The overall goal ofthe AES is to preserve and enhance the integrity, health, biodiversity and productivity ofour Arctic ecosystems for the benefit ofpresent and future generations. Four specific programs address some ofthe key environmental challenges: they are waste cleanup, contaminants, water management, and environment and economy integration. The programs are managed by the Northern Affairs Program ofthe Department of Indian Affairs and Northern Development (DIAND); however, there is a strong emphasis on partnerships with northern stakeholders including Native organizations, other federal departments and the territorial governments. The AES Action on Water Program specifically strives to enhance the protection ofnorthern freshwaters through improved knowledge and decision-making. Water Resources managers in the Yukon and the Northwest Territories administer this Program which focuses on freshwater aquatic ecosystems. This report is the first detailed compilation ofstudies.conducted under the AES Action on Water Program. It covers work done from 1991 to 1994. Many studies have been concluded, while others are ongoing. Although data may not be available for all studies, or results are preliminary at this time, this report presents detailed background, objectives and methodology.

PREFACE The preparation of the report "The Conservation Value of Sacred Sites of Indigenous Peoples of the Arctic: A Case Study in Northern Russia" was a joint venture between the Russian Association of Indigenous Peoples of the North (RAIPON), Conservation of Arctic Flora and Fauna (CAFF), the Arctic Council Indigenous Peoples Secretariat (IPS) and the Danish Environmental Protection Agency (DEPA), which funded the project. With RAIPON in the lead of project implementation, CAFF and IPS provided technical assistance, especially regarding the project's international aspects. We view this project as an example of capacity building at its best and are grateful to the many experts and individuals that contributed to it, including Mikkail Todishev, Peter Billie Larsen, and Alona Yetimenko. Working with indigenous communities, organisations and researchers in the Yamal and Koryak Autonomous Okrugs, we had a unique opportunity to address conservation and cultural heritage on a large scale. After a general introduction, the report provides a Russian context and describes the research findings. This is followed by an overview of international instruments for protection of cultural heritage, and a thematic analysis aimed at answering the questions posed by the project.

Northern landscapes associated with oral tra- ditions provide rich contexts for understanding archaeological features and their spatial and temporal distribution. At the same time, traditional knowledge, includ- ing place names, is supported by the persistence of an integral archaeological landscape. The lower Kazan River, Nunavut Territory, Canada, preserves a record of land use for a hunting-trapping society in archaeological remains and tradi- tional knowledge. The record shows that traditions of knowledge are manifest in the archaeological landscape. These traditions include commemoration of peo- ple and events in monuments, enduring practices (land skills) that are associated with a “traditional” time, and principles of spatial differentiation and orientation based on relations between people and caribou.
