Taking part in the 2018/19 edition, the Singaporean youngster will kick off his campaign at the opening round, set to take place at the Dubai Autodrome from 15 to 17 November 2018. Frost’s return to the FIA-sanctioned winter series championship will see the youngster compete in 15 races over the three rounds on the 2018/19-race calendar. From Dubai, the second round in the series is set to take place at the Formula 1-spec Bahrain International Circuit from 6 to 8 December. The season finale will take place at the Madras Motor Race Track in Chennai, India from 8 to 10 February 2019. Measuring 5.39km in length, the FIA-sanctioned Grade 1 Dubai Autodrome circuit has the reputation as a highly technical circuit featuring a combination of high-speed straights and technical corners.     XVII ART AND CULTURE Schemes of Department Delhi Archives, Department of Archaeology, Sahitya Kala Parishad, Delhi Gazetteer, Language Department and five Language academies, viz., Hindi, Urdu, Punjabi, Sanskrit, and Sindhi are included under this sector. The Archives Department is entrusted with the collection of old records of the offices and Departments in Government of Delhi, acquisition of documents, manuscripts, paintings and rare books etc., depicting the history of Delhi for proper preservation, maintenance and upkeep for administrative reference and historical research. The ancient monuments which do not come within the preview of Archaeological survey of India are being maintained by the Archaeology department. The Sahitya Kala Parishad promotes Indian Art & Culture and co-ordinates literary activities in Indian languages. The language department was established in 1961 to ensure progressive use of Hindi in the official work of the Government and to provide necessary safe-guards to other recognized minority languages. The five academies, viz., Hindi, Punjabi, Urdu, Sanskrit and Sindhi are implementing various programmes for development of respective language, literature and culture and also project the composite linguistic culture of Delhi. Till Annual Plan 2003-04, the Grant-in-aid to SKP and Language Academies was being released on the basis of very old Pattern of Assistance prescribed by Govt. of India in Seventies & Eighties. From Annual Plan 2004-05, the GIA shall be released on the basis of new Pattern of Assistance approved by Finance Department of Govt. of Delhi.     Sudan Jean-Nicolas Bach and Clément Deshayes Sudanese internal politics remained tense, both within the regime and in its rela- tions with many sectors of society. Within the regime, President Omar al-Bashir announced the formation of a new government emerging from the ‘National Dia- logue’. But the composition of and participants in this Government of National Accord (or Consensus) were far from representing a solid basis for peaceful political competition. Tensions also remained very high within many segments of society, particularly student movements and (armed) groups in peripheral regions. Hun- dreds of political prisoners remained in jail. Tensions reached their peak in Darfur in May, when a joint attack was launched by rebel groups based in Libya (SLA/Minni Minawi) and South Sudan (SLA/Transi- tion Council). They were repelled but the attack sent a message to the international community that the Darfur war was not over. An end to the war was one of the preconditions raised by the US in 2016–17 for lifting its sanctions on Sudan, imposed back in 1997. The negotiations during the year and the eventual lifting of the sanc- tions in October made 2017 a very important year. Sudan had a broader policy aimed at normalising Khartoum’s foreign relations.
