All rights reserved. 1 | 18 European Parliament Elections 2014 1.0 Introduction This briefing is part of DeHavilland EU’s Foresight Report series on the 2014 European elections and provides a preliminary overview of the candidates standing in the UK for election to the European Parliament in 2014. In the United Kingdom, the election for the country’s 73 Members of the European Parliament will be held on Thursday 22 May 2014. The elections come at a crucial junction for UK-EU relations, and are likely to have far-reaching consequences for the UK’s relationship with the rest of Europe: a surge in support for the UK Independence Party (UKIP) could lead to a Britain that is increasingly dis-engaged from the EU policy-making process. In parallel, the current UK Government is also conducting a review of the EU’s powers and Prime Minister David Cameron has repeatedly pushed for a ‘repatriation’ of powers from the European to the national level. These long-term political developments aside, the elections will also have more direct and tangible consequences. -

EU Neoliberalism at Bay | 67 EU Neoliberalism at Bay: Social Democratic Renewal or Populist Economic Nationalism? Bryn Jones1 ABSTRACT: After rescuing banks and financial markets from their financial recklessness, the European Union continues with neo-liberal globalism while diminishing social protection and state interventionism. Successive treaties and increasingly re- strictive rules for the Eurozone currency system entailed fiscal austerity. The Greek debt crisis of 2015-16 and protest move- ment such as Occupy! and the Indignados signalled subsequent electoral volatility across Europe. Though constitutionally unre- lated to Eurozone restrictions, the UK’s Brexit revolt expresses similar antipathies. In different ways, Italy’s radical right and populist coalition government, the Pandora’s Box of Brexit and a radicalized UK Labour Party pose new, acute threats to neolib- eral stasis and, potentially, to pillars of the EU regime. National politics hover uncertainly between aspirations for new forms of social democracy and more dynamic forms of right-wing radi- calism embracing ethnic discrimination, economic and cultural nationalism and, potentially, authoritarian 'post-democratic' governance. This analysis dissects right and left populisms in It- aly and the UK to ask whether either of these currents might revitalize or subvert liberal parliamentary democracy, break with neoliberalism, or merely support its continuation. Brexit: initial reflections ANAND MENON AND JOHN-PAUL SALTER* At around four-thirty on the morning of 24 June 2016, the media began to announce that the British people had voted to leave the European Union. As the final results came in, it emerged that the pro-Brexit campaign had garnered 51.9 per cent of the votes cast and prevailed by a margin of 1,269,501 votes. For the first time in its history, a member state had voted to quit the EU. The outcome of the referendum reflected the confluence of several long- term and more contingent factors. In part, it represented the culmination of a longstanding tension in British politics between, on the one hand, London’s relative effectiveness in shaping European integration to match its own prefer- ences and, on the other, political diffidence when it came to trumpeting such success. This paradox, in turn, resulted from longstanding intraparty divisions over Britain’s relationship with the EU, which have hamstrung such attempts as there have been to make a positive case for British EU membership. The media found it more worthwhile to pour a stream of anti-EU invective into the resulting vacuum rather than critically engage with the issue, let alone highlight the benefits of membership. Consequently, public opinion remained lukewarm at best, treated to a diet of more or less combative and Eurosceptic political rhetoric, much of which disguised a far different reality. The result was also a consequence of the referendum campaign itself. The strategy pursued by Prime Minister David Cameron—of adopting a critical stance towards the EU, promising a referendum, and ultimately campaigning for continued membership—failed. -

The crucial differences are first, that UKIP have not experienced the decline in support in general election polling that they normally do after a European election. On the contrary, they are now consistently placed in third position in polls of general election vote intentions. Second, their ratings in polls of European election vote intention are some ten points higher on average than they were in the run up to the 2009 contest for seats in the European Parliament (EP). Third, they have more than double the number of members and a much better, even if still small base in local councils having secured 147 seats in the 2013 local elections. Fourth, while they have benefitted in the past from Conservative supporters lending UKIP their vote, they are in an even better position to do so this time around given that the Tories are now in government. On top of that, if UKIP’s campaign to win even more support from working class voters is successful, they will make headway in areas where Labour are traditionally strong. The presence of the Liberal Democrats in government alongside the collapse of the BNP add to the auspicious conditions for UKIP in 2014. -

The remoaner queen under attack: the trolling of Gina Miller What happens when a private individual takes on a very public cause? Amy Binns and John Mair examine how the case of Gina Miller demonstrates how fast social media can whip up a storm of abuse Gina Miller shot to fame after taking the British government to court for attempting to force through Article 50, the mechanism, which started the Brexit process. It was a case that, like the 2016 Referendum itself, polarised Britain. While Leavers were outraged that their vote to exit the EU was not the final word, Remainers watched with bated breath in hope that their disaster could turn to triumph. In the middle was the previously unknown financier Gina Miller. Articulate, photogenic and unafraid to comment on a controversial issue, she might have been made for the media. Widespread coverage led to her becoming a hate figure online, with two men arrested for making threats to kill her. In her own words, in her book Rise (Miller, 2018), she outlines the hate her campaign had generated: “Over the past two years I’ve been the target of extreme bullying and racist abuse. Ever since I took the UK government to court for attempting to force through Article 50, the mechanism for starting Brexit which would have led to the nation leaving the European union without Parliamentary consent, I live in fear of attacks. “I receive anonymous death threats almost every day. Strangers have informed me graphically that they want to gang rape me and slit the throats of my children, how the colour of my skin means I am nothing more than an ape, a whore, a piece of shit that deserves to be trodden into the gutter.” This study analyses 18,036 tweets, which include the username @thatginamiller, from October 1, 2016 to February 27, 2017, from just before the opening of her High Court case to beyond the Supreme Court ruling on January 26 .
