Oral Health Directorate East Dunbartonshire HSCP Offices Stobhill Hospital 300 Balgrayhill Road Glasgow G21 3UR Date: 30 October 2020 Dear Patient The Minister for Public Health, Sport and Wellbeing confirmed that, from 1 November 2020, your dental practice will again be able to start to provide the normal range of NHS dental treatments. Following this, the Chief Dental Officer wrote directly to NHS dentists. In his letter he stated that "You should be assured that I fully recognise the position that a return to pre-COVID levels of patient volume will not be achievable under the current health protection measures. I am aware that it will still be necessary for you to prioritise appointments for patients requiring urgent dental care, those at greatest risk of oral disease and the backlog of patients from during the ‘lockdown’. This is not business as usual" Please remember that we are all still in the midst of a pandemic. The over-arching priority for your dental team will continue to be the safety of their patients and staff as well as the public in general. By maintaining the highest standards of health and safety and infection control we can reduce the risk of COVID-19. The current health protection measures require your dental practice team to await settling of the fine mist produced during some dental treatments to avoid spread of the virus. This amounts to at least 20 minutes (and often more) after those procedures that the surgery is inaccessible. This means that the normal throughput of patients in your dental practice will be severely restricted. Over the next few weeks, your dentist will need to prioritise those patients that need access to dental services and this may mean unfortunately a further wait for some patients until more “routine” appointments can be offered. Routine checkups may be some way off for some practices still unfortunately. This is not business as usual for dentistry and will not be for some time to come. Please be assured myself and your dentist have the same singular aim to provide you with the best level of dental service in the safest way possible and thank you for your patience as we negotiate the next stage of this public health emergency. Mental Welfare Commission for Scotland Report on unannounced visit to: Stobhill Hospital, Isla Ward 133 Balornock Road, Glasgow, G21 3UW Date of visit: 4 August 2016 SVchanges Where we visited Isla ward is a 20-bed mixed-sex ward providing assessment and treatment for older adults with a functional mental illness. We last visited this service on 9 December 2014 as part of a national themed visit. As such we did not make specific recommendations, but did make comment in our feedback letter on: • Difficulties in providing activities on a consistent basis • The generic nature of care plans, particularly in relation to mental health care and the quality of evaluations On the day of this visit we wanted to follow up on these issues and also look at the use of the Mental Health (Care and Treatment) (Scotland) Act 2003 (the 2003 Act). This is because of our statutory role. Who we met with We met with and reviewed the care and treatment of 11 patients. We spoke with the senior charge nurse. Commission visitors Mary Hattie, Nursing Officer Alison Goodwin, Social Work Officer Kathleen Taylor, Engagement and Participation Officer (Carer) What people told us and what we found Care, treatment, support and participation Multidisciplinary input The ward is served by four consultants. Out-of-hours medical cover is provided by the on-call duty doctor. There is dedicated occupational therapy and pharmacy provision. Physiotherapy, psychology, speech and language therapy, dietetics and podiatry are all available on referral. Care plans The level of detail and personalisation of care plans varied, with a small number having a good level of detail and person-centred information and others having very little personalisation and not covering all of the patients care needs.

Mental Welfare Commission for Scotland Report on unannounced visit to: Tate Ward, Gartnavel Royal Hospital, 1055 Great Western Road, Glasgow G12 0XH Date of visit: 10 July 2018 Where we visited Tate Ward is a 20-bedded, mixed-sex adult acute mental health ward in Gartnavel Royal Hospital. In March of this year Broadford Ward, formerly located in Mackinnon House, Stobhill Hospital, moved into this refurbished ward. We last visited this service on 4 July 2017 and made recommendations about the lack of evening and weekend activities and the physical environment. On the day of this visit, we wanted to follow up on the previous recommendations and look at care planning and patients’ involvement in their care. Who we met with We met with and/or reviewed the care and treatment of eight patients. We were unable to meet with family members or carers at this unannounced visit. We spoke with the senior charge nurse (SCN) and other members of the clinical team. Commission visitors Mary Leroy, Nursing Officer and visit coordinator Mary Hattie, Nursing Officer Ritchie Scott, Medical Officer What people told us and what we found Care, treatment, support and participation On the day of our visit we were able to meet with eight patients. They told us that staff were supportive and approachable. One of the patients spoke of the benefits of having access to psychology. We discussed with the SCN recent changes regarding an increase in psychology input to the ward. The psychologist receives referrals through the multidisciplinary team (MDT) meeting. This input will be of benefit to the patients who present with complex care needs.

This would result in the transfer of inpatient services from Lightburn Hospital to Glasgow Royal Infirmary and Stobhill Hospital, and to local care home and community facilities in North East Glasgow. It is also proposed that the day hospital would transfer from Lightburn Hospital to form a combined service at Stobhill Hospital and outpatient clinics would move to Glasgow Royal Infirmary or Stobhill Hospital. We are advised that a number of local locations have been scoped for the Parkinson’s Support Group meeting and have been offered to patients and the group for consideration. Lightburn Hospital would close as a consequence of these proposed changes. NHS Greater Glasgow and Clyde consulted on proposed change to services at Lightburn Hospital in 2010. At the time, the proposal (to transfer inpatient services to Stobhill Hospital) was considered a major service change. The proposal was not approved by the Cabinet Secretary for Health and Wellbeing, who also gave recommendations for moving forward. We understand that the current proposal is different to that consulted on in 2010, but still entails the closure of Lightburn Hospital.

In Stobhill Hospital, Glasgow, the waiting time for an out-patient appointment was 182 days in 1995, with only 20% of the referrals requiring surgery. The aim of this paper was to reduce the out-patient waiting times based on a co-ordinated team approach. METHODS An outpatient musculo-skeletal service was developed over a 7-year period at Stobhill Hospital. The traditional con- sultant-based model, in which the consultant and a trainee saw all new patients referred to the hospital, was gradually replaced with a team approach, based on continuous reconfiguration of the roles of the orthopaedic surgeon and rheumatolo- gist and extending the roles of nurses, physiotherapists and podiatrists. This was achieved by: (i) protocol-based daily triage for all referrals to the most appropriate health professional in the team, by the senior out-patient nursing staff; (ii) allocation of appointments based on clinical priority, with a fast-track for urgent cases; and (iii) improvement of inter-disciplinary communi- cation, facilitating the retraction as well as the extension of traditional roles. RESULTS Despite the number of GP referrals to the orthopaedic out-patient department at Stobhill nearly doubling in a period of 5 years, the out-patient waiting time decreased by about 50% (90 days from 182 days).
