No. 45/02-Cus. dt. 22.4.2002 as amended by 125/02, 57/03, 84/03, 97/03, 63/04, 95/04, 27/05, 46/ 05,77/05, 97/05, 41/06, 63/07, 116/07, 26/17] In exercise of the powers conferred by sub-section (1) of section 25 of the Customs Act, 1962 (52 of 1962), the Central Government, being satisfied that it is necessary in the public interest so to do, hereby exempts the goods of description specified in column (2) of the Table below, when imported into India, – (a) from so much of duty of customs leviable thereon under the First Schedule to the Customs Tariff Act, 1975 (51 of 1975) as is in excess of the amount calculated at the rate specified in the corresponding entry in column (3) of the said Table; (b) from so much of additional duty leviable thereon under sub-sections (1), (3) and (5) of section 3 of the said Customs Tariff Act, as is in excess of the amount calculated at the rate specified in the corresponding entry in column (4) of the said Table; subject to the following conditions, namely: - (i) that the importer has been issued a Duty Entitlement Pass Book by the Licensing Authority in terms of paragraph 4.3 of the Export and Import Policy. (ii) the importer has been permitted credit entries in the said Duty Entitlement Pass Book by the Licensing Authority at the rates notified by the Government of India in the Ministry of Commerce for the products exported; (iii) the said Duty Entitlement Pass Book is produced before the proper officer of Customs for debit of the duties leviable on the goods but for exemption contained herein : Provided that exemption from duty shall not be admissible if there is insufficient credit in the said Duty Entitlement Pass Book for debiting the duty leviable on the goods but for this exemption.

Ground water arsenic contamination has been found in different parts of the world. It is always not injurious to us if present in permissible amount. Historically arsenic is reported as a poison. Severe arsenic contamination has been reported from west Bengal. The problem of presence of arsenic in danger level is reported since 1978 in this region. Arsenic concentration exceeding 0.05 mg/L in drinking water can cause cardiovascular problem, neurological effects, hematological effects, gastointestrinal problem etc. The aim of this paper is to discuss the present condition of groundwater arsenic contamination of critically affected areas like Kaliachak (I.II and III Blocks), Manikchak, Ratua and Englishbazar blocks of Malda District of West Bengal. The data are collected from specified sources of Govnment like CMOH Office, PHE Department, and District Web Portal. Introduction: Arsenic is a metalloid which mainly exists in +3(arsenite) and +5 oxidation states in ground water and in surface water environment. At normal condition arsenate exists -1 -2 -1 as H2AsO4 , HAsO4 whereas arsenite as H3AsO3, H2AsO3 .Arsenic associates with rocks, soils and sediments due to discharge from industrial sources and use of pesticides.

    ~ 21 ~ CHAPTER -2 BRIEF ACCOUNT OF PHYSICAL, CULTURAL AND SOCIO-ECONOMIC CONDITIONS OF THE STUDY AREA 2.1 Introduction Malda district is famous in West Bengal and India. Because in the medieval period the capital of Bengal was Pandua and Gaur (Lambourn 1819). Not only that, presently pandua and gaur in the Malda district are an important historical tourism centre. Malda district is famous for the mango fruits in India. Also, the Kaliachak region of the Malda district is famous for the cultivation of silk (sericulture). The day of independence of India is 15th August 1947. But the Independence Day of Malda district is 17th August 1947 (Mondal 2016). Because the Malda district was under East Pakistan (Bangladesh) from 15th August 1947 to 17th August 1947 (Gosh 2004). Malda district is an important district in West Bengal. Because Malda district is called the gateway of North Bengal. The Physical, cultural and socio-economic conditions of the Malda district are very diverse. So, the following are discussed below about the physical, cultural and socio-economic conditions of the Malda district. 2.2 Origin of the Name of Malda District There are different opinions about the origin of the name of ‘Malda’ district because different philosophers have expressed different opinions. An opinion is that derived from the Arabic word 'Mal' comes to the word Maldah. The word "Mal" is an Arabic word its means wealth and the origin of the name "Maldah” probably signifies that it was an important centre of trade (Roy 2001). Another opinion is the origin of the word Maldah from the community of the local 'Maladh' name.
