RAJYA SABHA _______ SYNOPSIS OF DEBATE _______ (Proceedings other than Questions and Answers) _______ Tuesday, February 5, 2019 / Magha 16, 1940 (Saka) _______ Felicitations to Former & Sitting Members on being Conferred with Bharat Ratna and Padma Bhushan Award MR. CHAIRMAN: Hon. Members, as you all might be aware, Shri Pranab Mukherjee and Late Shri Nanaji Deshmukh, former Members of this House have been chosen for the Bharat Ratna Award for their distinguished service in the field of Public Affairs and Social Work respectively. Late Shri Kuldip Nayyar, a former Nominated Member of this House, Shri Hukmdeo Narayan Yadav, a former Member of this House and a sitting Member of Lok Sabha and Sardar Sukhdev Singh Dhindsa, a sitting Member of this House, have been chosen for the Padma Bhushan Award for their exemplary work in the field of Journalism and Public Affairs respectively. It is indeed a matter of great pride for this House that four of our former Members and a sitting Member have been chosen for the prestigious awards of the country. Shri Pranab Mukherjee, a veteran leader and a statesman par excellence, who later on adorned the office of the President of India, has been chosen this year for the conferment of the highest civilian award of the country. In a political career spanning five decades, Shri Mukherjee has occupied several key positions in the Government of India. Shri Mukherjee served as a Member of this ___________________________________________________ This Synopsis is not an authoritative record of the proceedings of the Rajya Sabha. 6 House for three consecutive terms, from 1969 to 1987 and again for two consecutive terms from 1993 to 2004. Late Shri Nanaji Deshmukh was a renowned social worker, who worked for the realization of the dream of total transformation through total development with people's initiative and participation in a number of villages of Uttar Pradesh, Bihar, Maharashtra and Madhya Pradesh. He was actively associated with the Bhoodan Movement started by Acharya Vinoba Bhave. Shri Nanaji Deshmukh was honoured with many awards including the Padma Vibhushan in 1999, National Citizen Award in 2001, Jeevan Gaurav Puraskar in 2003 and the Doctor of Letters by several universities for social service. Shri Nanaji Deshmukh was a Nominated Member of this House from November, 1999 to November, 2005. Late Shri Kuldip Nayyar, a veteran journalist, served as a Press Officer to Shri Govind Ballabh Pant and Shri Lal Bahadur Shastri, the then Union Home Ministers, from 1954 to 1964. During his long journalistic career, Shri Nayyar worked with various news agencies and media organizations in India and abroad. He also served as Professor Emeritus in the Department of Civics and Politics, Poona College, Bombay University. Shri Nayyar also served as the India's High Commissioner to the United Kingdom in 1990. Shri Kuldip Nayyar was a Nominated Member of this House, from August, 1997 to August, 2003. Shri Hukmdeo Narayan Yadav started his legislative career as a Member of the Bihar Legislative Assembly in the year 1967 and is presently a sitting Member of the Sixteenth Lok Sabha. Shri Yadav served as a Member of this House, from 1980 to 1986. In his long political career he has occupied several important portfolios in the Union Council of Ministers. He was also conferred the Outstanding Parliamentarian Award for the year 2014. Sardar Sukhdev Singh Dhindsa started his legislative career as a Member of Punjab Legislative Assembly in the year 1972 and remained a Member of that Assembly for three more terms. He has 7 served as a Minister in the Government of Punjab holding various portfolios. In 2004, he was elected as a Member of the Fourteenth Lok Sabha. He had served as a Cabinet Minister holding the portfolios of Urban Employment and Poverty Alleviation, Youth Affairs and Sports, Chemical and Fertilizers, and Mines in the Union Council of Ministers. Sardar Dhindsaji became a Member of this House for the first time in 1998. He was re-elected to this House in 2010 and 2016. He has also been a Founding Trustee and President of several charitable trusts. Sardar Sukhdev Singh Dhindsa's long and illustrious career with vast administrative as well as legislative experience stands testimony to his solemn dedication to public service and Indian polity. We are happy to be benefitted by his wisdom and experience as a sitting Member of this House.
