Introduction Singapore was the first country in the region to officially articulate an aim to attract medical tourists and promote the export of health services overseas. In 2003, the Healthcare Services Working Group (HSWG) of the Economic Review Committee recommended that Singapore attract one million foreign patients by 2012. To achieve this goal, the Singapore Tourism Board (STB), along with the Economic Development Board (EDB) and International Enterprise (IE) Singapore, launched SingaporeMedicine in 2003, a multi-agency initiative that aims to promote, develop and maintain Singapore as an international medical hub. However, in recent years, the push for medical tourism has been muted. Sectiononeof this paper summarizes the Singapore context for a past medical tourism hub policy, followed by an overview of the health system, with policy implications for the system should medical tourism become a major growth area. Revenue rose 110% to RM7.0 billion year-on-year (“YoY”) and EBITDA by 109% to RM1.4 billion YoY. The Group’s rapid growth in FY 2012 was underpinned by three key factors, namely, consistent growth across all existing operations; the consolidation of Acibadem Holding (“Acibadem”) from 24 January 2012; and the one-time sale of 216 medical suites at the new Mount Elizabeth Novena Hospital and Specialist Centre in Singapore (“Mount Elizabeth Novena”). Stripping out the sale of medical suites, we still registered solid growth of 73% and 69% respectively with regard to our full-year revenue and EBITDA. Excluding exceptional items, our profit after tax and minority interests (“PATMI”) for FY 2012 rose 56% to RM686.6 million on the back of the strong EBITDA growth.

The MOU also paves the way for clinical training opportunities and educational exchange programmes for doctors and healthcare professionals on both sides. Under the non-binding memorandum, MOHTL will refer its staff, Timor-Leste Members of Parliament and citizens of Timor-Leste for care and treatment in Singapore at PHSPL hospitals, which include Gleneagles, Mount Elizabeth (Orchard), Mount Elizabeth Novena and Parkway East hospitals. To this end, PHSPL will establish a Representative Office in Dili, Timor-Leste to facilitate an efficient patient management protocol. The Office will also serve as a single point of contact for better communications, information exchange and to support administrative and logistical arrangements. The MOU will also allow for greater exchange between healthcare professionals on both sides. As a key private healthcare provider in Malaysia, Parkway Pantai understands this well and is committed to ensure that medical assistance is made available to the people in Penang, Kedah and other areas affected by the flood. A team of 100 staff has been apportioned by Parkway Pantai to provide aftermath assistance to flood victims. The team consists of doctors, nurses and general staff from Parkway Pantai’s hospitals in the northern region – namely Gleneagles Penang, Pantai Hospital Penang and Pantai Hospital Sungai Petani – who are providing medical assistance and helping to clean homes affected by floodwaters. Medical assistance and help with cleaning Flood victims who are temporarily sheltered at the Bukit Mertajam district office have been attended by nurses and staff from the emergency department at Pantai Hospital Penang. Stroke patients and patients with minor injuries were assessed and provided with medical treatment by Parkway Pantai staff on the ground. In Sungai Petani, staff from Pantai Hospital Sungai Petani have been involved in cleaning up the houses of flood victims. The week-long effort will see more staff helping out in cleaning the houses of more than 100 families. The hospital will also work with the Sungai Petani Village Development and Security Committee to deploy any further aid required. Parkway Pantai is also working alongside Mercy Malaysia to ensure that the assistance provided is appropriate and coordinated.
