The decision was based on a study by the Norwegian statistician N. L. Hjort, who showed that in the period 1984–1994, there was a signifi- cant difference between 500-m times skated with a start in the inner and outer lanes. Since the introduction of the clap skate in the season 1997–1998, however, there has been a general feeling that this differ- ence is no longer significant. In this article we show that this is, in fact, the case. Keywords and Phrases: sports, clap skate, statistics. 1 Inner–outer lane problem A 500-m speed skating race is performed by pairs of skaters. A draw decides whether a skater starts in either the inner or the outer lane of the 400-m rink; see Figure 1. After the first curve, skaters change lanes at the ‘crossing line’. The second curve is the major cause of the difference in time between inner and outer starts.

    February 29, 2020 Hamar, Norway Takagi and Shinhama win historic Sprint titles "I think she's the greatest skater at this very moment, but she's a bit more modest herself" said Japan coach Johan de Wit (NED) about Miho Takagi (JPN). The 25-year-old from Obihiro won three distances at the ISU World Sprint Championships in Hamar, to take the title and thus hold both the World Sprint and the World Allround title on her list of honors. Last year's champion Nao Kodaira (JPN) took silver and Olga Fatkulina (RUS) bronze. Meanwhile, Ireen Wüst (NED) took the lead in the ladies' Allround tournament, which started on Saturday. In the men's Sprint tournament, Tatsuya Shinhama (JPN) followed Takagi's footsteps winning the title on Saturday. The 23-year-old sprinter was the first male skater from Japan to become World Sprint Champion since Akira Kuroiwa in 1987. Laurent Dubreuil (CAN) came second to take the first male Canadian World Sprint medal since Jeremy Wotherspoon in 2008 and Cha Min Kyu (KOR) seized bronze.     INTERNATIONAL SKATING UNION Communication No. 1513 Decisions of the ISU Council The ISU Council held meetings on June 15 and June 21-22, 2008 in Monaco. The following were among decisions taken by the Council during these meetings: 1. Avoiding Conflicts of Interest In the implementation of the results of the 52nd ISU Congress the Council has taken at its meeting held in Monte-Carlo on June 21, 2008 the following decision: ISU Communication No. 1481 on Avoiding Conflicts of Interest remains valid, however as per decision of the Congress the Recommendations made in paragraph 4 of this Communication shall not be strictly enforced. Nevertheless in the interest of the integrity of the ISU, ISU Office Holders and Officials they should be applied by the Members, ISU Office Holders and Officials to the extent reasonably possible. After the season 2008/2009 the Council will evaluate the experience gained at ISU and International Competitions and shall revise Communication N° 1481 accordingly. 2. KNSB Appeal Decision The Council considered the Appeal of KNSB concerning the results in the 1000m race for men (Division A) in the World Cup competition held in Calgary (CAN) on 18 November, 2007 and adopted the following decision: The appeal of KNSB against the results of the men’s 1000m race held in Calgary (CAN) on November 18, 2007 is sustained. The decision of the referee Jim McClements by which the original official times and results of the race were changed is hereby cancelled and these original results as signed by the Referee, announced and presented during the victory ceremony, are restored. These restored results are: 1st Denny Morrison (CAN) 1:07.25, 2nd Jeremy Wotherspoon (CAN) 1:07.31, 3rd Simon Kuipers (NED) 1:07.39, 4th Kyou-Hyuk Lee (KOR) 1:07.40, 5th Shani Davis (USA) 1:07.41.
