Fourth Semi -Annual Environmental Safeguards Implementation Report of the Karnataka State Highways Improvement Project with financial Assistance from the Asian Development Bank- Report for the Period upto Dec-2014 (updated up to April 30th 2015) Loan ID: 2705 IND Introduction: The Karnataka Public Works Department (KPWD) through the Government of India has received financial assistance from the Asian Development Bank (ADB) for Capacity Building of Karnataka Road Sector. Under this assistance, the KPWD through its wing ‘Karnataka State Highways Improvement Project’ (KSHIP) has taken up upgradation for 615 kms of existing State Highways (SH) in the State of Karnataka. The Upgradation works include strengthening and widening of the existing State Highways (SH) from single/intermittent lane to Two Lane Carriage Way with paved/un-paved Shoulder. The project falls under the categroy ‘B’ as per the ADB Safeguard Policy Statement 2009 (SPS 2009). Accordingly, Initial Environmental Examination Reports (IEER) including Environmental Management Plan (EMP) were prepared for each sub- project road and approval of the ADB has been received. The IEERs & EMPs have been uploaded in KSHIP web site. Status of Upgradation Work The upgradation work is being carried through civil contract service. It is envisaged to implement the project in Nine Road contracts and Four Rail Over Bridges (ROBs) .All the nine road packages were awarded in January 2012. The ROBs are awarded in Dec 2013/Sept2014. Three contracts (AEP3, AEP6 and AEP9) were subsequently terminated in July/Oct 2014 owing to poor progress and fresh tenders invited by splitting into seven sub- packages (AEP3A &AEP3B, AEP6A & AEP6B and AEP9A, AEP9B & AEP 9C). Works In the remaining six road contracts works in AEP2 and AEP 4 & AEP8 are almost complete and in progress in three packages viz AEP1, AEP5 and AEP 7. Contractors in all four RoBs have been mobilised and work is under progress and in various stages. The Road and RoB contracts are being supervised by M/s. SMEC International Pvt ltd Australia. Work 42.21 Kamatgi n. not 4 commenced Status of EMP Implementation The KSHIP has obtained requisite prior environmental clearance in Nov. 2008, Oct.2009 and Jan.2011 from State Environmental Impact Assessment 4 Authority and consent for establishment in july 2008 and Jan 2010 from the Karnataka State Pollution Control Board for the sub project roads. The details are given in Annex ure1. Contractors of Road package and ROB have obtained all requisite permissions from District Commissioner and KSPCB and Dept of Mines and Geology for quarrying and establishing Crusher, Hot Mix Batching plant WMM plant Ready Mix Concrete Batching Plant, DG sets Initially due to ban on crushing operations in the state owing to a writ pertition case pending in the court of law there was some delay in obtaining these licenses. However, the matter is settled in the court of law and almost all permissions are in place. The Hyderabad Karnataka region is situated in the North-Eastern part of Karnataka and bonded with Maharashtra on the North and Andhra Pradesh on the East and South. The climate of the Hyderabad Karnataka region comprised with dryness for the major part of the year and has very hot summer and scanty rain fall.
