Los Angeles, CA 90040 Dear Mr. Oppenheim: Your recent lette- to President Carter concerning the accident at Three Mile Island Nuclear station Unit 2 and expressing your views on r.uclear power was referred to this agency for response. We appreciate your concerns and assure you that every effort is being made to ensure the continued protection of the health and safety of the public not only at the Three Mile Island Nuclear Station, but also at all nuclear power plants. We have taken or are taking a number of actions with respect to all nuclear power plants as a result of the Three Mile Island accident. Specifically, full-time inspectors have been assigned to each operating plant utilizing Babcock & Wilcox pressurized water reactors like those at Threa Mile Island. Ir addition, the licensees of all these plants which were not already shut down have voluntarily shut down their plants. We are issuing confirmatory orders to the licensees of all Babcock & Wilcox reactors like those at Three Mile Island to assure that necessary plant modifications, additional training and revised operating procedures will be effected prior to resuming operation. Licensees of all operating plants utilizing pressurized water reactors have - heen instructed to take specific actions with regard to the status of certain equipment, plant procedures, operator actions and facility designs. Licensees of all operating plants, including those utilizing boiling water reactors, have been instructed to provide us with additional information with regard to their facilities in light of the Three Mile Island accident. In addition, substantial effort is being expended within this agency to evaluate the factors which contributed to the Three Mile Island accident and to prevent a similar occurrance in the future. The mantle of your office carries an awe-inspiring burden which we hope that you will use in as humanitarian a way as possible regardless of political overtones. You have on your shoulders the responsibility for the welfare of the entire human race, and we look to you to announce immediately, in tones loud and clear, the implementation of actions that will restore the confidence of the people that our nuclear energy plants will operate without danger to the public health and safety. AftdAND OPP 1NMEM Mit SOE NT April 10, 1979 Nvn 2 The Honorable Jerry Brown Governor of California State Capitol Sacramento, California 95814 SUBJECT: The China Syndrome Dear Governor Brown: I must admit that although there has been an abundance of editorials and news items in the daily papers concerning the danger in the Three Mile Island nuclear power plant and the possibility of danger in our other nuclear plants, I did not really react until I saw the movie "The China Syndrome." The purpose of this letter is not to praise the movie, which incidentally happens to be one of the finest that I have ever seen. The acting of Jane Fonda and Jack Lemmon was superb as usual, and the direction of Mike Douglas was outstanding. More importantly - and I am sure I speak for everyone else who has seen the movie - it scared the living daylights out of me. I have greatly admired your stand wherein you asked the Commission to shut down the Rancho Seco plant until the NRC could assure us that the plant is safe and does not suffer from a serious generic defect. I would also urge you to request the shutdown of the San Onofre plant and prevent the Diablo Canyon plant from opening. It is contended by many of our experts that these two plants are situated near earthquake faults.
