INTRODUCTION:

The Keelboat Fleet at Indianapolis Sailing Club focuses on building camaraderie among sailors in the Keelboat Fleet while offering interesting racing to participants. Sailing on Geist Reservoir the courses are often short. Short course racing helps to build boat handling skills in beginning racers as well as providing experienced racing crews challenging wind conditions. The boats in the fleet range from a Phil Bolger, Mary Jane 23 to modern popular small keelboat designs. Using the Performance Handicap Racing Fleet (PHRF) ratings ensures competitive racing for a wide range of designs. A Handicapping Committee reviews handicaps for boats in the fleet to ensure that ratings are consistently applied across the fleet.

This manual describes the procedures and processes used within the Keelboat Fleet to administer its rules and ensure that we remain focused on providing fun; family oriented racing that is the cornerstone of the Indianapolis Sailing Club. It is the intent of the Keelboat Fleet to foster recreational racing opportunities that will be fun for all participants.

Questions should be directed to the Keelboat Fleet Captain or anyone on the PHRF Handicapping Committee. Remember it is every boat owner’s responsibility to read and understand this manual.

Weather on Geist Reservoir

Weather on Geist Reservoir can be unpredictable. Severe weather can come up very quickly resulting in gusty and shifty wind conditions. While this is a small body of water, Keelboat Fleet members are advised to exercise prudent judgment when sailing these waters. Current weather forecasts can be obtained from a number of sources. Mt. Comfort airport is located 11 miles from the Indianapolis Sailing Club and provides current weather conditions by calling (317) 335-3037. Additionally, you can do an internet search for current weather conditions. Indianapolis weather is broadcast by the National Weather Service on KEC-74, 162.550MHz.

PHRF Handicapping Committee

The PHRF Handicapping Committee has the responsibility for administering the rules, scoring, and handicapping of Keelboat Fleet races held within the Indianapolis Sailing Club. Members of the Handicapping Committee must possess an interest in learning about boat design and performance characteristics of a wide range of sailing vessels raced within the Keelboat Fleet.

Requirements for membership on the Committee include participation in conference calls, meetings, reviewing registration and applications for ratings,

Additionally members of the committee will periodically review the Keelboat Fleet rules, sailing instructions, and this manual to ensure that it contains current information.

The committee shall contain at least 7 members in good standing of the Keelboat Fleet.

2.0 HOW TO JOIN THE KEELBOAT FLEET

2.1 Obtain a PHRF Information Form (PI-Form) from the PHRF Handicapping Committee Chair or the Keelboat Fleet website (www.keelboatfleet.com). Fill in the requested data and send to PHRF Handicapping Committee Chair. 2.2 Send check for appropriate dues amount to:

2.3 Dues amounts are currently $20.00 for Owner/Co-Owner and $10.00 for Associate Members. Dues payments are due and payable upon joining the Keelboat Fleet and annually prior to April 1st. 2.4 Visiting Boat Owners are eligible to race in Keelboat Fleet Events by completing the PHRF Information Form and paying any applicable entry fees.

3.0 EXCHANGE OF OLD BOAT FOR NEW BOAT (OR USED BOAT NEWLY ACQUIRED)

3.1 Make out NEW PI-Form. 3.2 List sail number and name of old boat. 3.3 Send to your PHRF Handicapping Committee Chair. 3.4 If you have paid dues for current year, don't pay again.

4.0 ANNUAL DUES

4.1 Dues are $20.00 per Owner/Co-Owner. Each Co-Owner must pay annual dues. 4.2 Associate Member dues will be $10.00/Associate Member 4.3 Dues will be set on an annual basis by the Fleet Executive Committee at an amount designed to cover the anticipated costs associated with the Keelboat Fleet racing and social programs. 4.4 Checks payable to ISC KEELBOAT FLEET or money orders acceptable. NO CASH PLEASE 4.4 For present members, Annual Dues are payable by April 1st of each year. 4.5 For new members, Annual Dues must accompany the application. 4.6 For new members, joining after October 1st, dues will be credited towards the next season.

5.0 BOATS NOT ELIGIBLE FOR PHRF ARE:

5.1 Boats that do not comply with the ISC Keelboat Policies as indicated in the ISC Welcome Aboard.

5.2 A boat with a planing hull that uses crew weight predominantly for stability is also prohibited from racing in the PHRF fleet.

6.0 RATINGS

6.1 PHRF Ratings (Ratings) are assigned by the Handicapping Committee and are based upon the published average PHRF ratings plus any applicable credits/penalties and local area adjustments associated with information provided by the owner on the PI-Form. A member can look up comparable PHRF ratings by searching the internet and/or the US Sailing PHRF Handicap Listings. 6.2 Boats that do not have a PHRF handicap will be assigned a provisional handicap by the Committee. This provisional handicap may be adjusted during the course of the season by the Committee, if it deems necessary. Adjustments to an individual boat’s handicap by the committee will not constitute a requirement to rescore prior races but will apply to all subsequent races run.

7.0 PHILOSOPHIC BASIS OF PHRF RATINGS

7.1 The ratings and rating adjustments are intended to represent the as it is declared on the PI-Form and are not intended to favor one design over another. 7.2 The aim is to furnish each boat with a rating which fairly represents its racing speed, regardless of age, design or origin. All boats are assumed to be maintained in racing condition.

7.3 All ratings and rating adjustments are known to contain a "probable error" unknown in amount and direction. Whenever evidence indicates a change, corrections will be made so as to reduce the "probable error". These corrections may be made at any time without prior notice. 7.4 Because of "probable error" no rating is ever finally settled and PHRF is always open to new evidence. 7.5 PHRF Handicappers do not actually measure boats but rely on honesty and good will of owners to supply correct information. This works well, but other contestants are urged to protest or contact a Handicapper when violations are discovered. 7.6.1 If an owner makes a change in a PHRF rated boat, he is obligated to report the change to his Handicapper who will reflect the change in a changed rating. 7.7 Violations will result in adjustments and/or rescoring of the entire season or series.

8.0 SCRATCH SHEETS AND SUPPLEMENTS

8.1 Data from the PI-Forms are used to determine final handicaps and prepare scratch sheets used to score races. 8.2 The Scratch Sheet information is input into the scoring program used by the Keelboat Fleet and is deemed accurate as of the date of issue of the scratch sheet. The Scratch Sheet shall be posted on the Keelboat Fleet Bulletin Board at the Indianapolis Sailing Club as well as its website. 8.1 If changes are made to a boat’s rating, prior results will not be amended to reflect changes.

9.0 PERFORMANCE HANDICAP RACING FLEET (PHRF) RATINGS

9.1 When possible, PHRF ratings are assigned using the US Sailing PHRF average handicap with adjustments for deviations from the standard hull/standard sail configuration of the boat in question. 9.2 Boats that declare that they do not have a spinnaker shall be assigned the average Non-Spinnaker handicap. 9.3 Boat owners are encouraged to use PHRF-NE or LMPHRF handicap information to compare their assigned ratings. This is for informational purposes only for the owner to compare their rating to other boats. The Keelboat Fleet does not endorse another club’s ratings. 9.4 The PHRF Handicapping Committee will review actual race data periodically to determine if discrepancies exist for boats handicapped vs. their assigned ratings. If such discrepancies exist, then a boats rating may be adjusted at any time. Large variances in performance will not be considered in this evaluation. 9.5 The base or standard ratings of boats assumes the following: 9.5.1 – Spinnaker Pole or Whisker Pole length equal to 110% “J”. See diagram in Appendix E. 9.5.2 – Spinnaker Maximum Girth is 180% of J

9.5.3 – Spinnaker Maximum Luff is equal to ISP 9.5.4 – The largest headsail is 155% or less 9.5.5 - The boat is in racing condition 9.6 Adjustments to base handicaps are as follows: 9.6.1 – Headsail between 135% - 116% - 3 Second Credit 9.6.2 – Headsail between 115% - 0% - 6 Second Credit 9.6.3 – Roller Furler Credit – 6 Second Credit 9.6.4 – Other variations in Rig/Sail Dimensions will be adjusted by the Committee 9.6.5 – Spinnaker (Base Rating) or Non-Spinnaker Handicaps (NSHCP) will be assigned depending on the information provided on the PI-Form by the owner for boats with PHRF ratings above 200. 9.6.5.1 – An owner may switch from spinnaker to non-spinnaker or vice versa by resubmitting an amended PI-Form to the Handicapping Committee Chair. Such switches are only allowed at the start of a series that has not been sailed and will not affect any races already scored. All ISC races and regattas during the calendar period for the series will carry the same rating as assigned for the concurrent series. 9.7 Current boats in the fleet are represented in the following table. Base ratings assume no application of credits and are formulated using the current year PHRF data. Questions about specific ratings should be directed to the Handicapping Committee. The Handicapping Committee reserves the right to exercise its judgment in handicapping a specific boat to ensure parity within the Keelboat Fleet.

10.0 APPEALS OF ASSIGNED HANDICAPS

10.1 A member, in good standing, may appeal their assigned rating if they have provided the following information in writing to the Chair of the Handicapping Committee: 10.1.1 – Rationale for an appeal 10.1.2 – Suggested revised handicap including supporting evidence to justify suggested handicap. 10.2 The Handicapping Committee will review the information presented by the member and provide a written response to the owner indicating the ruling of the

Committee. The Handicapping Committee ruling shall be final as of the date indicated. 10.3 As part of the annual review process, any previous requests will be reviewed against applicable race data to determine if any changes are necessary in subsequent years. These changes shall not apply retroactively to races already scored.

11.0 RELATIONSHIP OF PHRF TO SAILING INSTRUCTIONS 11.1 PHRF entrants must conform to requirements of the Sailing Instructions of the Indianapolis Sailing Club.

12.0 MEMBER'S PHRF RATING GRIEVANCES

12.1 A member's first appeal is to the Chair of the Handicapping Committee. 12.2 Unsolved grievances then are referred to the Handicapping Committee by either the Chair of the Handicapping Committee or the member. 12.3 If the Handicapping Committee is unable to resolve the problem it is finally referred to the Keelboat Fleet Captain for a decision.

13.0 RACING RULES

13.1 PHRF Racing Rules are recommended for inclusion in the Sailing Instructions for PHRF races run by the Indianapolis Sailing Club. 13.2 PHRF Racing Rules can be adopted in full or in part as incorporated into the sailing instructions. 13.3 The following are the PHRF Racing Rules. (a) A person shall not place their entire body outside of the lifelines on a vessel while it is racing; (b) The use of trapezes, hiking straps, hiking boards or any other kind of hiking support is not permitted unless allowed by the vessels one-design class rules; (c) PHRF boats racing with sails or equipment other than those for which it is rated are subject to protest by competitors, race committee or any PHRF Officer.

SAILING INSTRUCTIONS/NOTICE OF RACE

NOTICE OF RACE

1.0 Eligibility

1.0 The Keelboat Fleet races are open to any member of the Indianapolis Sailing Club who are also members of the Keelboat Fleet in good standing, who have completed a PI-Form and submitted it to the Keelboat Fleet Handicapping Committee with the appropriate annual dues submitted to the Fleet Treasurer. 1.1 The person in charge of the competing vessel shall be a member of the Keelboat fleet, a) in at least an owner/co-owner level, b) or an immediate family

2.0 Equipment

2.1 All boats participating in the Keelboat Fleet Races must comply with the State of Indiana Boating Safety Equipment Requirements. 2.2 All boats should have sail numbers on their . 2.3 All passengers on the boat shall have a personal flotation device available. 2.4 All boats and crew must be familiar with man-overboard procedures.

3.0 Management

The Race Committee shall have the authority to interpret the Rules and Conditions of the race, decide protests and reject the entry of any boat at anytime prior to the start of the Race. The Race Committee reserves the right to inspect any boat at anytime before or after the race.

4.0 Conduct

4.1 The boat owner/skipper shall be responsible for the conduct of the crew on and off the water. The Committee reserves the right to reject any boat, its skipper or crew for any breach of conduct. 4.2 Only the boat owner/skipper shall speak regarding issues of ratings, scoring, or protests.

5.0 Entry

5.1 Complete the appropriate procedure for entering a Keelboat Fleet event. In some cases, this is checking in with the Race Committee prior to the start of the event. In other cases, it may require completing the appropriate registration form and submitting it by the specified date.

6.0 Notices to Competitors

6.1 Notices to competitors may be posted on the Keelboatfleet.com website, the bulletin board of the Keelboat Fleet at the Indianapolis Sailing Club.

1.1 Keelboat Fleet racing is governed by the Racing Rules of Sailing. Note RRS Fundamental Rule 4 – “The responsibility for a boat’s decision to participate in a race or to continue racing is hers alone.”

1.2 Except as modified by the Indianapolis Sailing Club Welcome Aboard Club Races and Regattas Sailing Instructions or these Sailing Instructions.

1.3 When there is a conflict, the ISC Welcome Aboard and these sailing instructions shall have precedence in this order.

2.0 Safety

2.1 All ISC rules and regulations apply. By participating in any keelboat race skipper and crew acknowledge that sailboat racing can be a dangerous sport and keeping safety first is paramount. Boat owners and skippers are responsible for clearly communicating to any participating guests boat safety concerns which should include reviewing the man over board drill and encourage use of PFDs (personal flotation devices).

3.0 Communications

3.1 Communications during the race will be done via VHF channel 68, committee boat PA system, and committee boat horns. If resources are available where safety or race management is not compromised, the committee boat will try to assist other boats with start times, course selection, course navigation, and other issues as needed. This courtesy is especially extended to new or novice boats learning how to race recreationally for the first time. Boats are welcome to hail the committee boat at any time but must understand that they are encouraged but not be obligated to respond.

3.2 Members of the Keelboat fleet may use any means necessary to communicate with the Fleet Captain, Race Committee, or Keelboat Fleet Handicapping Committee. This includes, but is not limited to email, telephone, or letter. It is encouraged that official communications are in writing. Email is the normal and preferred means of general fleet communications.

4.0 Schedule of Races

4.1 Evening Races – Wednesday Evening Races will have a first warning at approximately 6:30 PM. Consult Appendix A for a current year schedule. 4.2 Weekend Races will start as described in the ISC Welcome Aboard Sailing Instructions 4.3 The Race Committee will attempt to sail as many races as practical during a race day. The next race will begin after all competitors have finished the previous race as announced by the Race Committee.

5.0 Course

5.1 The course will use marks (ISC Marks are either Red or Orange in color) which designate turning points on the race course. Marks may be placed in any configuration that corresponds to the geography of the racing area. Traditionally, marks are set into a triangular shape known as a windward mark, a reaching mark, and a leeward mark. The race committee will attempt to set the longest courses for the prevailing wind conditions. Competitors are urged to pay attention to instructions from the committee boat prior to the starting sequence of any races.

5.2 Detailed descriptions of courses and starting sequences typically used by the Keelboat Fleet can be found in Appendix B. The PRO may elect to set alternative courses that deviate from the racing area prescribed. When this is done, it will be communicated prior to the starting sequence. For example, a windward mark may be set by the dam with a corresponding gybe mark and leeward mark that do not exactly match the diagrams provided herein.

6.0 The Start

6.1 The Race Committee boat will designate the course to be sailed prior to starting the starting sequence. This may be communicated verbally to the fleet over the intercom or via Channel 68 or signaled by the Committee Boat.

6.2 If the Committee Boat signals the course, it may be displayed either via placards of by displaying the corresponding code flag. It is the competitor’s responsibility to understand the course sailed prior to starting the race. Once the course was communicated, the Race Committee is not obligated to further communicate the course to competitors. The table below summarizes the possible signals from the committee boat. This is not meant to be an exhaustive list, but merely to give the competitor an idea of how to interpret visual signals, if used. Start sequence will begin 4 minutes prior to the start using the committee boat horn with a series of short (1 second) or long (4 second) blasts as shown below. Earlier warning may be provided by channel 68 on a courtesy basis.

At 4 minutes before start ………. 1 long blasts (5 seconds). At 3 minutes before start ………. 3 short blasts (1 second each). At 2 minutes before start ………. 2 short blasts (1 second each). 7.0 Start/Finish Line

7.1 The start line will be used as the finish line which extends between a green tetrahedron the committee boat. The starting line must be wide enough to accommodate the number of boats in the race with a cushion. If in doubt set marks wider than necessary in the interest of safety and providing a generous amount of room for novice boats to start comfortably clear from other boats.

8.0 Scoring

8.1 Skippers will be awarded points based upon a low point scoring system as described in RRS Appendix A.A(4.1). Scoring will be used towards the Wednesday, Spring, Fall, Keelboat Fleet Regattas, and ISC Regattas. The Fleet Championship will be determined by the overall winner in all of these events.

8.2 Scoring will be based upon using a 20% throw out rule will apply to all races sailed and scored by the Keelboat Fleet for its events. In this case a member’s highest scores in 20% of the races sailed will be removed from the overall score. The 20% throwout rule will not apply to ISC Regatta and ISC Trophy events.

8.3 A skipper that serves as Principal Race Officer (PRO) will be awarded the median score for a race or set of races.

8.4 All races will be scored using the PHRF Time on Time formula published in the US Sailing PHRF Book.

8.5 An eligible race for scoring purposes shall have a minimum of three (3) boats competing.

8.6 A skipper is defined as a boat owner, boat co-owner, or immediate family member of the respective boat owner or co-owner. Each co-owner will be scored as an individual skipper.

9.0 Time Limit

9.1 A time limit for the first boat to finish a race is 45 minutes. A race may be extended by an additional 10 minutes by unanimous polling of the participants. Subsequent finishers shall finish within 20 minutes of the first boat to finish; others will be scored Time Limit Expired (TLE).

9.2 If the time limit expires for a given race it will not be scored. If the time limit expires for a competitor, they will be scored Time Limit Expired (TLE). TLE is scored as the number of starters in a given race.

9.3 The Race Committee may abandon any race that it determines can not be finished before sunset. Any competitors not finished will be scored TLE.

10.0 Shortening of Course After the Start

10.1 The race committee may shorten the course at its discretion by announcing and signaling a new finish line to competitors.

11.0 Alternative Penalty

11.1 A vessel that has infringed either these sailing instructions or the RRS may exonerate herself by completing a 720 turn on a leg of the course prior to finishing.

12.0 Fleet Member Participation

12.1 Remember that this is a volunteer organization that is only as good as the volunteers that dedicate their time to make racing and social functions enjoyable. If you have a better way, please volunteer to serve on one of the committees.

13.0 Protests

13.1 A competitor wishing to lodge a protest against another competitor must notify the other competitor at the time of the alleged infraction, and the Race Committee of its intentions upon finishing the race, and complete a Protest Form within 1 Hr of the committee boat’s docking after the days racing. Failure to perform any of these activities may result in an invalid protest.

13.2 Protest hearings will be scheduled by the Keelboat Fleet Captain and will take place at a date/time prior to the following Keelboat Fleet event or 7 calendar days. At least 2 members of the Handicapping Committee and the Keelboat Fleet Captain will serve as the jury for Keelboat Fleet protests. If the Keelboat Fleet Captain is involved in a protest, then an additional member from the Handicapping Committee will be utilized to hear protests.

13.3 A protest flag may be flown by a competitor.

Race days designated for the Fleet Championship are scored for the overall Fleet Champion award and represent the Keelboat Fleet in the Club Championship series. Individual series event awards are scored as designated.

Low point scoring is used with a 20% throwout allowance of a participant’s worst score.

APPENDIX B – ABBREVIATED SAILING INSTRUCTIONS

THE START. Start sequence will begin 4 minutes prior to the start using the committee boat horn with a series of short (1 second) or long (5 second) blasts as shown below. Earlier warning may be provided by channel 68 on a courtesy basis.

At 4 minutes before start ………. 1 long blasts (5 seconds). At 3 minutes before start ………. 3 short blasts (1 second each) At 2 minutes before start ………. 2 short blasts (1 second each). At 1 minute before start …….…...1 short blast (1 second each). At the start (beginning or race) ……..1 long blast (5 seconds).

COURSE SELECTION. Competitors are urged to pay close attention to the committee boat prior to the start of the sequence. Depending on the wind conditions the appropriate course will be selected and communicated to competitors via one or more of the following means, verbally, displayed on a board, or signaled using flags. It is always the competitor’s responsibility to understand the course selected by the race committee.

Using the entire zone shown to the right will set course length to about 1.2 miles between the three legs. NOTE: ALTERNATE COURSE MAY BE SET IN THE NO SAILING ZONES PER 5.2.

Keep windward mark away from land so land does not block wind at windward mark where boats can stall and PHRF ratings will be distorted.

Three course options include:

“OLYMPIC COURSE” Triangle + Windward / Leeward” use in winds exceeding 7 MPH. Designated as Course “T”.

“TRIANGLE COURSE” use in winds 3 to 7 MPH or if daylight restricts longer course. Designated as Course “A”.

“WINDWARD / LEEWARD COURSE” use if winds are less than 5 mph, or if daylight time limit restricts using longer course. Designated as Course “B”.

A course manual providing more detail and examples for prevailing wind directions from N, NE, E, SE, S, SW, W, and NE may be available before the Spring Beer Series. In lighter air it is critical that marks are not located too close to land where land blocks wind (especially the windward mark).

“OLYMPIC COURSE” Triangle + SHORTENING A COURSE AFTER THE START. For factors such as forecasted wind dies down to light Windward / Leeward” use d in winds or extremely light air the committee boat can shorten exceeding 7 MPH. the course by announcement on VHF 68 or the PA system. The objective is to keep race time of all boats to about 30 minutes or less.

A likely scenario includes removing the windward and leeward legs from the “OLYMPIC COURSE” shown to the left. In light air the committee boat may instruct boats to proceed through the finish line after rounding mark #3 or even end a race after boats rounded mark #3.

PORT ROUNDINGS. In almost all cases boats will round the course counterclockwise by keeping all marks to port. In rare cases due keeping the windward mark away form land in light winds, a clockwise course may be used where marks are kept to starboard. Special efforts to communicate starboard roundings will be made. Fellow keelboaters should do the same to communicate starboard roundings to new or novice keelboaters.

MARK 2. This is the REACHING (GYBE) MARK that provides reaching legs for boats that perform better reaching vs. upwind sailing especially in light winds where the windward leg can be shortened to keep it away from land. “TRIANGLE COURSE” use in winds 3 to 7 “WINDWARD / LEEWARD COURSE” MPH or if daylight restricts longer course. use if winds less than 5 mph or if daylight time limit restricts using longer course.

APPENDIX E – DEFINITIONS OF PRINCIPAL MEASUREMENTS

When completing the PHRF Form the following definitions of principal measurements may be helpful. If you have questions, please consult the Chair, PHRF Handicapping Committee, or one of the committee members.

The following rig dimensions are designated by the values, “I”, “J”, “P”, “E”.

“P” – Is the luff length of the mainsail, measured along the aft face of the mast from the top of the boom to the highest point the mainsail can be hoisted.

“E” – Is the foot length of the mainsail, measured along the boom from the after face of the mast to the outermost point on the boom to which the main can be pulled.

“I” – Is measured along the front of the mast from the highest halyard to the main deck. The main deck is where the deck would be if there were no deckhouse.

“J” – Is the base of the foretriangle measured along the deck from the headstay to the mast.

“LP” – Is the perpendicular measurement of the from the clew to its perpendicular intersection with the luff when laid flat.

“SPL” – Is the end to end length of the spinnaker pole.

“SMW” – Is the maximum width of the spinnaker when laid flat.

“SML” – The length of the spinnaker from to tack when laid flat.
