P.023.07.21 – P.028.07.21 Present: Councillors, G Ibbotson (Chair), B Hesselgrave, G. Hesselgrave C. Jackets and D. White. Officers in Attendance: Tracy Dean (Deputy Clerk) Members of the Public in Attendance: 1 Member of the public. Apologies: Cllrs. Strudwick & Davis Declarations of Interest: None P.023.07.21 The Planning and Environment Committee Minutes of the meeting held on Wednesday 23rd June 2021 were approved and signed by the Committee Chair. P.024.07.21 Matters Arising from the previous Minutes: • P.017.06.21 The circular footpath on Stonehouse Farm had been inspected by ESCC for repair. • P.011.05.21 ESCC Highways are investigating the possibility of erecting a directional sign at the end of The Drive. P.025.07.21 The Committee commented on the Planning Applications received as follows: 7 Station Road, Hellingly, BN27 4EU WD/2021/1306/F Comments Due: 14-07-2021 – Full Proposed rear extension, oak framed porch and internal alterations. The Planning & Environment Committee Support this application as it is a logical extension to a small bungalow with minimal impact on neighbours. Upper Horselunges, Park Road, Hellingly, BN27 1PA WD/2021/1077/MAJ Comments Due: 16-07-2021 – Major Application - Full Residential development of 10 no. three bedroom houses. The Planning & Environment Committee SUPPORT this application in principle, the Committee STRONGLY recommends the following to be considered: • Reduction of the density of the site, the block of 4 dwelling reduced to 3 due to the extremely close proximity to Park Road. • Parking Spaces: More are requested for each dwelling (Wealden Local Plan 1998) • Severely cutting back the hedgerows and widening the road at the time of this construction taking place, the road at this location is extremely narrow and therefore dangerous. • Ask that the developers are required to erect boundary fences, particularly bordering the allotments. • Recommend the footpath is extended to link to A271 and be public adopted. Bowhill, The Drive, Hellingly, BN27 4EP WD/2021/1075/F Comments Due: 20-07-2021 – Full Erection of two bungalows, amendment to plots 3 & 4 of WD/2019/2305/F (Proposed Demolition of the creche/nursery and redevelopment of the site to erect 4 no. dwellings with associated facilities) The Planning & Environment Committee SUPPORT this application, however request that there are no further infringements or impact on the buffer to the Ancient Woodlands . 20 Hawthorn Way, Hellingly, BN27 4FQ WD/2021/1482/F Comments Due: 20-07-2021 – Full Proposed single storey extension. The Planning & Environment Committee SUPPORT this application. P.026.07.21 The Committee noted the Delegated Decisions from Wealden District Council’s Planning Committee South meeting held on 15th July 2021. P.027.07.21 The Committee noted the Wealden District Council’s Parish Planning Panel minutes held on 16th June 2021. P.028.07.21 Issues within the Parish Raised by Councillors: • Cllr. White requested that The Planning & Environment Committee comment of the East Sussex County Council (ESCC) A22 & A2209 Improvement Consultation which is due to end on 20th August 2021. This item will be added to the next Committee agenda for 28th July 2021. • Cllr. Ibbotson asked a question regarding a rumour about the possible relocation of Hailsham Bowls Club to Hellingly. Cllr White clarified that this proposal would be to the Knights Farm East site and not Horsebridge Recreation Ground. • Cllr. Jackets reported the land raise that is taking place on the re construction of New Road. • Cllr. White expressed concerns regarding the disruption being caused on Park Road at the Sussex Plant development site. The building had started before the access road had been built causing mud and stones on the roadway. There are no wheel washing facilities on site, however, a road sweeper has been washing the road, but not to a satisfactory standard. The Committee agreed to contact ESCC/Wealden District regarding this issue.
