CHICHESTER DISTRICT COUNCIL ELECTIONS 7 MAY 2015 NICK THOMAS DENISE KNIGHTLEY The local choice for Plaistow Ward Including Loxwood, Lurgashall, Northchapel and Ifold Denise Knightley Denise and her family moved to Ifold in 2004. They take an active interest in the community and support the local businesses and facilities. Denise sings with the Plaistow church choir and her husband has been captain at Foxbridge Golf Club for the past two years. Denise graduated with double honours in Literature and French Language and went on to obtain a PGCE. She worked in her family shipping business and ran her own chain of travel agencies for fourteen years before settling on a career lecturing in Higher Education. Denise has served as a Parish Councillor and School Governor and she is a volunteer for the charity “Pets as Therapy” on the Read2Dogs scheme. Denise can be contacted at [email protected] or 07469 987684 Nick Thomas Nick retired to Midhurst in 2000. He was elected to Chichester District Council In 2007 and appointed Cabinet Member for Sports, Culture and Tourism, a role he fulfilled for four years. His duties included endorsing grants to Northchapel and Loxwood Football Clubs. Nick strongly supports preservation of the countryside and resistance to inappropriate planning initiatives. He believes in proper care of the elderly and vulnerable in the community. He is a keen sportsman and favours promoting sports for all age groups, and certainly the younger children, especially in post Olympic years. As an active retired person, Nick has time to commit fully to being a proactive Councillor on behalf of Plaistow ward and to deal with local issues. Neighbourhood Development Plans Background Paper South Downs Local Plan March 2018 1. NEIGHBOURHOOD DEVELOPMENT PLAN UPDATE FOR THE SOUTH DOWNS LOCAL PLAN 1.1 This paper provides an overview of the status of Neighbourhood Development Plans (NDPs) across the National Park at the point of submission of the South Downs Local Plan. NDPs are being prepared by many communities across the National Park and localism within a protected landscape has presented a range of challenges and opportunities. The National Park Authority is fully supportive of all parish and town councils that have expressed an interest in preparing an NDP for their community. 1.2 As of 31 March 2018, there were a total of 52 designated neighbourhood areas across the National Park. Many of these straddle the boundary of the National Park. Where the main settlement is within the National Park, the SDNPA is the lead Local Planning Authority for supporting the community in preparing a NDP. Across the National Park, 21 NDPs have been made and are now part of the Development Plan. The details of all 52 neighbourhood areas is set out in Appendix 1, which includes the latest key milestone reached by each plan as of 31 March 2018. All designated Neighbourhood Areas are shown on a map in Appendix 2. 1.3 It is important that all of the National Park is planned for. The South Downs Local Plan (SDLP) does not generally allocate any development in parishes with an NDP. Exceptions to this are strategic sites / strategic housing allocations, or where a NDP itself does not allocate sites to meet SDLP provisions, for example, Findon.

The meadow alongside is maintained as mown grassland. There is a public footbridge (that appears on historic maps) on the Public Right of Way (Path Number: 624_1) and crosses the River Lox. There is also a ornamental, wooden footbridge (not historic) across the lake on the Western side. The area includes designated Ancient Woodland areas located to the rear of adjoining residential properties sited on the historic road of The Drive, the majority of which is classified as a public footpath and which is part of Headfoldswood Ancient Woodland and includes lone veteran trees.

From the outset, it is imperative that the Planning Officer recognises that the water supply in the Loxwood area is highly stressed and a critical factor to be considered when determining this application which cannot be ignored. This application will inevitably exacerbate the current water situation in the area. Plaistow and Ifold Parish Council respectfully refers the Planning Officer to the open letter of Mrs Janet Cheesley, Chartered Town Planner specialising in the examination of Neighbourhood Development Plans and currently undertaking the independent examination of Plaistow and Ifold Parish’s Plan. The letter is attached for ease of reference. You will note that Natural England has concern over the accumulative impact on fresh water supplies in the North Sussex area from unsustainable extraction at Hardham in Pulborough and the potential adverse impact on the sensitive Arun Valley, which has Special Protection Areas (SPA), Special Area of Conservation (SAC) and Ramsar designations. This statement from Natural England came out of a review of Loxwood Parish Council’s Neighbourhood Plan. The ramifications of Natural England’s statement are far reaching and impact Chichester District Council’s Local Plan generally. Consequently, the Parish Council respectfully requests that the Planning Officer contacts Valarie Dobson, Principal Planning Officer at Chichester District Council, to ascertain the significant ramifications of Natural England’s statement and the content of this open letter on CDC’s Local Plan and the legal advice the District Council are currently seeking.
