1.0 INTRODUCTION

1.1 BWB Consulting Limited was commissioned by Birmingham Community Health Care NHS Trust to provide transport and highways advice in support of an outline planning application for the relocation of the Birmingham Dental Hospital and School of Dentistry to the site of the former BBC Pebble Mill Studios in Birmingham.

1.2 This Travel Plan has been produced to support the planning application for the relocation of the Birmingham Dental Hospital to a facility which will have a gross floor area (GFA) of up to 16,000sqm. This Travel Plan examines the opportunities for sustainable travel to the site, and includes targets and measures to encourage sustainable travel based on the results of surveys of the existing staff, students and patients.

1.3 The Travel Plan has been produced in accordance with the guidance provided in PPG13: Transport (January 2011), which requires developers and local planning authorities to place greater emphasis on travel by sustainable modes of transport. Its objectives are to demonstrate the Dental Hospital’s commitment to promoting sustainable travel for all users.

1.4 This document has also been prepared following a review of the latest guidance on Travel Plans, including the DfT’s ‘Good Practice Guidelines: Delivering Travel Plans through the Planning Process’ (April, 2009). Reference has also been made to the Department of Health’s ‘Health Technical Memorandum (HTM) 07-03 – Transport management and car parking’.

1.5 Once operational, the Travel Plan will deliver the following: • partnership approach to influence the travel behaviour of staff and visitors to and from the site; • safe and viable alternatives to single occupancy car travel to the site; • practical initiatives based on an appraisal of staff travel patterns; • fewer vehicle trips and a reduction in overall vehicle mileage; • inform staff of the social, environmental and economic costs of their travel choices, • improved accessibility for all.

2.0 TRAVEL PLAN OBJECTIVES AND BENEFITS

2.1 Objectives

2.1.1 Paragraphs 86 to 90 of Planning Policy Guidance Note 13: Transport (PPG13) (January 2011) set out the Government’s guidance with respect to Travel Plans. The sustainable transport objectives are summarised in paragraph 87 and include reductions in car usage (particularly single occupancy journeys) and increased use of public transport, walking and cycling.

2.1.2 In line with the PPG13 objectives, the overarching objective of this Travel Plan is to minimise the number of car trips, and therefore the car mileage, generated by staff, students and patients, by minimising the car dependency and achieving a modal change to more sustainable modes of transport.

2.2 Benefits

2.2.1 HTM 07-03 details the potential benefits of a Travel Plan for the specific users at the development as follows: • the individual, through improved health, reduced stress and cost savings • the patient, by freeing up accessibility to sites, relieving concern, allowing the ability to keep appointments, etc • the workplace, through a healthier, more motivated workforce, reduced congestion and improved access to sites for employees, potential recruits, visitors and contractors • the community, by organisations demonstrating their commitment to environmental priorities and setting an example to others; reducing congestion, freeing the flow of movement through local routes, reducing incidence of road traffic accidents whilst also addressing issues of nuisance and noise • the environment, through improved local air quality, with less noise, dirt and fumes, which can contribute to other national and global improvements • health promotion, by encouraging physical exercise, such as walking and cycling.

3.0 BACKGROUND

3.1 Site Location

3.1.1 The application site is located approximately 3.5km south of Birmingham City Centre. The general and detailed site locations are shown on Figures 1 and 2.

3.1.2 The Pebble Mill site is currently vacant and is bounded by residential development and the A38 Bristol Road to the north; the A4029 Pebble Mill Road to the east and the Chad Brook to the south.

3.1.3 Pebble Mill Road is predominantly fronted by residential development and provides a route between the A38 Bristol Road and A441 Pershore Road, which are both strategic routes between the city centre and southern areas of Birmingham. The Priory Hospital is located 500m to the north of the site and Cricket Ground is 900m to the northeast. Both are accessed via the B4217 Priory Road, whilst the is located approximately 1km west of the site.

3.2 Proposed development

3.2.1 The Pebble Mill Science Park was initially granted a conditional outline planning

permission by Birmingham City Council (BCC) on 2 October 2003 This permitted the use of the site as a science and technology park, with on-site parking, new sporting facilities and new vehicular accesses on both the A38 Bristol Road and Pebble Mill Road. The A38 Bristol Road entrance spur was constructed during 2004/5.

3.2.2 The former BBC Studios were officially closed on 22 October 2004. The buildings were then demolished and the site remediated in the period to September 2005. Since this work the site has been vacant.

3.2.3 On 11 September 2008, a conditional Section 73 planning permission was granted, which allowed the phased implementation of the science park over a ten year period. This proposal represents the first of these phases.

3.2.4 The development proposals involve replacing 16,000sqm of the previously permitted B1 floorspace with a facility to accommodate the Birmingham Dental Hospital and

School of Dentistry, which will relocate from its current position on St Chad's Queensway in Birmingham City Centre.

3.2.5 The main access to the Pebble Mill Science Park will be via a traffic signal controlled T-junction on the A38 Bristol Road, which has been constructed but has yet to become operational. A secondary access would be in the form of a priority controlled T-junction in the vicinity of the existing site access on Pebble Mill Road. The two access junctions would be connected via an internal spine road, which would be designed to improve permeability through the site, whilst limiting vehicle speeds and providing both an attractive cyclist and pedestrian environment.

4.0 OPPORTUNITIES FOR SUSTAINABLE TRAVEL

4.1 Pedestrian travel

4.1.1 PPG13 states that “walking is the most important mode of travel at the local level and offers the greatest potential to replace short car trips, particularly those under 2 kilometres”.

4.1.2 The Institution of Highways and Transportation (IHT) publication ‘Guidelines for Providing for Journeys on Foot’ [2000] provides guidance on how to encourage pedestrian travel. The IHT Guidelines note that walking accounts for over a quarter of all journeys and four-fifths of journeys less than one mile (1.6 kilometres). Furthermore, walking is also an essential part of much car and almost all public transport travel, as bus stops are usually accessed on foot.

4.1.3 The CIHT guidelines suggest an average walking speed of 1.4m/s which equates to approximately 3mph, and hence the 1.6km catchment area relates to a maximum walking time of 19 minutes.

4.1.4 Figure 3 shows a 1.6km catchment isochrone from the centre of the site. It demonstrates that the residential areas of , , Bournbrook and southern Edgbaston are within walking distance of the site, as is the majority of the University of Birmingham. These locations are therefore available within a 19 minute walk from the site.

4.1.5 There are footways along both sides of Pebble Mill Road, Bristol Road and Pershore Road and signalised pedestrian crossings are provided at a number of locations on Bristol Road and Pershore Road. In particular, crossing facilities are located on both roads immediately north of the junctions with Pebble Mill Road.

4.1.6 Figure 7 also identifies that the majority of Birmingham University is within walking distance of the site. With regards to student’s travelling from the university, and particularly the medical school, to the site they could use the footway provision through the university grounds to walk to Edgbaston Park Road. Footways are provided on both sides of this road and a signal controlled crossing is available in the vicinity of the university entrance to facilitate pedestrian movements across the carriageway.

4.1.7 The footways on Edgbaston Park Road link to Bristol Road and a signal controlled crossing is located immediately to the east of the Bristol Road/Edgbaston Park Road to assist the pedestrian movements across Bristol Road. From this crossing point footways are provided on Bristol Road to the Pebble Mill site. Hence, sufficient infrastructure is available to accommodate pedestrian movements between the University and the site.

4.1.8 As a result of the above, the site is accessible to pedestrians, and there are good opportunities for pedestrians to walk between the site and the surrounding areas.

4.2 Cycle based travel

4.2.1 PPG13 [2001] identifies cycling as having a “…potential to substitute for short car trips, particularly those under 5km, and to form part of a longer journey by public transport.” Figure 4 shows a five kilometres catchment, based on a straight line distance from the centre of the site. Based on this Birmingham City Centre,

Bournville, Kings Heath, Harborne, Moseley and Edgbaston are within cycling distance of the site.

4.2.2 Figure 5 identifies the cycle routes available in the vicinity of the site and shows that there are various cycle facilities in the area of the site; including surfaced off-road routes, canal towpaths and an advisory cycle network of roads.

4.2.3 The nearest route to the site is a surfaced off-road route to the east of Pershore Road between Birmingham and Selly Oak. This can be accessed 175 metres south of the junction with Pebble Mill Road. Also, the Rea Valley national cycle route connects Birmingham City Centre and King’s Norton Park and includes the surfaced off road cycle route to the east of Pershore Road.

4.2.4 In addition to the above, the Pebble Mill Science Park includes a proposal for a pedestrian/cycle route along the general route of the Bourne and Chad Brooks between Pebble Mill Road and Bristol Road. Condition C11 of the Section 73 planning permission requires this route to be available to cyclists at all times of the year.

4.2.5 As a result of the above it is concluded that there are good opportunities, with no real physical barriers, for cycle travel between the site and the surrounding areas.

4.3 Bus based travel

4.3.1 The ‘Guidelines for Planning For Public Transport In Developments’ [IHT, March 1999], state that “generally walking distances to bus stops in urban areas should be a maximum of 400m and preferably no more than 300m”. Figure 6 identifies the bus services available within the vicinity of the site.

4.3.2 Both the Bristol Road and the Pershore Road are strategic bus corridors routing between the city centre and southern areas of Birmingham. The closest stops on Bristol Road are located around 150 metres northwest of the site, with further stops approximately 170 metres south of the main site access to the Pebble Mill Science Park. Hence, these stops are available within approximately 2 minutes walk of the site.

4.3.3 The closest stops on Pershore Road are located to the southeast of the Pershore Road/Pebble Mill Road junction.

4.3.4 During weekday daytimes 32 services an hour run in each direction along Bristol Road, whilst 12 an hour run along Pershore Road. These are summarised in Table 1 for Bristol Road and Table 2 for the Pershore Road.

4.3.5 In addition, to the stops on Bristol Road and Pershore Road a bus stop is located directly opposite the site on the northern side of Pebble Mill Road. This is served by service No 146, which travels in the southeast bound direction only along Pebble Mill Road, but can also be caught on Bristol Road.

4.3.6 In summary, the site is located within the recommended walking distance of eight regular and frequent bus services, providing a combined total of 46 buses at peak hours in both directions.

4.3.7 It should also be noted that the possibility of relocating the existing bus stops on Bristol Road closer to the site access junction will be investigated with the bus companies and BCC.

4.4 Train based travel

4.4.1 The IHT publication ‘Guidelines for Planning for Public Transport in Developments’ (1999) states that “a significant difference between rail and bus served developments is that people have been found to be willing to walk about twice as far to an office from a station as from a bus stop; up to at least 800 metres”.

4.4.2 The nearest railway station is Selly Oak which is located approximately 1.8km/21 minutes walk from the site as shown on Figure 3. The University rail station is also located approximately 2.1km to the west of the site, which equates to a 25 minute walking time. Both of these stations are managed by London Midland and provide train services to locations such as Birmingham, Longbridge, Lichfield Trent Valley and Redditch. The network map showing all possible connections can be seen in Figure 7.

4.4.3 The train stations are situated beyond the desirable maximum walking distance from the site. However, it is considered that the level of rail services would encourage people to travel by this mode.

4.4.4 As shown on Figure 6 the number 61 and 63 bus services stop at the bus stops on Bristol Road and provide a link between Birmingham New Street train station, the site and Selly Oak train station. Table 1 identifies that these services operate with a 10 minute frequency throughout the day Monday to Saturday and approximately a 15 minute frequency in the evening. An analysis of the timetables of these services identifies that the journey between the site and Selly Oak train station using these bus services takes approximately 10 minutes.

4.4.5 Whilst bus services are available from the University rail station, they do not pass the site. However, passengers using this station could choose to walk through the University grounds to reach the site which could be a more attractive route.

4.4.6 It should also be noted that the journey time between the site and New Street Station using the available bus services is approximately 20 minutes.

4.4.7 The numbers 61 and 63 bus services therefore provide an attractive link between the site and New Street and Selly Oak rail stations, which could encourage people to travel by rail to the site as part of a multi-modal journey. Similarly, the University rail station could be accessed by pedestrians walking through the university grounds.

4.5 Summary

4.5.1 The application site is located approximately 3.5km south of Birmingham City Centre. The Pebble Mill site is accessible to pedestrians and cyclists and there are good opportunities for people to walk and cycle between the site and the surrounding areas including Birmingham University.

4.5.2 The site is located within the recommended walking distance of eight regular and frequent bus services, providing a combined total of 46 buses at peak hours in both directions. The nearest railway station is Selly Oak which is located approximately 1.8km from the site, and the University rail station is located 2.1km to the west of the site. Whilst, the train stations are situated beyond the desirable maximum walking distance from the site, the number 61 and 63 bus services provide a direct and convenient link between the site and the Selly Oak and Birmingham New Street train stations. It is considered that the level of rail services and the bus services connections to the site would encourage people to travel by this mode. The University rail station could also be accessed by pedestrians walking through the university grounds.

5.0 TRAVEL CHARACTERISTICS

5.1 Staff travel characteristics

5.1.1 There is currently 447 staff at the Dental Hospital. A travel questionnaire survey was undertaken in February 2011 to determine their current travel behaviour, as well their proposed method of travel following the relocation. A total of 240 staff completed the survey resulting in a response rate of 54%.

5.1.2 The survey identified the home postcodes of the staff which have been plotted and are shown on Figure 8. Figure 8 identifies that the staff are based throughout Birmingham, and that only a small number currently live close to the existing location of the Dental Hospital.

5.1.3 The survey identified the current method of travel for the staff and also the stated method that they would use following the relocation.

5.1.4 The results identify that 61.3% of the staff currently travel by sustainable modes to the site, likely to be due to its central location. A total of 32.1% travel by car and either park in the public car parks available in Birmingham City Centre or pay to use dedicated spaces rented from BCC for use by the Dental Hospital.

5.1.5 Following the relocation the percentage travelling by sustainable modes would reduce to 50.8%, with the greatest reduction in the percentage travelling by train. There would be a corresponding increase in the numbers driving to the new site. However, the percentage travelling by bus would increase slightly as would the percentage cycling to the new site.

5.1.6 The survey also identified measures that could be implemented to encourage the staff to change to more sustainable modes of travel for their journeys to and from the new site. Hence, the following pie chart summarises the measures that could be implemented to encourage the employees to travel by public transport.

5.1.7 The result identify that 44% would travel by public transport if more direct bus routes were available and 15% requested more frequent bus services. A further 12.4% would travel by bus if discounted tickets and passes were provided. These responses were collected without the majority of the staff having detailed knowledge of the bus routes and services available at the new site.

5.1.8 As detailed in Section 4.3 the site is served by direct and frequent bus services which provide convenient links between the site, Birmingham City Centre, the surrounding residential areas and the train stations. This highlights the need to inform the staff of the available bus services and hence the promotion of the bus services is included in the Travel Plan measures detailed in Section 6.7.

5.1.9 The survey also identified the measures that could encourage the staff to cycle to the new site, as summarised in the following chart.

5.1.10 The results indicate that 68.4% of the staff could not be encouraged to cycle to the new site. However, this could be partly attributed to the staff not being aware of the facilities and routes which are available to allow them to cycle to the new site. Hence one of the most important measures to encourage the employees to cycle would be the provision of up to date and detailed cycle route information.

5.1.11 The survey results also identified that 10.5% of the staff would cycle if changing facilities and lockers and cycle facilities were provided at the new site.

5.1.12 The survey also confirmed that 60.9% of the staff who drive would be prepared to car share to the new site. Of these staff, the survey identified that 23% would be encouraged to car share if reserved car parking for car sharers was provided. The survey also identified that a further 27% of the staff would car share if they had help in finding car share partners, and 16% would car share if a free taxi home was provided if they were let down by the car driver.

5.1.13 A number of the staff also provided comments on the travel survey which identified that they would not be able to car share for a variety of reasons including, them being required to travel between different sites during the day, not working standard hours and also personal commitments.

5.2 Student travel characteristics

5.2.1 There are approximately 671 students at the Dental Hospital, and 23 completed the survey resulting in a response rate of 3.4%. The current students would be unlikely to be studying at the hospital by the time the relocation is complete, and hence may not have been sufficiently motivated to complete the survey resulting in the low response rate.

5.2.2 Nevertheless, the student’s postcodes have been plotted on Figure 9 and identify that the students are based close to the University and around the city centre.

5.2.4 The survey results identify that students currently travel mainly by sustainable modes with 63.7% using public transport. The results indicate that students do not currently drive to the hospital. However it is understood that a small number do drive and park in the public car parks available in Birmingham City Centre.

5.2.5 The survey results indicate that following the relocation, there would be a reduction in the number travelling on foot and an increase in the number of car drivers. However, from analysis of the students home postcode data it has been identified that students generally live close to the University or in the city near to the existing hospital location. It is likely that the students living in the city centre would have chosen to do so to enable them to walk to the hospital.

5.2.6 As students are a transient population it is probable that they will choose to live in the vicinity of their main place of study. Hence, following the relocation the students could live in a more convenient location near the Pebble Mill site and the university, rather than in the city, and hence could travel by sustainable modes.

5.3 Patient characteristics

5.3.1 A travel survey of the patients at the Dental Hospital was also undertaken on Thursday 17 February 2011. This survey comprised of a sample of patients arriving

at the hospital being asked for their home postcode and also to confirm how they had travelled so the site. A total of 287 patients were surveyed over the day.

5.3.2 The home postcodes of the patients are plotted on Figure 9 and show that they are widely dispersed throughout Birmingham, with a small cluster located to the north of the city centre.

5.3.4 The survey results identify a low proportion of patients walking to the hospital and this is likely to be a consequence of the Dental Hospital’s large catchment area. However, the results indicate that in total that 47.4% of the patients travel by sustainable modes with 43.6% travelling by public transport.

5.4 Summary

5.4.1 In summary the travel survey identified the following travel characteristics: • The staff and patients are based throughout Birmingham and currently 61.3% and 47.4% respectively travel by sustainable modes. • The students are based in the city centre and close to the university and 63.7% currently travel by sustainable modes. • Following the relocation the percentage of staff travelling by bus would slightly increase but the number travelling by train would reduce by 15.4%. • 10.5% of the staff would cycle to the new site if changing facilities and lockers and cycle facilities were provided at the new site. • Of the stated car drivers 60.9% of the staff would be prepared to car share to the new site. Of these staff, 23% would be encouraged to car share if reserved car parking for car sharers was provided. Also 27% and 16% would car share if they had help in finding car share partners and a free taxi home was provided if they were let down by the car driver.

6.0 ELEMENTS OF THE TRAVEL PLAN

6.1 Overall Strategy

6.1.1 Birmingham Community Health Care and NHS Trust and the Dental Hospital are committed to the Travel Plan process to encourage travel by sustainable modes to the new site at Pebble Mill. Appendix B presents a letter outlining their commitment as well as an indicative budget figure of £15,000 for the role of the Travel Plan Co- ordinator.

6.1.2 The Dental Hospital understands that early involvement in the Travel Plan process is essential to encourage sustainable travel from the outset. This would result in the travel behaviour of the staff, students and patients being influenced prior to the relocation.

6.1.3 They are keen to involve all interested parties in the Travel Plan to ensure that the implemented measures are relevant and are likely to be the most successful in encouraging sustainable travel. Therefore whilst the Travel Plan will be implemented and monitored by a member of staff, who will be designated as the Travel Plan Coordinator, they will also coordinate involvement from all of the Hospital’s departments as well as representatives from the student population.

6.1.4 The management and monitoring of the Travel Plan and role of the Travel Plan Coordinator is detailed in Section 7.

6.2 Parking Management Strategy

6.2.1 The Transport Statement identifies that a total of 224 parking spaces are required at the new site to accommodate the parking demand for staff, students, patients and visitors. It is anticipated that the car parks will be barrier controlled with separate areas for the staff/student and patient car parking.

6.2.2 As detailed above, staff, students and patients currently pay to park to visit the Dental Hospital. The provision of the dedicated free car parking spaces at the new site could encourage them to drive to the site, and hence it is proposed that car parking

charges will be implemented at the new site. The introduction of the charges at the outset will help to influence users travel choices.

6.2.3 It is anticipated that staff and students would apply for a permit which would allow them to park in the car park and the permit would have an associated cost. Hence, they would continue to pay for the car parking as they do at the current Dental Hospital location. The amount to be charged will be determined at a later stage and will be set following consideration of the current costs for parking in the city centre, and will need to be reasonable so users do not choose to park on-street instead. The charging scheme will be agreed in coordination with BCC.

6.2.4 The parking charges will be related to all users prior to the relocation. In introducing the charges the Travel Plan Coordinator will also provide personalised travel advice to staff and students. This will inform them of the available sustainable travel options, including the travel time for each option, and will allow them to make informed choices over their method of travel.

6.2.5 The charging scheme could result in an increase in on-street car parking on the roads surrounding the site, if people choose not to pay for the car parking. However, there are parking areas on Pebble Mill Road where additional on-street car parking could be accommodated. It is important that all staff and students understand the sensitivities of parking on-street in these areas. Therefore, staff and students will be educated through the Travel Plan as to the appropriate locations for any on-street parking and will be made aware of possible enforcement measures.

6.2.6 To determine the extent of the available parking, parking surveys will be undertaken on the roads surrounding the site prior to the relocation. Three months after the relocation the surveys will be repeated to determine whether there has been a detrimental increase in on-street parking and hence whether any additional parking has resulted in road safety concerns. Should this be the case additional measures will be introduced to mitigate the concerns. These additional measures are detailed in Section 8.

6.2.7 Also as detailed above, the travel survey identified that 60.9% of the staff who drive would be prepared to car share to the new site and that of these staff 23% would be encouraged to car share if reserved car parking for car sharers was provided.

6.2.8 Hence, to encourage car sharing it is proposed that the staff car park area is split to provide a designated area for the staff car sharers. The car share database will be set up prior to the relocation and hence the initial number of car share spaces could be identified.

6.2.9 Initially, the car share area is likely to constitute a small part of the car park, which will provide flexibility in the car parking arrangements. Over time the number of spaces would be increased to accommodate the additional car sharers and also as further encouragement to the staff.

6.2.10 The use of the car share spaces will be monitored by the Travel Plan co-ordinator or a member of the on-site porter team to ensure that these spaces are not abused.

6.2.11 It is not proposed to designate all of the staff car parking spaces as car share spaces, as a proportion of the staff will not be able to car share, due to personal circumstances or because they need to travel during the day as part of the role.

6.2.12 The feasibility of introducing a car park space booking system for patients who have scheduled appointments will also be investigated. Under such a system, a set number of spaces would be designated for these patients and would be accessed through a barrier system operated with a unique code. It is anticipated that when patients book a future appointment they would be directed to a website where they could also book a parking space and be given the entry code. Alternatively a phone number would also be provided for those without internet access to use the system. Should a parking space not be available at the required time the patients could be informed of the alternative travel options.

6.2.13 The system would be operated by a sophisticated computer programme which would keep track of the available parking spaces and would allow the booking of spaces based on the anticipated duration of stay of the vehicles in the car park. A number of companied offer software solutions which could be utilised at the Dental Hospital.

However, further examination of the costs and benefits of the system will need to be undertaken.

6.3 General target

6.3.1 To ensure that the Travel Plan is successful it will need to be marketed to the staff and students so that they are aware of the process and the suggested measures. Hence, the general target for the Travel Plan is that there will be 100% Travel Plan awareness amongst the staff and students.

6.3.2 The Travel Plan will be marketed to the staff and students through initiatives and promotional events organised by the Travel Plan Co-coordinator and Steering Group. These could include events such as Travel Plan presentations and ‘Walk to Work Week’, regular email bulletins and newsletters, and sustainable travel information provided on the notice boards in the buildings.

6.4 Staff targets

6.4.1 The travel survey identified the current travel behaviour of the staff and also identified how they would travel to the new site. However, this stated percentage was identified without them having detailed information on the available travel options. Hence, the actual modal split percentages following the relocation will be likely to be between the current and stated percentages.

6.4.2 As a result, the targets for the staff have been determined following a detailed examination of the survey results and the sustainable travel options. In determining the target modal splits the following assumptions were made: • Pedestrians – adopted the stated percentage as it is the same as the current percentage. • Cyclists – adopted the stated percentage as the target as cycle parking, showers and lockers will be provided. • Motorbike – adopted the stated percentage as the target as secure parking will be provided. • Bus – adopted the target percentage as it increases slightly from the existing.

• Train – assumes that of the predicted reduction only 70% is lost from this mode, as the numbers 61 and 63 bus services provide a convenient and frequent link between the site and Birmingham New Street and Selly Oak train stations. The University train station is also available as a travel option. • Car driver with passenger – adopted the stated percentage as these can not be influenced. • Car passenger with colleague – the percentage is slightly increased to reflect the car share scheme including the priority parking spaces, but the increase is limited as some staff will not be able to car share. • Car passenger with someone else – adopted the stated percentage as these can not be influenced.

6.4.3 The resulting targets for the staff are detailed in Table 6 below. 6.4.4 The above targets are initial targets identified following a comprehensive consultation and the Dental Hospital will endeavour to exceed them over time.

6.5 Student targets

6.5.1 The survey results identified that students generally travel by sustainable modes, and that following the relocation students could continue to want to drive to the Hospital. However, as detailed above students are a transient population and prior to the relocation, the new students will be actively encouraged to live close to the site and the university, and hence would be able to travel by sustainable modes.

6.5.2 As a result, it is not necessary to apply a target to the student modal split. However, further travel surveys will be undertaken on annual basis to determine whether the relocation result in a significant increase in students driving. Should this be the case suitable targets would be identified.

6.6 Patient targets

6.6.1 Whilst it is more difficult to influence patient and visitor travel, measures will be introduced to encourage them to travel by sustainable modes where possible. Hence, it is appropriate to also set targets based on the results of the patient survey.

6.6.2 Using the modal split information from the patient survey and the sustainability assessments the patients targets have been identified based on the following assumptions. • Pedestrians – the current percentage is retained as the new site is located in a residential area. • Cyclists – the percentage is slightly increased to reflect the available cycle routes and residential roads which cyclists can use at the new location. • Motorbike – adopted the current percentage as the target as secure parking will be provided. • Bus – the patient’s home locations are dispersed throughout Birmingham and hence it is assumed that the percentage will remain as existing, similar to the staff percentage. • Train – the same assumption as for the staff has been adopted. • Car passenger (dropped off) – assumed that this percentage would increase slightly. • Car passenger (car parked) – assumed that this percentage would increase slightly.

6.7 Measures for staff and students

6.7.1 As concluded in Section 4, the site is in a sustainable location, with good opportunities for travel by foot, cycle, and public transport. Nevertheless, the following measures will be implemented by the Developer and the Dental Hospital just prior to and during occupation, in order to promote and support the use of sustainable travel modes, including walking, cycling, public transport use, and car sharing by the staff and students.

6.7.2 The measures that will be introduced are listed below • secure covered parking for motorbikes and cycles will be provided on the site and the use of the spaces would be monitored to ensure that sufficient spaces are provided; • safe and direct cycle and walking routes will be considered leading from the main access points to building accesses. Also, the appropriate provision of showers and lockers within the building design to promote cycle and pedestrian trips; • display boards will be installed at the principal entrances to the buildings to provide up to date information on the benefits of walking and cycling, including a pedestrian and cycle route map including distances to various destinations and up to date public transport information including routes and timetables; • the Travel Plan Coordinator will provide initial personalised travel advice to staff and students prior to the relocation of the Dental Hospital. This will encourage sustainable travel behaviour from the outset; • the Dental Hospital website will include details of sustainable travel options and links to other websites with bus timetable and cycle route information, .e. www.networkwestmidlands.com and www.sustrans.org. The staff and students will be informed of the Travel Plan through the website, as well as periodic

emails/flyers/newsletters promoting sustainable travel events and the benefits of green travel; • potential employees will also be informed of the Travel Plan. This will be done during the recruitment process, supplying potential employees with detailed information about local transport facilities, developing a recruitment policy which considers where potential employees live, and potentially offering special incentives to new recruits who agree to adopt sustainable transport modes for their journey to work; • a car share database will be set up and managed by the Travel Plan Coordinator • the Travel Plan Co-ordinator will provide the details of local taxi companies so that staff who walk to work, cycle, use public transport, or car share and who may require urgent car transport in case of an emergency are able to organise the taxi quickly. The Travel Plan Co-ordinator will also investigate whether the taxi companies will offer a lower rate for staff to pay in these circumstances in return for being the preferred taxi contact. • reserved car sharing spaces will be provided, with the numbers monitored to ensure sufficient spaces are available to encourage employees to car share; • the cost benefits of a car sharing scheme will be advertised on the Travel Information Boards; • further incentives for travelling to work by cycle will be considered, such as joining the government backed ‘Cycle to Work’ scheme, whereby employees can essentially ‘hire’ a bike and accessories through a salary sacrifice scheme, with the option to buy for a nominal sum at the end of a predetermined period. More details can be found at http://www.cyclescheme.co.uk/ . • financial incentives for travel to work by public transport will be considered, such as; interest free loans for passes and discounted prices for season tickets

6.8 Measures for patients

6.8.1 The following measures will be implemented to encourage patients to travel by sustainable modes: • secure covered parking for motorbikes and cycles will be provided on the site and the use of the spaces would be monitored to ensure that sufficient spaces are provided;

The staff and students will be informed of the Travel Plan through the website, as well as periodic emails/flyers/newsletters promoting sustainable travel events and the benefits of green travel; • when booking an appointment patients will be informed of the travel options through sustainable travel links provided on confirmation letters and emails.

7.0 IMPLEMENTATION AND MONITORING

7.1 Implementation

7.1.1 In keeping with the best practice for Travel Plans, a Travel Plan Coordinator will be appointed. It is anticipated that this would be a part time role which would be appointed and supported by a senior member of staff. The name, address, and telephone number of the Travel Plan Co-ordinator will be provided to BCC as soon as they take on the role.

7.1.2 The role of the Travel Plan Co-ordinators will be to: • Oversee the development, promotion, and implementation of the Travel Plan measures and incentives. • Design and implement continuous effective marketing and awareness raising strategies to promote their Travel Plan measures and incentives. For example they will be responsible for the effective display of information on the Travel Information Boards, etc • Act as a point of contact for all staff requiring information. In doing so, they will represent the ‘human face’ of their Travel Plan – explaining the purpose and the opportunities on offer. • Co-ordinate the necessary data collection exercise, which are required to develop the Travel Plan, including traffic surveys. This also includes issuing the travel surveys. • Co-ordinate the monitoring programme for the Travel Plan, which includes analysing the travel questionnaires completed by all staff, students and patients. • Take a key role in the review of the travel patterns, and the successes and failure of the Travel Plan. This includes the analysis of the travel questionnaires, including trends against previous years. • Set up a Travel Plan Steering Group made up of representatives from all departments in the hospital and the student population to guide, oversee and promote the Travel Plan. In doing this, specific measures, initiatives and any concerns regarding the Travel Plan can be identified and implemented.

7.1.3 The Travel Plan Coordinator will be appointed in advance of the relocation in order to begin publicising the Travel Plan and associated measures, including providing the personalised travel advice and the staff car share database.

7.1.4 As a result, one of the Travel Plan Coordinator’s first actions will be to run a number of workshops for each department at the Dental Hospital to publicise the relocation and the Travel Plan, and also to provide the initial travel advice. These events will raise awareness of the Travel Plan and will allow all interested parties to input into the Travel Plan. Further exhibition events will also be run to inform staff, students and patients of the relocation, which will also be publicised on the website.

7.2 Monitoring of the Travel Plans

7.2.1 As detailed above, the majority of the Travel Plan measures will be provided prior to the relocation to encourage sustainable travel behaviour from the outset. Following this, staff, student and visitor travel surveys will be undertaken three months after occupancy of the medical facility. These surveys will determine the travel patterns, the uptake of any measures and incentives and help identify any further measures that may need to be investigated to meet the Travel Plan targets. An example travel survey form is presented in Appendix A.

7.2.2 The monitoring program will also include the following ‘hard’ data recorded at 12 monthly intervals by each Travel Plan Co-ordinator: • Usage of cycle parking (number of occupied stands) • Usage of motorcycle parking (number of motorcycles parked) • Demand for car parking (number of spaces occupied) • The take-up of the Cycle-to-Work scheme for employees, if applicable • The level of inquiry and take-up of the car share schemes • Demand for changing, locker and showering facilities • Informal comments made by employee and visitors regarding the operation of the Plan.

7.2.3 Also, prior to the relocation parking surveys will be undertaken on the roads surrounding the site to determine the existing level of on-street parking. Three months after the relocation the surveys will be repeated to determine whether there

has been an increase in on-street parking. Should there be a significant increase additional measures will be introduced to mitigate the increase.

7.2.4 The results of the surveys will be collated and summarised by the Travel Plan Coordinator. From this any additional targets will be identified along with the measures to achieve these targets. The results and any revisions to the Travel Plan will then be submitted to BCC for approval within six months after occupancy.

7.2.5 A year after the initial occupation and every 12 months thereafter for five years, staff, student and visitor travel surveys will be undertaken. Hence, an Annual Monitoring Report would also be prepared by the Travel Plan Coordinator and issued to BCC. The report will be restricted in length and include snapshot survey results, the annual survey results, analysis of trends against previous years, and brief details of any new measures undertaken throughout the past year. The document will also include any relevant information on changes of personnel and brief details of plans for the coming year.

7.2.6 To summarise, the action plan for the Travel Plan should be as follows: • implement the appropriate short term measures prior to the relocation; • appointment of the Travel Plan Coordinator prior to the relocation; • parking surveys are undertaken • the Travel Plan Coordinator provides initial travel advice and sets up the car share database prior to the relocation; • the remaining short term travel plan measures are introduced; • three months after occupation of the new medical facility, staff, student and patient travel surveys are undertaken, as are the parking surveys; • surveys are analysed; • six months after occupation of the medical facility, findings of the above and the revised Travel Plan submitted in report form to BCC by the Travel Plan Coordinator. From this, any additional Travel Plan measures are determined and implemented; • every 12 months thereafter, annual travel surveys undertaken and the Annual Monitoring Report submitted to BCC. From this, any additional Travel Plan measures are determined.

8.0 FALL BACK MEASURES

8.1 Should the monitoring and review process reveal that the Travel Plan has not achieved the targets set out in Section 6 fall back measures to further encourage modal shift may be required.

8.2 The following measures will be considered for implementation depending on the extent of the modal shift shortfall. • a resident parking zone located on roads within close proximity of the site to prevent overspill car parking which could result in road safety concerns, • the issuing of any new parking permits could be restricted, for example, staff and students who live within walking distance of the site or on a convenient bus route, etc would not be given a permit unless they could demonstrate a valid reason to have one. • the provision of a shuttle bus to link the Dental Hospital with Selly Oak train station and the University of Birmingham to further encourage train travel to the site. The service could be extended to New Street Station depending and cost. It is anticipated that the provision of a midi bus would require an income of approximately £90,000 to provide this level of service, i.e. one vehicle undertaking a loop service throughout the day. The above list is not exhaustive and other fall back measures may be identified during the life of the Travel Plan.

1.0 INTRODUCTION

1.1 BWB Consulting Limited was commissioned by Birmingham Community Health Care NHS Trust to provide transport and highways advice in support of an outline planning application for the relocation of the Birmingham Dental Hospital and School of Dentistry to the site of the former BBC Pebble Mill Studios in Birmingham.

1.2 The Pebble Mill Science Park was initially granted a conditional outline planning

permission by Birmingham City Council (BCC) on 2 October 2003 This permitted the use of the BBC Pebble Mill Studios site as a science and technology park, with on- site parking, new sporting facilities and new vehicular accesses on both the A38 Bristol Road and Pebble Mill Road. The A38 Bristol Road entrance spur was constructed during 2004/5.

1.3 The former BBC Studios were officially closed on 22 October 2004. The buildings were then demolished and the site remediated in the period to September 2005. Since this work the site has been vacant.

1.4 On 11 September 2008, a conditional Section 73 planning permission was granted, which allowed the phased implementation of the science park over a ten year period.

1.5 A planning application was subsequently submitted for the erection of a medical facility on plot 5 of the science park to replace 15,000sqm of the previously permitted B1 floorspace. This facility included part B1b (research and development) part C2 (hospital) and part D1 (non-residential institution) with ancillary new access and on plot car parking, which subject to the split of uses was estimated to be in region of between 240 and 535 spaces. Outline planning permission was granted in October 2009 for this scheme.

1.6 The current development proposals involve replacing up to 16,000sqm of the previously permitted B1 floorspace on plots 2/3 of the science park with a facility to accommodate the Birmingham Dental Hospital and School of Dentistry, which will relocate from its current position on St Chad's Queensway in Birmingham City Centre.

1.7 This Transport Statement report has been prepared to support the outline planning application for the relocation of the Dental Hospital. It therefore examines the number of trips generated by the proposed development in comparison to the trip generation for the consented uses at the site. It also details the opportunities available for the staff, students and patients to travel by sustainable modes.

1.8 This Transport Statement has been produced according to ‘Guidance on Transport Assessment’ published in March 2007 by the Department for Communities and Local Government and the Department for Transport (DfT). It examines the transport implications of the proposed development based on the following objectives from PPG13: Transport (January 2011): • reducing the need to travel, especially by car • improving sustainable transport choices, and making it easier and safer for people to access jobs, shopping, leisure facilities and services • promote appropriate measures to influence sustainable travel behaviour.

2.0 EXISTING CONDITIONS

2.1 Site Location

2.1.1 The application site is located approximately 3.5km south of Birmingham City Centre. The general and detailed site locations are shown on Figures 1 and 2.

2.1.2 The Pebble Mill site is currently vacant and is bounded by residential development and the A38 Bristol Road to the north; the A4029 Pebble Mill Road to the east, the Bourn Brook to the south and the Chad Brook to the west.

2.1.3 Pebble Mill Road is predominantly fronted by residential development and provides a route between the A38 Bristol Road and A441 Pershore Road, which are both strategic routes between the city centre and southern areas of Birmingham. The Priory Hospital is located 500m to the north of the site and is 900m to the northeast. Both are accessed via the B4217 Priory Road, whilst the University of Birmingham is located approximately 1km west of the site.

2.2 Planning history

2.2.1 The Pebble Mill Science Park was initially granted a conditional outline planning permission by BCC on 2 October 2003. The Bristol Road entrance spur was constructed during 2004/5.

2.2.3 The primary access to the BBC studios was provided from Pebble Mill Road via a priority junction restricted to left in/left out movements by the central reservation on that road. Two further left in/left out accesses were also provided to an overflow car park from Pebble Mill Road.

2.2.4 On 11 September 2008, a conditional Section 73 planning permission was granted, which allowed the phased implementation of the science park over a ten year period.

2.3 Local Highway Network

2.3.1 Pebble Mill Road is a dual carriageway that runs for approximately 300 metres between the A38 Bristol Road and the A441 Pershore Road. It has a wide tree lined central reservation, with gaps provided some 70 metres from the junctions at either end to allow vehicles to U-turn. Car and taxi parking bays are provided along the south of Pebble Mill Road, reducing the available carriageway to a single running lane. Pebble Mill Road forms the minor arm of priority controlled junctions with both Bristol Road and Pershore Road.

2.3.2 Bristol Road is a major arterial route into Birmingham between the city centre and the national and motorway road network to the south. It is a dual carriageway, in the vicinity of the site and is segregated by a central reservation with turning lanes provided to allow right turn movements into and out of Pebble Mill Road.

2.3.3 A traffic signal controlled T-junction has been constructed on Bristol Road some 340 metres south-west of Pebble Mill Road and will provide access to the proposed Pebble Mill Science Park. However, the junction has yet to be become operational and will only do so once development takes place.

2.3.4 Pershore Road is also a major arterial route between Birmingham and the national road network to the south. It is a dual carriageway to the south of Pebble Mill Road, but reduces to a single carriageway to the north.

2.4 Pedestrian travel

2.4.1 PPG13 states that “walking is the most important mode of travel at the local level and offers the greatest potential to replace short car trips, particularly those under 2 kilometres”.

2.4.2 The Chartered Institution of Highways and Transportation (CIHT) publication ‘Guidelines for Providing for Journeys on Foot’ [2000] provides guidance on how to encourage pedestrian travel. The CIHT Guidelines note that walking accounts for over a quarter of all journeys and four-fifths of journeys less than one mile (1.6 kilometres). Furthermore, walking is also an essential part of much car and almost all public transport travel, as bus stops are usually accessed on foot.

2.4.3 The CIHT guidelines suggest an average walking speed of 1.4m/s which equates to approximately 3mph, and hence the 1.6km catchment area relates to a maximum walking time of 19 minutes.

2.4.4 Figure 3 shows a 1.6km catchment isochrone from the centre of the site. It demonstrates that the residential areas of Selly Park, Selly Oak, Bournbrook and

southern Edgbaston are within walking distance of the site, as is the majority of the University of Birmingham. These locations are therefore available within a 19 minute walk from the site.

2.4.5 There are footways along both sides of Pebble Mill Road, Bristol Road and Pershore Road and signalised pedestrian crossings are provided at a number of locations on Bristol Road and Pershore Road. In particular, crossing facilities are located on both roads immediately north of the junctions with Pebble Mill Road.

2.4.6 As a result of the above, the site is accessible to pedestrians, and there are good opportunities for pedestrians to walk between the site and the surrounding areas.

2.5 Cycle based travel

2.5.1 PPG13 [2001] identifies cycling as having a “…potential to substitute for short car trips, particularly those under 5km, and to form part of a longer journey by public transport.” Figure 4 shows a five kilometres catchment, based on a straight line distance from the centre of the site. Based on this Birmingham City Centre, Bournville, Kings Heath, Harborne Moseley and Edgbaston are within cycling distance of the site.

2.5.2 Figure 5 identifies the cycle routes available in the vicinity of the site and shows that there are various cycle facilities in the area of the site; including surfaced off-road routes, canal towpaths and an advisory cycle network of roads.

2.5.3 The nearest route to the site is a surfaced off-road route to the east of Pershore Road between Birmingham and Selly Oak. This can be accessed 175 metres south of the junction with Pebble Mill Road. Also, the Rea Valley national cycle route connects Birmingham City Centre and King’s Norton Park and includes the surfaced off road cycle route to the east of Pershore Road.

2.5.4 In addition to the above, the Pebble Mill Science Park includes a proposal for a pedestrian/cycle route along the general route of the Bourne and Chad Brooks between Pebble Mill Road and Bristol Road. Condition C11 of the Section 73

planning permission requires this route to be available to cyclists at all times of the year.

2.5.5 As a result of the above it is concluded that there are good opportunities, with no real physical barriers, for cycle travel between the site and the surrounding areas.

2.6 Bus based travel

2.6.1 The ‘Guidelines for Planning For Public Transport In Developments’ [IHT, March 1999], state that “generally walking distances to bus stops in urban areas should be a maximum of 400m and preferably no more than 300m”. Figure 6 identifies the bus services available within the vicinity of the site.

2.6.2 Both the Bristol Road and the Pershore Road are strategic bus corridors routing between the city centre and southern areas of Birmingham. The closest stops on Bristol Road are located around 150 metres northwest of the site, with further stops approximately 170 metres south of the main site access to the Pebble Mill Science Park. Hence, these stops are available within approximately 2 minutes walk of the site.

2.6.3 The closest stops on Pershore Road are located to the southeast of the Pershore Road/Pebble Mill Road junction.

2.6.4 During weekday daytimes 32 services an hour run in each direction along Bristol Road, whilst 12 an hour run along Pershore Road. These are summarised in Table 1 for Bristol Road and Table 2 for the Pershore Road.

2.6.5 In addition, to the stops on Bristol Road and Pershore Road a bus stop is located directly opposite the site on the northern side of Pebble Mill Road. This is served by service No 146, which travels in the southeast bound direction only along Pebble Mill Road, but can also be caught on Bristol Road.

2.6.6 In summary, the site is located within the recommended walking distance of eight regular and frequent bus services, providing a combined total of 46 buses at peak hours in both directions.

2.6.7 It should also be noted that the possibility of relocating the existing bus stops on Bristol Road closer to the site access junction will be investigated with the bus companies and BCC.

2.7 Train based travel

2.7.1 The IHT publication ‘Guidelines for Planning for Public Transport in Developments’ (1999) states that “a significant difference between rail and bus served developments is that people have been found to be willing to walk about twice as far to an office from a station as from a bus stop; up to at least 800 metres”.

2.7.2 The nearest railway station is Selly Oak which is located approximately 1.8km/21 minutes walk from the site as shown on Figure 3. The University rail station is also located approximately 2.1km to the west of the site, which equates to a 25 minute walking time. Both of these stations are managed by London Midland and provide train services to locations such as Birmingham, Longbridge, Lichfield Trent Valley and Redditch. The network map showing all possible connections can be seen in Figure 7.

2.7.3 The train stations are situated beyond the desirable maximum walking distance from the site. However, it is considered that the level of rail services would encourage people to travel by this mode.

2.7.4 As shown on Figure 6 the number 61 and 63 bus services route past the site on Bristol Road and provide a link between Birmingham New Street train station, the site and Selly Oak train station. Table 1 identifies that these services operate with a 10 minute frequency throughout the day Monday to Saturday and approximately a 15 minute frequency in the evening. An analysis of the timetables of these services identifies that the journey between the site and Selly Oak train station using these bus services takes approximately 10 minutes.

2.7.5 Whilst bus services are available from the University rail station, they do not pass the site. However, passengers using this station could still choose to walk through the University grounds to reach the site which could be a more attractive route.

2.7.6 It should also be noted that the journey time between the site and New Street Station using the available bus services is approximately 20 minutes.

2.7.7 The numbers 61 and 63 bus services therefore provide an attractive link between the site and New Street and Selly Oak rail stations, which could encourage people to travel by rail to the site as part of a multi-modal journey. Similarly, the University rail station could be accessed by pedestrians walking through the university grounds.

2.8 Summary

2.8.1 The application site is located approximately 3.5km south of Birmingham City Centre. The Pebble Mill site is accessible to pedestrians and cyclists and there are good opportunities for people to walk and cycle between the site and the surrounding areas including Birmingham University.

2.8.2 The site is located within the recommended walking distance of eight regular and frequent bus services, providing a combined total of 46 buses at peak hours in both directions. The nearest railway station is Selly Oak which is located approximately 1.8km from the site, and the University rail station is located 2.1km to the west of the

site. Whilst, the train stations are situated beyond the desirable maximum walking distance from the site, the number 61 and 63 bus services provide a direct and convenient link between the site and the Selly Oak and Birmingham New Street train stations. It is considered that the level of rail services and the bus services connections to the site would encourage people to travel by this mode. The University rail station could also be accessed by pedestrians walking through the university grounds.

3.0 PROPOSED DEVELOPMENT

3.1 Development

3.1.1 The current proposals include for the relocation of the Birmingham Dental Hospital and School of Dentistry from its current located on St Chad's Queensway in Birmingham City Centre, to a facility at the Pebble Mill site which will provide up to 16,000sqm GFA of accommodation. This facility will replace 16,000sqm of the previously consented B1 floorspace at the Pebble Mill site.

3.1.2 The relocated Dental Hospital will have frontage towards Bristol Road and will therefore be primarily accessed via Bristol Road. The access arrangements are detailed in Section 3.2.

3.1.3 Car parking for the staff and patients would be provided at the new site, with an allowance for some student car parking. The car parking provision is examined in detail in Section 5.

3.2 Access

3.2.1 The main access to the Pebble Mill Science Park will be via a traffic signal controlled T-junction on the A38 Bristol Road, which has been constructed but has yet to become operational. A secondary Science Park access would be provided in the form of a priority controlled T-junction in the vicinity of the existing site access on Pebble Mill Road. The two access junctions would be connected via an internal spine road, which would be designed to improve permeability through the site, whilst limiting vehicle speeds and providing an attractive pedestrian environment. This spine road would provide the main access route for the Phase 1 medical facility traffic.

3.2.2 BWB Drawing Number BMT/252/001 revision P1 shows a preliminary layout for the proposed Pebble Mill Road/Science Park access junction. The proposed site access would have a carriageway width of 6.0 metres, with 6.0 metres kerb radii and 2.0 metres wide footways along either side. The junction will be in the form of a left-

in/left-out arrangement, and vehicles will be able to turn on Pebble Mill Road using the existing gaps in the central reservation located on either side of the access.

3.2.3 In addition to the main Pebble Mill Science Park accesses, it is proposed to retain and improve one of the existing accesses to provide the potential for a secondary access. The potential Pebble Mill Road/secondary access junction is shown in BWB Drawing Number BMT/252/002 revision P1 and is intended to provide potential end users with flexibility on the layout of the plot. The remaining existing site access would be closed.

3.2.4 In order to minimise the impact on trees and on-street parking, whilst also minimising the crossing distances for pedestrians routing via Pebble Mill Road, it is proposed to construct the radii for both accesses by building out onto Pebble Mill Road. This will also provide improved protection for parked vehicles by creating dedicated bays adjacent to the running lane.

4.0 TRAFFIC GENERATION

4.1 Modal splits

4.1.1 PPG13 requires developers and local planning authorities to place greater emphasis on travel by sustainable modes of transport, and therefore the use of modes such as walking, cycling and public transport should be promoted in priority to car use.

4.1.2 The DfT’s ‘Guidance on Transport Assessment’ suggests that to quantify the impact of a proposed development on the local transport system, the number of person trips for all modes of transport that are likely to be generated by the development should be calculated.

4.1.3 There are currently 447 staff and 671 students at the Dental Hospital. A travel questionnaire survey was undertaken in February 2011 to determine their current travel behaviour, as well as their proposed stated method of travel following the relocation. A total of 240 staff and 23 students completed the survey resulting in a response rate of 54% and 4% for the staff and students respectively.

4.1.5 The results identify that 61.3% of the staff currently travel by sustainable modes to the site, likely to be due to its central location and the limited number of dedicated parking spaces available for the staff. Following the relocation this would reduce to 50.8%, with the greatest reduction in the proportion travelling by train. There would be a corresponding increase in the numbers driving to the new site. However, the percentage travelling by bus would increase slightly as would the percentage cycling to the new site.

4.1.6 The survey results identify that students currently travel mainly by sustainable modes with 63.7% using public transport. The survey results indicate that following the relocation, there would be a reduction in the number travelling on foot and an increase in the number of car drivers.

4.1.7 However, from analysis of the students home postcode data it has been identified that students generally live close to the University or in the city near to the existing hospital location. It is likely that the students living in the city centre would have chosen to do so to enable them to walk to the hospital.

4.1.8 As students are a transient population it is probable that they will choose to live in the vicinity of their main place of study. Hence, following the relocation the students could live in a more convenient location near the Pebble Mill site and the university, rather than in the city, and hence could travel by sustainable modes.

4.1.9 A travel survey of the patients at the Dental Hospital was also undertaken on Thursday 17 February 2011. This survey comprised of a sample of patients arriving at the hospital being asked for their home postcode and to confirm how they had travelled so the site. A total of 287 patients were surveyed over the day.

4.1.11 The survey results identify a low proportion of patients walking to the hospital and this is likely to be a consequence of the Dental Hospital’s large catchment area. However, the results indicate that in total 47.4% of the patients travel by sustainable modes with 43.6% travelling by public transport.

4.2 Proposed use traffic generation

4.2.1 A survey of the number of people entering the Dental Hospital was also undertaken on Thursday 17 February 2011, to determine the arrival and departure patterns of staff, students and patients to the hospital. This survey recorded all movements through the main entrance, staff entrance and staff back entrance. The survey data is presented in Appendix A.

4.2.2 The relocated Dental Hospital would initially continue to provide the same level of service as it currently does, albeit in a modern and up-to-date facility. Hence, there would not be an increase in the number of staff or patients as a result of the relocation.

4.2.3 The survey at the main entrance recorded staff and students as well as patients and people who accompanied them to their appointment. The Dental Hospital has confirmed that on the day of the survey a total of 511 patients attended appointments. However no details are available of the number of staff and students at the hospital on the survey day or the number of people which accompanied the patients to their appointments.

4.2.4 As detailed above there are 447 full and part time staff which equates to 277 whole time equivalents (WTE). There are also 671 students in total and it has been assumed that a similar proportion as the staff attend the hospital on a daily basis, which equates to 416 students. Hence, on a typical day a total of 693 staff and students could be expected at the hospital.

4.2.5 The surveys recorded a total of 1,270 people entering the hospital between 0700 and 1200 hours, of which 401 were staff and students entering via the staff entrances. Hence, 292 staff and students would have entered the hospital via the main entrance. These staff and student trips have arranged throughout the period 0700 to 1200 hours using the profile of arrivals recorded at the staff entrances. The calculation is shown on Table 5.

4.2.6 Table 5 also shows the total staff and student movements through all entrances, and these trips have been factored in relation to the ratio of the number of staff and students to calculate the individual staff and student movements.

4.2.7 The travel survey results identified that currently 32.1% of staff drive to work and it has been assumed that 10% of students also drive. These percentages have been applied to the staff and student numbers shown on Table 5 to calculate the number of staff and student vehicles.

4.2.8 It should be noted that the survey results identified that some staff and students left the building during this period. However, it has been assumed that these trips relate to people taking short breaks and hence do not translate to vehicle trips.

4.2.9 A total of 511 patients attended appointments on the day of the survey. This number includes scheduled appointments as well as emergency drop in appointments and hence it is expected that more patients would visit the hospital during the morning session. Hence, to demonstrate a robust case for the patient parking demand it has been assumed that 66% of the appointments took place in the morning session, which equates to 340 patients.

4.2.10 The above analysis calculated that of the 1,270 people entering the hospital between 0700 and 1200 hours, 693 were staff and students. The remaining 578 trips were undertaken by patients and those accompanying them. The 340 patient arrivals have been extracted from these remaining trips, and have been distributed throughout the morning period using the recorded patient and visitor arrival profile. The patient car driver and car passenger (car parked) percentages, a total of 42.5%, were then applied to the patient movements to calculate the number of patient vehicles. This

accounts for all patients who drove themselves to the hospital and also those that were driven by someone else who accompanied them to their appointment.

4.2.11 A similar process as that detailed above has also been undertaken for the afternoon session of 1400 to 1900 hours, which is also shown on Table 5.

4.2.12 As detailed in Table 3 following the relocation the stated staff car driver modal split percentage would increase to 43.9%. The patient travel survey did not identify the modal split for patients driving to the new location. However, the staff travel survey identified the existing car driver modal split would increase by approximately 36%. As a result, to estimate the number of patient car drivers following the relocation it was assumed that the patient car driver and car passenger (car parked) percentages would also increase by 36%, i.e. from 42.5% to 57.8%.

4.2.13 The student modal split has been assumed to remain at 10% following the relocation, as some students will want to drive to continue to drive to the hospital.

4.2.14 Using the methodology detailed above and the stated modal splits, the maximum vehicles trips associated with the relocated hospital has been calculated and is shown on Table 6.

4.2.16 The above calculations are based on the stated and assumed car driver percentages following the relocation of the Dental Hospital. They do not include for the measures included for in the Travel Plan for the development, which seek to maximise travel by sustainable modes and hence reduce the number of car trips.

4.3 Future Dental Hospital proposals

4.3.1 As detailed above, the relocated Dental Hospital would initially continue to provide the same level of service as it currently does, which would not result in an increase in the number of staff or patients.

4.3.2 The current Business Plan for the Dental Hospital identifies that there could be between 0.0% and 1.5% growth in the number of patients attending the Dental Hospital per annum. There could also be a corresponding slight increase in the number of staff.

4.3.3 The Dental Hospital offers services primarily based on the number of Dental Chairs, which are used for consultation and treatments. It is anticipated that any additional growth would not be accommodated through the provision of additional Dental Chairs; instead the Dental Hospital would provide additional clinical sessions, outside of their current working hours. Hence, they would be able to see more patients using the same number of Dental Chairs.

4.3.4 As a result, the Dental Hospital could offer appointments later in the day for patients who are unable to get to the Hospital during the working day. Whilst the details of these additional clinics have not yet been determined, it is understood that they could be provided by the Hospital being open later one night a week or on several days. Hence as the additional patient arrivals and departures would take place of an evening outside of the peak hours, it would not affect the peak hour vehicle movements or the car parking demand.

4.4 Consented use traffic generation

4.4.1 The peak hour traffic generation of 16,000sqm of consented floorspace was based on the vehicle trip rates contained within the Transport Assessment submitted in support of the original planning application in 2003.

4.4.2 The trip rates and corresponding consented traffic generation has been agreed with BCC and is shown on Table 8.

4.5 Net traffic generation

4.5.2 Hence the relocated Dental Hospital would result in a significant reduction in the morning and evening peak hours compared to the consented use at the site.

5.0 CAR PARKING

5.1 Parking demand

5.1.1 Table 5 identifies the number of staff, student and patient vehicle trips associated with the current location of the Dental Hospital. This results in a parking demand for 86 staff spaces, 41 student spaces and 61 patient car parking. To accommodate any additional visitors to the hospital not associated with a visiting patient it is recommended that an additional 10 spaces are provided. Hence, on a typical day there would be a maximum car parking demand for 198 parking spaces.

5.1.2 Table 6 show the calculation of the traffic generation of the Dental Hospital following the relocation based on the stated modal splits identified from the travel surveys. This identifies a potential maximum parking demand of 254 spaces which comprises 117 staff spaces, 41 student spaces, 86 patient spaces and 10 visitor spaces.

5.1.3 The Travel Plan identifies a number of measures which will be implemented to encourage sustainable travel to the new site and to reduce the number of car trips and hence the car parking demand. The Travel Plan identifies a target modal split for the staff car drivers of 36.2% which is an increase from the existing 32.1% modal share but less than the stated 43.9%. Table 10 identifies that this results in a demand for 97 staff spaces.

5.1.4 Similarly, The Travel Plan also identifies a target modal split for the number of patients driving or being driven to the new site of 49.3% compared to the existing 42.5%. Table 10 identifies that this results in a patient parking demand of 76 spaces.

5.1.5 In summary, Table 10 identifies that based on the target modal splits there would be a total demand for 224 parking spaces, comprising 97 staff spaces, 41 student spaces, 76 patient spaces and 10 visitor spaces.

5.1.6 The current, stated and target demand for the car parking spaces by staff, students and patients is summarised on Table 11.

5.2 Car parking provision

5.2.1 BCC parking standards are stated in their ‘Car Parking Guidelines’ Draft Supplementary Planning Guidance August 2010’ document. It identifies the maximum parking standards to be as follows: • Hospitals (Use class C2) o one space per two staff o one space per two beds. • Doctors/Dental Surgeries and Health Centres (Use Class D1) o four spaces per consulting room o one space per treatment room.

5.2.2 Based on the standards for hospitals and 277 WTE staff at the Dental Hospital a maximum of 139 staff parking spaces could be provided. Hence the target provision of 97 spaces should be acceptable.

5.2.3 With regards to the standards for patients, the Dental Hospital offers services primarily based on the number of Dental Chairs, rather than beds. The Dental Hospital has confirmed that the Dental Chairs are used for consultation and treatments, and that appointments generally last between 30 minutes and 90 minutes. The standards for Doctors/Dental Surgeries and Health Centres are based on a higher turnover of patients in the consulting rooms, as appointments do not last as long. Therefore, a more suitable parking standard for a facility which operates with longer appointment times would be between one and four spaces per consulting room.

5.2.4 Therefore, assuming a typical appointment time at the Dental Hospital of an hour, patients would be unlikely to arrive more than 30 minutes for their appointment. Hence, two spaces per chair would be sufficient to accommodate the turnover of patients if all patients travel by car. It is anticipated that approximately 150 could be

provided at the new location, and hence this would result in a maximum parking demand of 300 patient spaces, assuming all patients travel by car.

5.2.5 The Department of Health’s ‘Health Technical Memorandum 07-03 – Transport management and car parking’ document includes a matrix to calculate the car parking provision at a medical centre site. The matrix is set up to calculate the parking demand for staff and patients at Acute and Primary Care Trust facilities. The matrix identifies the following parking standards for patients: • Acute o one space per two beds o two space per consulting room. • Primary care o three spaces per consulting room.

5.2.6 Whilst the Dental Hospital does not fit into either of these categories, the matrix standards identify that assuming a maximum standard of two spaces per chair would be appropriate. As a result of the above analysis, the provision of 86 parking spaces for patients and visitors should be acceptable.

5.2.7 BCC has previously raised concerns that development at Pebble Mill could result in an increase in on-street car parking on the roads surrounding the site. Hence, prior to the relocation parking surveys will be undertaken on the roads surrounding the site to determine the existing level of on-street parking. Three months after the relocation the surveys will be repeated to determine whether there has been an increase in on- street parking. Should there be a significant increase additional measures will be introduced in the Travel Plan to mitigate the increase.

6.0 SUMMARY AND CONCLUSIONS

6.1 BWB Consulting Limited was commissioned by Birmingham Community Health Care NHS Trust to provide transport and highways advice in support of an outline planning application for the relocation of the Birmingham Dental Hospital and School of Dentistry to the site of the former BBC Pebble Mill Studios in Birmingham.

6.2 The application site is located approximately 3.5km south of Birmingham City Centre. The Pebble Mill site is accessible to pedestrians and cyclists and there are good opportunities for people to walk and cycle between the site and the surrounding areas including Birmingham University.

6.3 The site is located within the recommended walking distance of eight regular and frequent bus services, providing a combined total of 46 buses at peak hours in both directions. The nearest railway station is Selly Oak which is located approximately 1.8km from the site, and the University rail station is located 2.1km to the west of the site. Whilst, the train stations are situated beyond the desirable maximum walking distance from the site, the number 61 and 63 bus services provide a direct and convenient link between the site and the Selly Oak and Birmingham New Street train stations. It is considered that the level of rail services and the bus services connections to the site would encourage people to travel by this mode. The University rail station could also be accessed by pedestrians walking through the university grounds.

6.4 The current proposals include for the relocation of the Birmingham Dental Hospital and School of Dentistry from its current located on St Chad's Queensway in Birmingham City Centre, to a facility at the Pebble Mill site which will provide up to 16,000sqm GFA of accommodation. This facility will therefore replace 16,000sqm of the previously consented B1 floorspace at the Pebble Mill site.

6.5 The trip generation for the relocated Dental Hospital was calculated based on the results of travel surveys of the current staff, students and patients. These traffic flows were compared with the traffic generation of 16,000sqm of the consented B1 use floorspace at the Pebble Mill site. It was calculated that the relocated Dental

Hospital would result in a significant reduction in the morning and evening peak hours, compared to the consented use at the site.

6.6 The Dental Hospital could also offer additional appointments for longer periods in the day thereby further reducing the peak hour traffic flows.

6.7 The existing and stated staff and patient car parking demands have been calculated based on the results of the staff and patient travel surveys. The level of car parking to be provided at the Pebble Mill site has been calculated based on these results and the target modal shares identified in the Travel Plan, as is within the maximum allowable based on the parking standards.

6.8 Overall, the proposed relocation of the Dental Hospital would result in a reduction in traffic flows compared to the consented uses at the site and a suitable level of car parking will be provided to accommodate the anticipated demand. Hence, the proposed development should be acceptable to BCC in highways terms.
