• MDH Operates Eleven Active In-Patient and Residential Facilities throughout the State of and Maintains Five Closed Facility Properties across Three Administrations.

• Behavioral Health Administration (BHA) Operates five in-patient psychiatric facilities for adults and two Regional Institutes for Children and Adolescents (RICA). Maintains three closed facilities.

• Developmental Disabilities Administration (DDA) Operates two State Residential Centers. Maintains two closed facilities.

• Chronic Disease Services Administration (CDS) Operates two chronic-disease hospitals that also have nursing care units

3 The Eastern Shore Hospital Center (ESHC)

MDH BHA Operating Facility

• Its mission is to provide the highest quality inpatient mental health services for adults age 18 and older.

• Accredited by the Joint Commission and is certified by the Centers for Medicare and Medicaid Services.

• Three 20-bed psychiatric units: admissions, transitional care, and long term care, and one 18-bed assisted living unit

• Built 2001

• 22 Acre Site

• 108,000 Sq. Ft. Facility 4 Thomas B. Finan Center (TBFC)

MDH BHA Operating Facility

• Multi-purpose psychiatric hospital operating 88 beds

• Specialized evaluation and treatment services are available for adult and geriatric psychiatric patients.

• Located near the Allegany County Health Department, the Western Maryland Health System, and Constitution Park. Local bus service to the Center's door makes access to these facilities and the City of Cumberland much easier for patients.​

5 Clifton T. Perkins Hospital (CTPHC):

MDH BHA Operating Facility

• Maximum Security Facility.

• CTPHC receives patients requiring psychiatric evaluation who have been accused of felonies and have raised the Not Criminally Responsible (NCR) defense and/or their Competency to Stand Trial is in question. Provides treatment to offenders who have been adjudicated as Not Criminally Responsible (NCR) and/or Incompetent to Stand Trial (IST) and CTPHC accepts, felony inmates from correctional facilities who meet the criteria for involuntary commitment (IVA).

6 Regional Institute for Children and Adolescents

MDH BHA Operating Facility

• RICA-Baltimore is a mental health residential treatment facility in Baltimore City.

• Serves adolescents from the central Maryland region, tEastern Shore, and parts of Western Maryland.

• Staffed by qualified multidisciplinary treatment teams, providing treatment and educational programs for adolescent boys and girls aged 12 to 18 who are experiencing emotional, behavioral and learning difficulties.

• Est. 1973

• Built 1995/96

• 35 Acre Site

• 163,389 Sq. Ft. Facility 7 John L. Gildner Regional Institute for Children and Adolescents

MDH BHA Operating Facility

• Provides treatment and education services to children and adolescents severe emotional disabilities from Carroll, Frederick, Howard, Montgomery, Prince George's and Washington counties.

• Program services include psychiatric evaluation and treatment; 24-hour nursing and residential services; individual, group, and family therapy; crisis intervention; special education; extended year education program; alternative learning center; rehabilitation services; and community integration.

• Educational services are provided by the Montgomery County Department of Education.

• Funded to serve an average daily population of 80 young people in residence and 100 children between the ages of 10 and 18 in day treatment.

• Built 1979

MDH BHA Operating Facility

• Regional psychiatric hospital first opened in 1896.

• Provides a wide range of clinical services for the treatment of persons with mental illness.

• In agreements with colleges and universities nationwide provides internships, education and training for counselors, dance therapists, dieticians, medical students, music therapists, nurses, occupational therapists, psychiatric residents, psychologists, recreational therapists and social workers.

• Est. 1896, Campus evolved over multiple decades. Some parcels have been transferred to other entities.

• 392 Acre Site.

• 760,239 Sq. Ft. of built space over multiple buildings.

9 Spring Grove Hospital Center (SGHC)

MDH BHA Operating Facility

• Regional psychiatric hospital first opened in 1797.

• Provides a wide range of clinical services for the treatment of persons with mental illness.

• 375-bed complex that provides a broad spectrum of inpatient psychiatric services to adults and adolescents, as well as comprehensive residential psychiatric services to adults.

• 189 Acre Site

• 984,063 Sq. Ft. of built space over multiple buildings.

11 Developmental Disabilities Administration (DDA):

12 Developmental Disabilities Administration (DDA):

Secure Evaluation & Therapeutic Treatment (SETT) Program :

• The SETT program provides evaluation and assessment services, as well as active treatment to people with intellectual disabilities and court involvement within a secure and safe environment.

• Direct case consultation and assistance is provided to both criminal justice and human services staff regarding people with intellectual disabilities involved with the criminal justice system.

• Springfield Hospital Center: Sykesville, Maryland

13 Holly Center:

MDH DDA Operating Facility: Salisbury, Maryland

Provides direct service to individuals with developmental disabilities while working to integrate these individuals into less restrictive settings in the community.

Provides patient services including vocational, educational, medical, dental, physical therapy, occupational therapy, speech language, audiological, psychological, psychiatric, neurological, physiatry, dietary, recreational activities, respiratory and 24-hour nursing.

14 Potomac Center:

MDH DDA Operating Facility: Hagerstown, Maryland

• Provides short-term therapeutic and residential environment for individuals 18 years and older with intellectual disabilities who are deemed to be in need of active treatment, who have an IQ of 69 or less, and there are not less restrictive options available.

• Built 1978

11 Chronic Disease Services Administration (CDS):

Provides a continuous range of care from acute general hospitalization to freestanding nursing homes.

Operates two chronic care hospitals. Distinguished from other types of post-acute care by the severity and complexity of the patient’s medical condition including but not limited too renal failure issues requiring dialysis and severe brain injuries.

16 Deer’s Head Hospital Center (DHHC):

MDH CDS Operating Facility: Salisbury, Maryland

Provides outcome oriented, comprehensive management of complex medical conditions

Specializing in medically complex patient care, inpatient and outpatient dialysis, and skilled/long-term-care.

27-bed chronic ward is staffed for 14 patients. Three wards with 87 comprehensive care beds are staffed for 58 patients. Two former patient wards are now used for other functions. Ward 2-North in the main hospital building is leased to Costal Hospice.

17 Western Maryland Hospital Center (WMHC): MDH CDS Operating Facility

• Specializes in rehabilitation and provide patient-centered, comprehensive healthcare and rehabilitation services for the clinically complex patient and resident. • Brain Injury Program at WMHC is a dedicated inpatient unit offering short- and long-term acute rehabilitation designed to meet the needs of individuals who are ventilator dependent, require frequent intervention, rehabilitation, peritoneal dialysis, total parenteral nutrition, or special isolation. • Any number of diagnosis and co-morbidities are accepted into the Specialty Hospital • Built 1957 • 209,000 Sq.
