Participation in the AIMS dissertation workshop in 2008 provided motivation to surmount the lengthy writing process. The Philanthropic Educational Organization (PEO) and the Andrew W. Mellon Foundation and American Council for Learned Societies provided writing fellowships that enabled me to complete the task. Conducting research in this politically complex region of the world required the cooperation of several nations. I gratefully acknowledge the Kingdom of Morocco, the Islamic Republic of Mauritania, the People’s Democratic Republic of Algeria, and the Polisario Front for permitting my research and kindly hosting me. By obtaining access to a wide range of areas in which Sahrawi communities reside, I gained a valuable comparative viewpoint of the current situation of local populations. My intention in this work is to convey the diverse voices and local points of view of research participants from the multiple areas where I worked from an anthropological perspective that seeks to avoid underpinning political bias to research objectives. In the field, I received institutional assistance from the Tangier American Legation Institute of Moroccan Studies, the Moroccan American Commission for Educational and Cultural Exchange in Rabat, and the Alagaaya Association for Solidarity and Social Development in Akka, Morocco. Several individuals provided mentorship, especially Drs. Abdellatif Bencherifa, Rahal Boubrik, Ahmed Chaib, Azzeddine Kharchafi, and Mustapha Naimi in Morocco and Boubakar Bah and Idriss Attih in Mauritania. Fellow researchers Alice Wilson at the University of Cambridge and Alice Corbet at the Ecole National des Hautes Etudes en Sciences Sociales contributed to my understanding of Sahrawi refugee communities through their intensive fieldwork experiences in Algeria and willingness to share them. 5 Throughout my fieldwork, I was very fortunate to live among people who truly value hospitality and extend it graciously.     SEPARATE OPINION OF JUDGE DE CASTRO [Translation] 1 have voted in favour of the Advisory Opinion because it states that there are no ties of sovereignty between the territory of Western Sahara and the Kingdom of Morocco and the Mauritanian entity, and that the principle of self-determination should be applied to the said territory, thereby giving a correct, clear and conclusive reply to the real questions put to the Court. On the other hand, 1 cannot go along with the Advisory Opinion either in its statement regarding the existence of other legal ties between the territory and the Kingdom of Morocco and the Mauritanian entity, nor in al1 its reasoning. In order to justify my vote, 1feel obliged to set out my separate opinion below. 1. Origins of the Case For the sake of clarity and to avoid repetitions, 1 think it as well to refer to the more important features of the background to the case before the Court. The ultimate origins of resolution 3292 (XXIX) of the United Nations General Assembly can be traced back to the determined activity of a most extraordinary personality, Si Allal El Fassi, to whom must be attributed Morocco's interest in the expansion of its frontiers. It would seem that, around 1956, Moroccans firmly believed that the Sherifian Kingdom did not extend beyond the Wad Dra'a. Government ministers were unaware even of the existence of the southern region of the Spanish Protectorate '. El Fassi, on the other hand, even before Morocco's independence, was advocating the reconstitution of Greater Morocco, by claiming, on the basis of Morocco's historic rights, Mauritania, Rio de Oro, the Sakiet El Hamra, part of Algeria - Tindouf and Colomb-Béchar- and part of Mali.

    Looters vs. Traitors: The Muqawama (“Resistance”) Narrative, and its Detractors, in Contemporary Mauritania Elemine Ould Mohamed Baba and Francisco Freire Abstract: Since 2012, when broadcasting licenses were granted to various private television and radio stations in Mauritania, the controversy around the Battle of Um Tounsi (and Mauritania’s colonial past more generally) has grown substantially. One of the results of this unprecedented level of media freedom has been the prop- agation of views defending the Mauritanian resistance (muqawama in Arabic) to French colonization. On the one hand, verbal and written accounts have emerged which paint certain groups and actors as French colonial power sympathizers. At the same time, various online publications have responded by seriously questioning the very existence of a structured resistance to colonization. This article, drawing pre- dominantly on local sources, highlights the importance of this controversy in study- ing the western Saharan region social model and its contemporary uses. There was a near fi ve-fold increase in clearance of CMR-contaminated area compared with 2016, although the programme was hampered by the suspension of mine action activities from March to September of that year. In 2018, UNMAS reaffi rmed that clearance of all remaining CMR contamination was expected to be completed by the end of 2019 (subject to the security situation and available resources remaining unchanged).1 RECOMMENDATIONS FOR ACTION > The Saharawi Arab Democratic Republic (SADR) should make a formal commitment to respect and implement the Convention on Cluster Munitions (CCM) and to clear all CMR east of the Berm as soon as possible. > All efforts should be taken to complete clearance of all CMR-contaminated areas in Western Sahara by the end of 2019. > Morocco is strongly encouraged to provide cluster strike data to other relevant stakeholders to facilitate survey and clearance of CMR.

    Writing Trans-Saharan History: Methods, Sources and Interpretations Across the African Divide GHISLAINE LYDON For ages, the Sahara has been portrayed as an ‘empty-quarter’ where only nomads on their spiteful camels dare to tread. Colonial ethnographic templates reinforced perceptions about the Sahara as a ‘natural’ boundary between the North and the rest of Africa, separating ‘White’ and ‘Black’ Africa and, by extension, ‘Arabs’ and ‘Berbers’ from ‘Africans’. Con- sequently, very few scholars have ventured into the Sahara despite the overwhelming historical evidence pointing to the interactions, interdependencies and shared histories of neighbouring African countries. By transcending the artificial ‘Saharan frontier’, it is easy to see that the Sahara has always been a hybrid space of cross-cultural interactions marked by continuous flows of peoples, ideas and goods. This paper discusses a methodological approach for writing Saharan history which seeks to transcend this artificial divide and is necessarily transnational. As a scholar of nineteenth and early twentieth century trans-Saharan history, I retrace the steps of trading families across several generations and markets. This research itinerary crisscrossed Saharan regions of Western Africa from Senegal, the Gambia and Mali, to the Islamic Republic of Mauritania and the Kingdom of Morocco, with stops in archi- val repositories in France. With specific reference to the art of writing African history, I discuss how my own path into the African past was shaped by ad hoc encounters with peoples, their memories and texts. But if the facts, perspectives and narratives that form the evidence I rely upon to reconstruct trans-Saharan history were collected on an accidental trajectory, the interpretation of this data followed a deliberate methodological approach.

Houser I returned only recently from a visit to the Western Sahara, the former colonial Spanish Sahara. I was there two weeks (May S- 20, 1979) under the auspice of POLISARIO, the liberation movement in the territory. This was the most recent of frequent trips to Africa covering 2S years. I consider the two weeks spent with POLISARIO among the most memorable trips I have had over all these years. It was adventure in a political context.
