. We thank you for this. All of us believe this can be paid one hundred percent (100%) next year. Much could be said about the work in the local churches, physical improve- ments, financial gains, spiritual victories, but this should be left for the pastors to include in the reports which they will read to this Conference. As we look to the future, we immediately face the Camp meetings. We hope everyone will share in the wonderful spiritual feltowship found at the Camps. Much planning has gone into the Youth Camp to be held at Springfield in conjunction with the Family Camp. Whether at Hopaton or at Springfield, everyone go to Camp meeting. The resolutions Committee has worked on a plan for a district wide Ministerial fellowship for the coming year. A time when the pastors and companions will meet for a time of fellowship and spiritual refreshing. It is hoped the con- ference will pass this resolution. Other important resolutions will be brought for your consideration. The Ways E Means Committee will br'ng us the proposed financial plan for the ensuing year. We trust it will be adopted. We are not asking this Conference to clutter up the Conference journal with meaningless trivia. After all, true progress will be found in revival. And revival will come as we depend more on God and less on the arm of flesh. We will organize, plan, and work as if success was dependent on these very things. Then plan as if everything depended on God. Our churches and our district will have growth commensurate with the extent to which our ministers in any position become Shepherds. Spirit filled Shepherds who will find a way to minister to the entire community, bringing wholeness, through Christ, to the total person. No program or plan can long succeed unless administered by a genuine Shepherd. There are so many who have cooperated to make this a profitable year. We can't name them all, but special thanks to Assistant Superintendent John Wilson, Treasurer G. H. Jenewein, Secretary Dale Kessler, Councilmen Bottenberg, Haltom and Schloeman. SUNDAY SCHOOL PROMOTIONAL SECRETARY'S REPORT

Rev. William,H. Neff, General Superintendent, Rev. Colaw and other members of the Central District Conference, Greetings. It is a pleasure to have a part in the accomplishments of our Sunday School for the past year. Most of the pastors have expressed feelings of growth in their churches, some of which, Will not show as yet in the yearly Sunday School average We wish to express our appreciation to those who have helped to publish the District Bulletins. I have traveled 1900 miles in the interest of Sunday Schools, 700 of which was at my own expense. The trip to the Western Regional Convention was very helpful to all that could attend. I believe that workshops are a necessary part of the future growth of all Sunday Schools. May I say in closing that we appreciate the reports that have come in. This has helped to make for good news, arid an informative bulletin. Finally, let me say that it has been a pleasure to serve God in the capacity of Promotional Secretary of Sunday Schools for the past year. May God bluss you in your work for bigger and better Sunday Schools.

To our chairmen, Dr. William H. Neff, General Superintendent, Rev.C. B. Colaw, District Superintendent and to the members of the Central District Conference Greetings. As we hear- our missionaries reports from the field, and also by the news we read in our World Missions' literature, we realize that we are living in a very needy world. Thousands have neither heard the name of Jesus, nor of his power to save from sin. We, as Missionary Society members, have the privilege of helping the missionaries, who are on the field, to carry the wonderful gospel message to the heathen. Our missionary societies have worked very faithfully during the past year. They have collected used clothing and Sunday School literature; made tayettes and awards and rolled bandages, all of which have been sent to various fields. At Christmas, the missionaries were remembered with gift boxes and cash gifts. The societies have sent native worker support, given money to help on the monthly missionary projects, the equipment fund and the District Missionary Society Expense Fund. We appreciate each society member's faithfulness in working, praying and giving for the cause of World Missions. As we begin our work for the coming year, let us strive to work harder, pray more and give all we can to help promote the work of our Missionary Department.

REPORT OF COMMITTEE ON MEMOIRS

Mr. Chairman and the second Annual Conference of The Central District. We treasure in our hearts the memory of those who have been summoned home this past year. They are as follows: Mrs. Alma Weed, member of the St. Louis Church, passed away February 18, 1964. She was a member of the church for many years, and is greatly missed by her family, friends and the church. Rev. R. M. Smelser of Glenwood, Iowa went to his reward July 29, 1963. He was a charter member of the Pacific Junction church and was a loyal member until his death, giving of his life and also his finances to the cause of Christ. Mrs. Anna Ferrell passed away in May 1964 at the rest home in Glenwood. She served the church as Sunday School teacher and youth worker. She is greatly missed. Our beloved Christian friend, Ada Belle McEwen passed away December 18, 1963. She was a member of the Enid Oklahoma church. She will long be remembered for her beautiful life of devotion to God.

-13- Our beloved member' end the church treasurer, Mrs. Iva Hall, of the Alva Pilgrim Church, was called from us to with Jesus last December. Her sweet Christian Character will always be cher sned by those who knew her. Miss Mets Hofen , sister of Hes . Orval Hofen, went to her heavenly home May 16, 964. She was a faithful member of the Alva church, active board member and Church Pianist, having helped in over 100 funerals as well as regular church services Mrs. Amanda Cook, age 79, was a member of the Pleasant View Pilgrim Church and passed away in October 1963. She was a precious saint who has gone to her reward. Mrs. Myrtle Williams, a member of the Eddyville, Iowa church, passed away in August 1963. She was a sincere christian, and died with faith in her Lord. Mrs. Sarah Clarke passed away in May of 1964. She was a faithful christian and member of the First Pilgrim Church of Kansas City.

RESOLUTIONS COMMITTEE REPORT

As adopted by The Conference

I. Be it resolved that our Conference Year close June 30th. Be it further resolved that all reports be completed and sent to the proper District Committees and all District Monies be sent to the District Treasurer by the fifth of July. Be it further resolved that the first quarter of this new Conference Year consist of four months. 2. Be it resolved that resolution # 2 be revoked by this Conference, and that it be replaced by the following: Be it resolved that there be an official District Camp Meeting held in the Springfield Area during the summer of 1965, and further, that the District conference shall immediately precede and be held in conjunction with the Camp Meeting. The dates and times are to be set by the District Council. 3. We recommend that each Pastor be permitted to conduct at least one two- Sunday revival each conference year away from his church. We further recommend that the pastor be given a two weeks vacation. The church will pay the eapense of a supply speaker and the pastorS salary in both cases. 4. Be it resolved that the District Council appoint all District Conference and District Camp meeting committees for the ensuing \ ear, immediately after the current District Conference, and further, that the District Secretary shall immediately notify all committee appointees by letter, and that their names be printed in the District Minutes.

-1 a- 5. The District Secretary shall issue credentials to those entitled to them, during the Conference. 6. We recommend that the Sunday School end Youth Zones now represented in the District be retained. 7. Be it resolved hat there be a District Wide Ministerial Fellowship, end that the District Council arrange for the program, end set the date. 8. Be it resolved that the full membership of the District shall covenant to daily hold up the hands of the District Leaders and Officers with prayer and supplication. 9, In accordance with the Manual, Section 54, Paragraph 1 , item 5, which reads as follows: "To report monthly to the local church board his (the pastors) activities related to the local church; his calls to members and non-members, at hospitals, sermons preached, etc.", Be it resolved that the District Council prepare a form to be used for this monthly report to the local church board, and that the pastor be asked to send a copy of the report to the District Superintendent each month. 10. Be it resolved that each church set a goal of 0% increase in net Church Membership this Conference Year. 1 1 . Be it resolved that each Sunday School strive for a 10% increase in net Sunday School Attendance this Conference Year. 12. Be it resolved that the District Council appoint a District CYC Director, and a District PELT Director, as requested by the General Board of our church. 13. In order to guard against any oversight in compiling the Annual Memorials of the deceased members; Be it resolved that each pastor or church secretary send the names of deceased members to the Chairman of the Com- mittee on Memoirs immediately following the close of each Conference Year. 14. Be it resolved that this year's (1964) Ordination Service, be scheduled for the Sunday Morning Service August 2 at the District Camp Meeting, instead of this District Conference. 1 5. Whereas the resolutions that are presented to the delegates assembled for Annual District Conference by the District Resolutions Committee and the District Ways and Means Committee have far reaching ramifications, and Ihe time does not always permit the delegates to think them through suffeciently, therefore creating unnecessary unintelligent voting many times, therefore. Be it resolved that: The Ways and Means and Resolutions Committees shall prepare prior to Conference and mimeograph copies, listing all resolutions with committee recom- mendations, and shall place said copies in the hands of all delegates no later than ten days before said District Conference. 16. Be it resolved that the Conference express it's appreciation to the Pastor and people of the Springfield Church, by a rising vote of thanks. 17. Be it resolved that a rising Vote of thanks be given our General Superintendent, Dr. Wm. H. Neff, for his words of encouragement, and the excellent manner in which he conducted oi.r Conference. 18. Be it resolved that we give our District Superintendent Brother Colaw and his wife, a rising vote of thanks for their untiring efforts this past year. 19. Be it resolved that we give Brother Lewis a rising vote of thanks for his excellent ministry in song during this Conference, and also to those who assisted at the piano and organ. 20. Be it resolved tf- t we give Brother Ray Snook a rising vote 01 thanks for the excellent manner in which he handled the publicity of this conference.

WAYS AND MEANS COMMtTTEE REPORT

As adopted by the Conference

Be it resolved that each church pay $2.00 for each assessable member per month. This $2.00 will be pro_rated as follows: United Stewardship Fund 34% Dentrel Pilgrim College 20% International Conference Expense 1% District Operational Fund 45% 100% The $2.00 per member is to be sent to the District Treasurer the first of each month. 2. Be it further resolved that each pastor of the conference pay tithe of their ministerial salary to the local church treasurer, who in turn will forward it to the District Treasurer the first of each month, and that the District Treasurer shell place this in The District Operational Fund.

-15- 3. Be it further resolved lhat the District Superintendent shall be paid a salary of $42000.00 per year. He shall be allowed mileage for District work at the rate of eight cents per mile for his car, or other actual travel expenses, and other expenses incidental to his office shall be paid. 4. Be it further resolved that the District Statistician shall receive $50.00 per year, the District Secretary shall receive $100.00 per year, and that the District Treasurer shall be paid $20.00 per month. 5. Be it resolved that the matter of printing the District Conference Minutes be referred to The District Countil. 6. We recommend that from the funds budgeted for Central Pilgrim College, an amount equal to $. 25 per year per assessable member, be allocated for Board of Trustees travel expense, and that an amount equal to $75 per 'year per assessable member, be allocated for District Scholarship Fund. Be it further resolved that the Scholarship fund shall be held by Central Pilgrim College to the Account of Central District until such time as the District Council shall grant such Scholarship. 7. We recommend that each church pay the assessment fees of their pastor and his wife, if they are members of the Ministerial Benefit Association. 8. We recommend that the District pay the assessment fees of the District Superintendent and his wife, if they are members of the Ministerial Benefit Association. 9. Whereas the delegates elected to the Annual District Conference represent The entire local church where they are members, and thereby duly serve the best interests of their local churches, therefore:. Be it resolved that: Each local church pay the traveling expense, lodging and meals of its delegates and pastor, while they are traveling to and from and in attending the Annual District Conference.
