George William McLaughlin, born 17 Feb 1869, and the older brother of Robert Samuel (born September 8, 1871) and the Vice President and Sales Manager of the 1907 McLaughlin Motor Works, Oshawa the forerunner of General Motors; (when his younger brother Robert was President and later of the 1919 General Motors Canada) until George retired in 1924 to return to his family’s farm. George McLaughlin donated the Athol Street Scout Hall building in 1942 and a Cabin Camp for the 7th Oshawa Scout Troop. This 7th Oshawa cabin was built on the Nesbit farm, on the east side of Ritson Road. The George McLaughlin farm was one concession south at 261Simoce St, Oshawa. George William McLaughlin died on 10 October 1942 and is interred in the Oshawa Union Cemetery so he never saw his 7th Oshawa Scout Camp Donation completed in 1943. Samuel Edward Mack Soanes was born on June 15, 1892 in Lindsay, Ontario. The 1St Oshawa Scout Group was founded in 1909 just two years after the birth of the Scouting movement in England by Lt. General Robert Stephenson Smyth Baden-Powell. Mack Soanes was the Secretary and later Treasurer of the Oshawa YMCA and the first Scoutmaster of this 1st Oshawa Scout Group. George McLaughlin was also the Secretary and Treasurer of the McLaughlin Motor Works and the Assistant Scoutmaster of this 1909 Scout Group (actually George McLaughlin would have been the Scoutmaster and Mack Soanes the Assistant because Mack was only 17 years old in 1909).In later years, in the 1920’s Mack Soanes was the Post Master of the Indian River Post Office.

    MUNICIPAL UPDATE Back In The Tower Again Angela Drennan THE SWEARING IN Toronto City Council was sworn in on December 4, 2018 to a Council Chamber full of family, friends and staff. The new Council is comprised of 25 Members including the Mayor, making it 26 (remember this now means to have an item passed at Council a majority +1 is needed, i.e. 14 votes). Councillor stalwart Frances Nunziata (Ward 5 York South Weston) was re-elected as the Speaker, a position she has held since 2010 and Councillor Shelley Carroll (Ward 17 Don Valley North) was elected as Deputy Speaker. The ceremonial meeting moved through the motions of pomp and circumstance with measured fanfare and Councillors, old and new, looking eager to get down to “real” work the next day during the official first meeting of City Council. Mayor Tory, during his first official address, stressed the need for Council consensus, not dissimilar to the previous term and reiterated his campaign positions on the dedication to build more affordable housing, address gun violence through youth programming and build transit, specifically the downtown relief line. Tory did suggest that the City still needs to take a financially prudent approach to future initiatives, as financial streams such as the land transfer tax have lessened due to a slower real estate market environment, a signal that cuts, reallocations or revenue tools will likely need to be revisited for debate during the term (the uploading of the TTC will help with the City’s financial burden, but isn’t enough).     The Office of Premier of Ontario 1945-2010: Who Really Advises? Patrice Dutil and Peter P. Constantinou This article focuses on the composition of the Ontario Premier’s office and uses an institutionalist approach to put the influence of advisors in context. It looks at expenditures attributed in the Public Accounts to the Premier’s Office and staffing. It assumes that the number of advisors and their placement in the decision-making hierarchy should have a material impact on the quantity and quality of the advice being received by the Premier. Among other things the articles 2013 CanLIIDocs 388 shows that the classic policy/administration divide was not clearly defined in Ontario. Instead it exhibits a back-and-forth habit of experimentation that depended on the personality of the prime minister, the capacities of political and bureaucratic advisors, and the stages of the governmental cycle. There have been discernible cycles in the hiring of political staff and in the growth of expenditures that would indicate the Premier’s Office was more concerned with campaign preparations and externalities than it was in rivaling bureaucratic influence.
