CHAPTER 3 Transforming the ASEAN Economic Community (AEC) into a Global Services Hub: Enhancing the Competitiveness of the Health Services Sector in Singapore KAI HONG PHUA Lee Kuan Yew School of Public Policy, National University of Singapore NICOLA S POCOCK Lee Kuan Yew School of Public Policy, National University of Singapore 1. Introduction Singapore was the first country in the region to officially articulate an aim to attract medical tourists and promote the export of health services overseas. In 2003, the Healthcare Services Working Group (HSWG) of the Economic Review Committee recommended that Singapore attract one million foreign patients by 2012. To achieve this goal, the Singapore Tourism Board (STB), along with the Economic Development Board (EDB) and International Enterprise (IE) Singapore, launched SingaporeMedicine in 2003, a multi-agency initiative that aims to promote, develop and maintain Singapore as an international medical hub. However, in recent years, the push for medical tourism has been muted. Sectiononeof this paper summarizes the Singapore context for a past medical tourism hub policy, followed by an overview of the health system, with policy implications for the system should medical tourism become a major growth area. Methodology is then described in section two, followed by the findings of the SWOT analysis conducted among stakeholders in the health services sector. 111 The objective of this paper is to: 1. Undertake a SWOT analysis for the health services sector in Singapore. 2. Undertake an analysis of policies/regulatory/institutional support for the health services sector in Singapore. 3. Develop a profiling of firms which are considered key players for the health services industry.

FOR IMMEDIATE RELEASE Kuala Lumpur/ Singapore, 20 November 2019 IHH Healthcare Invests In Genomic Medicine Company to Provide Cancer Patients Better Treatment Outcomes • Led minority investment in genomic medicine start-up Lucence • Offers patients clinically validated blood-based cancer screening and treatment monitoring solutions with a focus on cancers commonly found in Asia • Embraces value-based healthcare approach that aims to improve clinical outcomes through less invasive, more precise, and more affordable technology IHH Healthcare (“IHH” or the “Group”), a leading premium global healthcare provider, led a minority investment in Singapore-based genomic medicine company Lucence as part of a USD $20 million Series A. The investment is part of IHH’s collaboration with start-ups to deploy innovative and cutting-edge healthcare technology to enhance the patient experience, treatment and clinical outcomes across its network of 80 hospitals in 10 countries. Lucence uses liquid biopsy, a blood-based technology that is less invasive than tissue biopsies, to help clinicians discover a range of information about a tumour and aid in their treatment decisions through a simple blood sample. It focuses on Asia-prevalent cancers such as lung, breast, colorectal, pancreatic, nasopharyngeal and liver cancers. Dr Kelvin Loh, Chief Executive Officer (Designate) of IHH Healthcare, said, “Liquid biopsy is a game- changer in our endeavour to provide cancer patients with better, value-driven outcomes through precise treatment selections and more affordable care.

Our success is all the more satisfying given that this was our maiden year as a listed-entity. Managing Director Dr Lim Cheok Peng IHH Healthcare Berhad Annual Report 2012 49 IHH Healthcare Berhad MANAGING dIRECTOR’S REVIEW OF OPERATIONS Annual Report 2012 50 For the financial year ended 31 December 2012, the Group’s first full-year of results, we more than doubled our revenue as well as earnings before interest, tax, depreciation, amortisation, exchange differences and other non-operational items (“EBITDA”). Revenue rose 110% to RM7.0 billion year-on-year (“YoY”) and EBITDA by 109% to RM1.4 billion YoY. The Group’s rapid growth in FY 2012 was underpinned by three key factors, namely, consistent growth across all existing operations; the consolidation of Acibadem Holding (“Acibadem”) from 24 January 2012; and the one-time sale of 216 medical suites at the new Mount Elizabeth Novena Hospital and Specialist Centre in Singapore (“Mount Elizabeth Novena”). Stripping out the sale of medical suites, we still registered solid growth of 73% and 69% respectively with regard to our full-year revenue and EBITDA. Excluding exceptional items, our profit after tax and minority interests (“PATMI”) for FY 2012 rose 56% to RM686.6 million on the back of the strong EBITDA growth.
