1. Introduction

1.1. Overview of RKVY

Rashtriya Krishi Vikas Yojana (RKVY) is one of the important flagship programmes of Government of India in agriculture and allied activities sector. The scheme was introduced in the year 2007-08 to provide incentives to states for increasing expenditure in agriculture & allied sectors. The entire assistance is in the form of a grant to the state. The scheme provides the states and union territories with the autonomy to draw up plans based on local requirements in their districts and ensure increased public investment in agriculture and allied sectors. Ultimate aim is to significantly increase the productivity and eventually maximize the returns of farmers.

In Odisha, RKVY is under implementation since 2007-08. Nodal agency is RKVY cell functioning under Department of Agriculture. Different implementing agencies submit need based project proposals to RKVY cell, which are thoroughly scrutinized, evaluated at different levels, then approved and funds are released for implementation.

1.2. Brief background of the study

As like other development projects, RKVY cell also undertakes third party evaluation every year and for the year 2014-15, the assignment has been entrusted to NABARD Consultancy Services (NABCONS), a subsidiary of NABARD. A list of 20 sub projects implemented during 2014-15 has been allotted to NABCONS for evaluation. “Incentivising Cultivation of Hybrid Sunflower in PPP Endeavour” is one of the allotted 20 sub projects.

The evaluation exercise aims at studying the service delivery mechanisms, actual delivery and its effectiveness, utilisation and maintenance of assets, extent of adoption by farmers, constraints and issues, remedial measures etc, so that the intended objective under Rashtriya Krishi Vikas Yojana could be met effectively for the agricultural growth of the State.

2. Key Project features

Sunflower as an oilseed was introduced in India in 1969. During early seventies the coverage area was only 15 thousand hectares; which has reached 2.63 million hectares in 2012-13. The crop has gained importance over conventional oilseed crops like groundnut, mustard, seasmum etc during the last four and half decades.

Sunflower seed contains about 48 to 53 percent edible oil. The oil is considered premium compared to other vegetable oil as it is light yellow in colour, high level of linoleic acid and absence of linolenic acid, possesses good flavour and high smoke point. Sunflower oil is a rich source (64 percent) of linoleic acid which is good for heart patients. Linoleic acid helps in washing out cholesterol deposition in the coronary arteries of the heart. The oil is also used for manufacturing hydrogenated oil. Oil cake is rich in high quality protein (40 to 44 percent) and used as cattle and poultry feed. This crop is considered valuable from economic as well as ornamental purposes. Since it is a photo-insensitive crop, it can be grown throughout the year. It is also a short duration crop and can be incorporated in different type of cropping pattern.

In Odisha, sunflower is grown in about 26.32 thousand ha mainly in rabi season. It occupies 5th position with coverage of only 3.51% of total oilseed cropped area of the state. In rabi season, the crop is grown in almost all the districts of the state, higher coverage in Bolangir, Gajapati, Kalahandi and districts. The crop is also cultivated in kharif season in limted patches in districts namely , Kalahandi, , Nawarangpur, Mayurbhanj and Kondhamal.

Odisha is always a deficit state in oilseeds. In 2001-02, oilseed deficit was 13.08 lakh tonnes, which is 14.45 lakh tonnes in 2012- 13. The state produces only 33gm oilseed as against a requirement of 45 gms per adult head for a balanced diet. To meet this deficit, state government has taken up several initiatives to promote cultivation of different oilseed crops throughout the state. Hybrid sunflower is being given top priority because of the increased market demand of its oil in the present scenario. Programmes like RKVY has been converged to promote cultivation of hybrid sunflower in different parts of the state.

“Incentivising Cultivation of Hybrid Sunflower in PPP Endeavour” is one sub project taken up under RKVY in Odisha during 2014-15. Implementing agency is Directorate of Agriculture & Food Production including its field level offices. Total RKVY funding was Rs. 372.00 lakhs including provision of inputs, cash incentives to farmers, miscellaneous contingency and administrative expenses to be paid to NGOs/Pani Panchayat/GKM/Farmers Club involved in implementation of the programme.

In fact the total cost of cultivation considered for one ha hybrid sunflower crop is Rs. 13765/-, out of which Rs. 4000/- is scheme share and Rs. 9765/- is farmers share. The programme was planned to promote cultivation of 9300 ha hybrid sunflower in 12 Hud Hud affected districts of the state.

The objectives of this programme are area expansion of sunflower, replacement of varieties by introduction of notified hybrid sunflower varieties, to acquaint the farmer with good agricultural practices (GAP) so as to increase productivity and better return to the farmers and establishment of assured marketing network. The operational guidelines issued by Directorate for implementation of programme vide letter no. Hy-3/1180/Agril dated 10.12.14 had specified the following instructions.  Selection of demonstration patches: The programme will be taken up in clusters of at least 10 ha contiguous/continuous patch. The Project Director, ATMA is given responsibility of selecting clusters with the help of NGOs/Pani Panchayats/GKM/Farmers Clubs involved in implementation of the programme and departmental staff.

 Implementation through PPP Mode: The programme will be implemented involving seed companies, NGOs/Pani Panchayats/GKM/Farmers Clubs as well as departmental staff. Project Director, ATMA will select NGOs/Pani Panchayats/GKM/Farmers Clubs to be involved in implementation of the programme through transparent selection procedures. The selected seed companies will sell hybrid seeds to the selected farmers of cluster with the help of NGOs/Pani Panchayats/GKM/Farmers Clubs.  Role of Departmental Officials: Project Director, ATMA will look after overall implementation of the programme in their district. One officer will be nominated as nodal officer for each cluster. The nodal officer along with field staff will work in close association with seed companies and NGOs/Pani Panchayats/GKM/Farmers Clubs for successful implementation of the programme. The Project Director, ATMA will arrange to supply inputs through OAIC as per the cost norms. Departmental officials will ensure proper documentation of the programme with the help of professionals.  Role of NGOs/Pani Panchayats/GKM/Farmers Clubs: These agencies with the help of departmental staffs will take up massive awareness campaign in selected clusters and assist in implementation of programme. One flexi board depicting project details will be installed in each cluster. The agencies will be paid a remuneration of Rs. 250/- per ha of demonstration; Rs. 125/- after submission of final beneficiary list and Rs. 125/- after submission of crop cutting results.  Role of seed companies: Seed companies selling hybrid seeds will take up field days in selected clusters; one field day for 2 to 3 clusters during harvesting time involving both beneficiary and non beneficiary farmers in a central location. Field days will be conducted with the help of departmental staff. The seed companies will facilitate marketing of the produce, not below the MSP.  Inputs, Incentives to farmers: Beneficiary farmers will be supplied the following inputs and cash Incentive @ Rs. 1250/- per ha. The beneficiary farmer who has purchased hybrid seed from the seed company empanelled for the cluster and has successfully raised the crop will be supplied with these benefits.

The incentives will be paid in cheque soon after sowing of crop, latest by 1st week of February 2015. . Fertlizer in limited quantity, limiting to Rs. 900/ha . Micronutrient – 10kg/ha . Biofertlizer – 3.5 kg/ha . Pesticide – Need based limiting to Rs. 500/ha

3. Methodology of Evaluation The evaluation study is based on primary and secondary data collected adopting scientific methods and appropriate research tools. Secondary data was collected from implementing agency and its district level Project Director, ATMA offices. Primary data was collected from sample beneficiary farmers using structured questionnaire. A total 320 randomly selected sample beneficiary farmers were surveyed in 39 villages of 21 blocks of 11 districts (Table 1). Detailed abstract and list of sample beneficiaries are presented in Annexure I & II.

4. Findings of the study 4.1. Project target vis-à-vis achievement In 2014-15, target was 9,300 ha covering 12 districts. Out of 9,300ha target, achievement is 4776.500 ha (51.36%) in 11 districts. district has failed to conduct the programme. A total 7,897 farmers have been benefited in 1681 villages of 87 blocks in 11 districts.

4.2. Service Delivery Mechanism

Selection of Cluster/Beneficiaries: Discussions with implementing officials reveals that while selecting clusters importance was given to irrigation belts in the district. Within selected belts priority was given areas where farmers are using non hybrid varieties and have not adopted hybrid sunflower cultivation prior to the programme. After selection of clusters, farmers were motivated to take up hybrid sunflower under the programme. The study team also observed smilar facts, but observed failure in implementing programme in contiguous patches of 10ha. Reason being unwillingness of some resource poor farmers to purchase the hybrid seed at a cost of Rs. 300/kg initially from own sources. The same reason was also cited by implementing officials regarding poor achievement of target.

Group Discussions with sample beneficiaries in all the 11 districts reveals that VAWs and AAOs contacted them prior to cropping season and motivated to grow hybrid sunflower. In some of the locations village meetings were conducted to explain programme benefits, rate of incentives and willing farmers were listed out. Then the farmers were called to Block offices to purchase seed from seed companies. Even though village meetings have been conducted at some locations in some of the districts, the implementing officials have failed to document it.

Seed Companies engaged for promotion of the intervention: Seed companies were selected by Directorate of Agriculture and district wise allotment of area was communicated to DDAs.

Engagement of NGOs/Pani Panchayats: Though there was provision for engagement of NGOs/Pani Panchayats/GKM/Farmers Clubs with payment of remuneration for successful implementation of the programme, out of 11 districts, only in 4 districts namely Gajapati, , and NGO were engaged. In none of the district, Pani Panchayat or Farmers Club or Gramya Krushak Manch (GKM) was engaged. This may be one of the reason for poor achievement of target under the programme.

Mechanism to safeguard interest of farmers: Now day’s failure of seed in delivering specified germination %, resistance against insect/pest and productivity is a common feature and farmers are incurring heavy losses because of fraudulent activity by private sector seed companies. As like Hybrid Maize programme, this programme should have provision for signing of a MoU/Agreement between Seed Companies and Implementing Agencies. But there is no such provision in the guideline issued by Directorate for this programme.

Activities of NGOs in Awareness creation: Since this is a PPP mode project, NGOs were entrusted with awareness creation and publicity of the programme. As discussed above, out of 11 districts, NGOs have been engaged only in four districts. In rest 7 districts due to absence of NGO, awareness meetings/camps have not been conducted. In four districts where NGOs have been engaged, the implementing officials and NGO officials claim that awareness meetings have been conducted in all the panchayats. The versions of sample farmers also corroborate that NGOs had conducted awareness meetings in selected clusters. But, no proper record is maintained on date and place of such awareness meetings, campaigns by implementing officials.

Field Days by Seed Companies: Similarly, seed companies were entrusted to conduct “Field Days” in programme clusters involving both participating and non participating farmers. But, both primary data collected from sample farmers and secondary data collected from implementing agencies reveals that such field days have not been conducted by seed companies. The implementing officials also failed to ensure conduct of such activity from seed companies.

Market linkage by Seed Company: Since this is a PPP mode project, seed companies who have sold seed to farmers were entrusted with job of providing market linkage to the sunflower produce of the farmers. But in all the programme districts, primary data reveals that such market linkage has not been provided by seed companies.

Release of incentives, Distribution of inputs to the farmers: In this project, an attempt was made by Government for “Direct Benefit Transfer” of incentive @ Rs. 1250/ha to farmers in account

payee cheques/RTGS mode. Guideline specified 1st week of February 2015 as the deadline for disbursement of incentives, so as to enable farmers to purchase additional inputs and apply in crop field in time.

Almost all the sample farmers complained before study team that incentives have been released much late, even after harvest of crop. Because of delay in release of incentives input application and ultimately productivity was affected. Data collected from PD, ATMA offices also corroborates with versions of farmers that incentives have been released much late. (Table 4)

Similarly, inputs like fertilizer, micronutrients and biofertilizers were supplied to farmers much late. The sample farmers revealed that inputs were supplied to them after harvest of the crop. Some of the farmers also showed the unused inputs to study team during August 2015.

Engagement of Manpower/Nodal Officers: During 2014-15, hybrid sunflower programme was implemented in 21 blocks of 11 districts. Concerned block level AAOs were appointed as Nodal Officers and entrusted with responsibility of smooth implementation of the programme in their area of operation. NGOs have been engaged only in four districts in implementation of this programme. AAOs with the help of VAWs and Krushak Sathis have implemented the programme in the farmers’ field.

Forward Backward linkages: Since this is a PPP mode project, NGOs, are supposed to provide extension and other services to farmers with the help of Krushak Sathis, VAWs and AAOs of implementing agency. Regular contact with the farmers during cropping season is essential to ensure forward backward linkage for successful implementation of the programme. But group discussions conducted by the study team with farmers in sample villages revealed that officials of NGOs have never visited their crop field during crop season. Farmers had last seen them during sale of seed at block office. This is a scenario in almost all the districts.

As per the version of farmers recorded during group discussion, VAWs and AAOs occassionally visit the crop field. Some more visits of AAOs & VAWs are required mainly during sowing, crop growth and pest attack to advice on dose and method of sowing, application of fertilizers and pesticides. Performance of seed companies in PPP mode projects need to be monitored regularly by implementing agencies.

4.3. Impact of the project

Incremental Productivity: It was revealed from the study that out of 320 sample farmers, 257 (80.31%) farmers had previous experience of sunflower cultivation and only 63 (19.69%) farmers have cultivated sunflower for the first time under the programme.

Keeping this in view, an attempt was made by the study team to collect data from previous sunflower growers on incremental productivity recorded by growing hybrid varieties over non hybrid varieties. The analysed primary data is presented in graphical form below.

Average productivity is more in case of previous sunflower growers than new growers. Incremental productivity recorded by growing hybdrid variety is only 6.31%. This incremental yield could have been much more had there been adequate application of nutrients, better management practices etc. It may be mentioned here that hybrid sunflower varieties like NSFH-145, SRESTHA-36, Swathy, Dhanya-3389, Sunlite which were supplied in the programme during 2014-15 have seed yield potential in the range of 15 to 20q/ha. This has not been achieved by the sample farmers covered under the programme.

Inadequate input use: Sunflower is an exhaustive crop and responds well to manures and fertilizers. Scientific studies of ICAR 15

have reported that a crop of sunflower yielding 1.4 tons seed/ha removes 175kg N, 65 kg P2O5 and 225kg K2O from soil. In Odisha condition, a dose of 80:60:40::N:P:K is recommended for hybrid varieties grown under irrigated condition. In addition 10 to 12 tons of FYM or compost is required for one ha crop in poorly fertile soils. This nutrient requirement is also to be backed by adequate need based micronutrients, seed treatment chemicals.

Analysis of primary data collected from sample farmers reveals failure of farmers to apply Recommended Dose (RD) of fertilizer. In case of previous sunflower growers about 61% sample farmers have applied less than 50% of recommended dose of fertilizer to the hybrid sunflower crop taken up under the programme. Scenario is worse in case of new sunflower growers; where about 77% sample farmers have applied less than 50% of recommended dose of fertilizer.

Similar is the situation with regard to application of FYM, seed treatment, bio fertilizer, pesticides in the crop field. Farmers having previous experience of sunflower cultivation reported better than new growers. Farmers during group discussion revealed that since inputs like fertilizer, bio fertilizer and micronutrients were supplied late and the incentives were also paid late; they could not apply inputs to the crop. To some extent this justification is correct. But, farmers need to be proactive in arranging inputs from some other sources and apply to crop in time, because in subsequent years they have to arrange inputs on their own for sunflower cultivation.

Further, sunflower seeds exhibit seed dormancy and seeds need to be soaked for 6 hours and then dried in shade before sowing in field. This treatment gives germination to the extent of 85% or more. The study reveals that only 67.70% sample farmers having previous experience of sunflower cultivation and 49.21% new growers have adopted this practice. On enquiry, the defaulting farmers expressed ignorance of such a practice in sunflower cultivation. This needs attention of programme implementing officials.

Return to the farmers: The primary data collected from 320 sample farmers reveals that not a single sample farmer has sold his produce to NAFED during 2014-15. It may be mentioned here that NAFED is the nodal agency of the Government of India for procuring sunflower in different states under the Price support scheme (PSS). The concerned State Co-operative Marketing Federations are the procuring agents for NAFED. The farmers are of the view that neither NAFED nor its agent made any arrangement to procure produce from them.

As per the opinion of sample farmers, in the absence of NAFED the local traders offered them only Rs. 18 to 20/kg, which was not acceptable to many farmers. Hence, majority of the farmers have used the produce for own consumption. The data collected from sample farmers also reveals that only 7.44% of the total produce of 320 sample farmers has been disposed off through sale to local 17

traders. Balance 92.56% have been used for oil extraction in local expellers and used in home.

Regarding net monetary return accrued to sample farmers is Rs. 12,654/ha in case of farmers who have previous experience of growing sunflower and only Rs. 10,720/ha in case of new growers. Difference in net monetary return is due to difference in yield received by both categories of farmers. It may be mentioned here that while calculating net monetary return, family labour engaged in cultivation has not been taken in to account and average rate of considered for produce is Rs. 20/kg.

4.4. Perceptions of farmers

Key perceptions of farmers recorded during field survey are delay in supply of inputs, release of incentives, lack of forward backward linkage, lack of technical knowhow, post harvest handling, absence of remunerative market etc. These issues have been discussed in preceeding paragraphs except lack of technical knowhow, post harvest handling, which is presented in paragraph below.

Lack of technical knows how: Unlike other oilseed crops, sunflower cultivation requires some additional practices/skills like pre sowing soaking of seeds, harvesting at physiological maturity, provision for pollination etc., so as to ensure optimum yield. Discussion of study team with farmers’ reveals that majority of the sample farmers, mainly new growers lack adequate technical know how on these cultivation practices/skill.

As discussed earlier, about 30 to 50% sample farmers are unaware of pre soaking of seeds before sowing to remove seed dormancy in sunflower crop. This pre soaking is essential to ensure more than 85% germination. Similarly, keeping beehives in the crop field or in the vicinity is necessary, because sunflower is self-incompatible and depends on insects, mainly bees for pollination and seed-set. The farmer must ensure that adequate pollinators are present in field for pollen movement and seed-set. Lack of adequate pollinators results in ‘chaffy’ and partially filled seeds, causing reduced yield. The study reveals that as high as 43% of sample farmers among previous growers and only 66% among new growers are unaware of such a fact.

In sunflower, post-harvest loss is much more because of failure of farmers, mainly new growers to harvest flowers at appropriate time. In fact, sunflower should be harvested when the plant attains physiological maturity i.e. when the back of the head turns from green to lemon yellow colour and the bottom leaves starts drying and withering. This is called physiological maturity and at this stage the seed attains maximum weight and oil concentration and harvesting at this stage results in highest seed and oil yield. The study reveals that 31% of sample farmers among previous growers and 70% among new growers are unaware of such a fact. The above discussions on lack of adequate technical know how justifies the need for adequate training of farmers including conduct of field days at regular intervals by implementing agency.

Post harvest handling: One of the major complains of sample farmers is lack of mechanical threshers to separate seed from flower. In the absence of such threshers, farmers are manually carrying out the exercise, which is very costly and time consuming. It may be mentioned here that many models of sunflower threshers are available in India, mostly used in states like Karnataka, Andhra Pradesh, Maharashtra, Bihar etc. Though many of such threshers are for large scale commercial cultivation, but models like Phule Sunflower Thresher designed by Central Institute of Agricultural Engineering (CIAE), Bhopal are small, handy and will suit to small and marginal farmers of our state.

Manual Threshing to remove seed from harvested flowers

Preference for Public sector Hybrids: Similarly, another important perception of farmers is preference for low cost seed as private sector hybrid seeds purchased by them in the programme costs them Rs. 300/kg. Hence, it is suggested that attempt may be made by implementing agency to arrange for supply of public sector hybrids which will be less costly than seeds of private companies.

5. Conclusion

While summarising the above findings of the study and perception of the farmers it was observed that the project faced some problems at execution level due to lack of budget provision for publicity and awareness, training of beneficiary farmers and forward-backward linkage. Delay in supply of inputs and incentives affected adequate input use and ultimately desired productivity. Gross inadequacy of field staff also resulted in poor forward backward linkage and monitoring of the scheme at beneficiary level. Directorate of Agriculture need to take immediate steps to remove all these bottlenecks for better implementation of the scheme.

Regarding implementation of projects on PPP mode, the performance of seed companies is not satisfactory. It was observed that seed companies are interested mainly to sell the seed; hardly any attempt has been made to provide hand holding support to the farmers.

The perception of the farmers from different pockets of the state described above also justifies the need for development of mechanisation for threshing of sunflower and market linkage matching with requirement of farmers. Public sector hybrids need

to be promoted as seed cost is much less than hybrids of private sector multinational companies.

There is also need for some proactive steps to introduce post harvest handling like better grading, packaging, value addition for better return to the farmers. Directorate also need to play a facilitating role in making available low cost seed and dissemination of technical knowhow. Such an approach will help in better implementation of the scheme and ensure sustainability of the intervention.
