Heritage Statement for 17/19 Sun Street, Waltham Abbey, Essex, EN9 1 ER Heritage Statement for 17/19 Sun Street, Waltham Abbey, Essex, EN9 1 ER No. 19 Sun Street No. 17 Sun Street Heritage Statement for 17/19 Sun Street, Waltham Abbey, Essex EN9 1ER Heritage Statement for 17/19 Sun Street, Waltham Abbey, Essex, EN9 1 ER Background This heritage statement is in support of planning application for the proposed subdivision of ground floor shop at 17/19 Sun Street, Waltham Abbey, Essex, EN9 1ER. The site is in conservation area and number 19 is a grade II listed building. Description of Building and Site The site lies between Sun Street and Quaker Lane, with access off of both. As can be seen on the 1870 map both buildings originally had undercroft access to their rear courtyards from sun street. These have since been incorporated into the buildings as the need for access was no longer required, by 1935 for number 17 and prior to 1968 for number 19. During the late 70's early 80's the Quaker Lane area of Waltham Abbey was redeveloped. This provided direct rear access to the properties along Sun Street on the south side. During the 80's approval was given for the rear two storey element at number 17 and the large single storey hipped roof store to the rear of number 19. Along with permission to convert the buildings into a single retail unit. Further to this in 2012 planning permission was granted to convert the upper floors into 3 flats, which included removal of the rear hipped element to provide a more traditional rear façade. Heritage Statement for 17/19 Sun Street, Waltham Abbey, Essex, EN9 1 ER Images of the front façade prior to 1980s conversion and subsequent modernisation. The grade II listing on number 19 is mostly concerned with the front facade and the main mid 19th century building at the front of the site. The listing details are included in the appendix for reference. The structure consists of two floors and a steeply pitched tiled roof with two box dormers looking out over Sun Street, with attic rooms. On the first floor there are two sash windows flush with the brickwork. Below this there is the original shop front which is a traditional timber design with slim pilasters and cornice detailing. The rear of building consists of a traditional stepped series of extensions, with an access courtyard between the Sun Inn and number 19. There is also a small ground floor flat roof extension providing additional shop floor area and access to the flats above. No. 17 is a two storey building with a low pitched roof. On the ground floor there is a modern shop front running the width of the building. On the first floor there are two ssh windows set slightly back from the brickwork. In the middle of the first floor there is a roof terrace with a link corridor connecting the front and rear two storey elements of the building. Planning permission was recently granted for a meter cupboard in the front façade along the boundary between 17 and 15 Sun Street. Preservation of Appearance The proposed works do not effect the rear of the properties, these will remain as existing. The majority of the front façade will remain as per the latest planning permission (for inserting of the meter cupboard) or as existing for the first and second floors. The proposed works only effect the ground floor shop front of number 19. Heritage Statement for 17/19 Sun Street, Waltham Abbey, Essex, EN9 1 ER Proposed Works As can be seen in the image above, a new shop door will be inserted within the existing shop front openings. Maintaining the proportions of the existing façade and minimising the impact of the proposal whilst converting the shop back into two shops as per the buildings original design. Surrounding Buildings The Sun Inn to the east of number 19 is also a grade II listed building, with the main building being prized for the overall aesthetic of the building, with it's front facade, window detailing, door surrounds and the side lean to extension. The listing details are included in the appendix. The Sun Inn is the end of the terrace on the south side of Sun Street. The rear of the building consists of a series of single storey outbuildings with pitched and flat roofs. The rear boundary wall is brickwork matching number 19. Number 15 is a two storey building with a steeper pitched roof than number 17, giving an overall larger appearance. The front facade is similar in design to number 17, with a modern shop front at ground floor level, with two sash windows at first floor and a parapet roof detail. The first floor is constructed from the same brickwork as number 17. The rear of the building is rendered, with a single storey flat roof extension that covers half of the remaining site area. The rear elevation is divided by a cat-slide roof over the stairs. Heritage Statement for 17/19 Sun Street, Waltham Abbey, Essex, EN9 1 ER Conclusion In conclusion, it is considered that as the proposed works,are mostly internal and the exterior works are minor, overall the effects on the listed building and conservation area are minimal.
