Reproduction Conditions 2019 Series (In English) Reproduction conditions of the Centrale Bank van Aruba for the 2019 series Aruban florin banknotes 1. Introduction The copyright of the 2019 series Aruban florin banknotes rests with the Centrale Bank van Aruba (CBA). This means that the CBA can oppose the portrayal of the 2019 series Aruban florin banknotes for infringement of its copyright. The CBA shall not oppose every portrayal of the 2019 series Aruban florin banknotes, but only those portrayals which are contrary to the reproduction conditions of the CBA for the 2019 series Aruban florin banknotes (hereafter referred to as Reproduction conditions). 2. Purpose The Reproduction conditions intend to prevent that portrayals of the 2019 series Aruban florin banknotes are seen as original banknotes and to assure the public that the authentic 2019 series Aruban florin banknotes can be distinguished from reproductions and that a portrayal cannot be changed or be confused with an original banknote. Portrayals of the 2019 series Aruban florin banknotes are allowed provided that they meet the Reproduction conditions mentioned in paragraph 5. 3. Sanctions The CBA shall, based on its copyright, act against portrayals that do not comply with the Reproduction conditions. 4. General information These Reproduction conditions are without prejudice to the possibility to bring criminal charges in connection with the copyright pursuant to article 26 et seq. of the Copyrights Act. Furthermore, the CBA refers to the prohibition to copy or counterfeit Aruban florin banknotes and to keep a stock of these copied or counterfeit banknotes or to issue them as if they were authentic, which is punishable pursuant to article 2:169 et seq. and article 3:30 of the Penal Code of Aruba. The CBA reserves the right to change or revoke the Reproduction conditions at all times. 5. Conditions Article 1 Denominations and specifications The 2019 series Aruban florin banknotes consists of 5 denominations that range from Afl. 10 to Afl. 200, containing portrayals of endangered flora and fauna commonly found in Aruba, combined with cultural and historical motifs originating from the Pre-ceramic period, as well as monuments, with the below mentioned basic specifications and all with a size of 148 millimeters x 74 millimeters. By reproduction is meant any tangible or intangible image that covers all or part of the 2019 series Aruban florin banknote described in article 1, or uses parts of the distinct design elements, such as for example the color, size, and the use of letters or symbols, and which image is similar to the 2019 series Aruban florin banknote or in general gives the impression that it is an 2019 series Aruban florin banknote, regardless of: a) the size of the image. b) the materials or techniques used for the production thereof. c) or whether or not elements or illustrations have been added to the image which are not derived from banknotes. d) or whether or not the design of the 2019 series Aruban florin banknote, for example letters or symbols, are modified. 2. The reproduction of an 2019 series Aruban florin banknote is allowed if the following conditions are met: a) The reproduction contains only on one side a portrayal of an 2019 series Aruban florin banknote, as described in article 1, provided that the size is at least 185.0 millimeters x 92.5 millimeters, or at the most 111.0 millimeters x 55.5 millimeters. b) The reproduction contains on both sides a portrayal of an 2019 series Aruban florin banknote, as described in article 1, provided that the size is at least 296.0 millimeters x 148.0 millimeters, or at the most 74.0 millimeters x 37.0 millimeters. c) The reproduction contains on one side a portrayal of part of the front side or reverse side of the original 2019 series Aruban florin banknote, which size is at the most 50 percent of the surface, as described in article 1. d) Reproductions are made of materials that clearly and directly deviate from paper of paper-like materials and that looks and feels clearly different from the material used to make banknotes. e) Intangible reproductions which are available electronically on websites, wired or wireless, or otherwise accessible to the public, who can get access to these intangible reproductions on an individually chosen place and time, with the understanding that: - The word SPECIMEN is printed diagonally in a clearly legible font on the reproduction. The length of the word SPECIMEN is at least 75 percent of the length of the reproduction and the height of the word SPECIMEN is at least 15 percent of the width of the reproduction. The color is not transparent (opaque) and contrasts with the main color of the corresponding Aruban florin banknote, as described in article 1. - The resolution of the electronic reproduction is not more than 72 dpi in the original size. 3. The Reproduction conditions regarding the 2019 series Aruban florin banknotes also apply to the 2019 series Aruban florin banknotes which have been taken out of circulation or are no longer considered as legal tender by virtue of a state ordinance. Portrayals of the 2019 series Aruban florin banknotes are allowed, provided that they comply with the rules contained in these conditions. It is not important through which technique the portrayals are generated. The conditions relate in principle to all possible portrayals, including modified or distorted portrayals. Fantasy expressions that do not resemble the original banknotes anymore, however, are not subject to the conditions. Also intangible electronic reproductions of the 2019 series Aruban florin banknotes on websites are allowed, provided that they comply with the provisions contained in article 2, second paragraph, sub e. The portrayal can be both one-sided or two-sided, provided that the mandatory minimum and maximum size is taken into account. The portrayal of a one-sided reproduction must be at least 125% of both the length and width or at the most 75% of both the length and width of the original 2019 series Aruban florin banknotes. For a two-sided reproduction the size must be at least 200% of both the length and width and at the most 50% of both the length and width of the original 2019 series Aruban florin banknote. After all, public confusion need not be feared, if there are considerably enlarged or reduced portrayals. The portrayal is placed on material that clearly and immediately cognizably deviates from paper or paper- like material. The danger of public confusion is deemed to be the greatest if paper or other material is used that strongly resembles paper. Portrayals on other materials, such as plastic, stone, glass, wood or fabric, are allowed. It should be immediately clear to everyone that it is not paper or paper-like materials. Aruba, June 2019 .

Tonight my speech will primarily focus on the costs of dollarization within the context of full dollarization.     PRESS RELEASE Aruba Wins IBNS 2019 Bank Note of Year Award Oranjestad, April 3, 2020 – The International Bank Note Society (IBNS) announces today that its voting membership has selected the Central Bank of Aruba (CBA) to receive its annual prestigious “Bank Note of the Year Award” for 2019. Aruba’s new 100 florin bill is the award winning design. On June 3rd 2019, five new Aruban florin banknotes, of which one has a new denomination, were issued after years of intensive preparations and close cooperation with various local stakeholders, including the commercial banks, as well as international suppliers of banknote paper, security features, and equipment. The 100 florin bill has predominantly a green color, which represents the natural habitat of different species of Aruba’s flora and fauna. From all significant newly designed and widely circulated banknotes released in 2019, the IBNS membership nominated notes from 22 different countries to place on the ballot. In its press release, IBNS speaks highly of the 100 florin bill: “The unique designs are truly eye catching and effectively balance the challenge of anti-counterfeit technology with production costs.
