Lancashire County Council: Small Grants for Individual Young People to support learning and development - multiple deadlines from 12 August 2013 Apply early for your project regardless of when it will take place in the year. Funding may be allocated to successful projects early in the year, so there may be limited funding remaining later on. Each year Lancashire County Council Young People's Service allocates funding to support local third sector youth groups and individual young people in each of the 12 districts of Lancashire. 25% of the total funding given to a district is initially set aside for individual young people to apply for support. Group application deadlines and timescales for decisions are listed below. Applications are reviewed by the Operation Manager, young people and the Cabinet member and so the process does take some time. Please account for this when submitting applications. Submitted to District Office 12th August - Cabinet member decision 14th October Submitted to District Office 9th September - Cabinet member decision 11th November Submitted to District Office 15th October - Cabinet member decision 17th December Individual applications made by young people for £250 or less will be reviewed and decided upon in District and so this will be a much quicker process. I encourage you to submit application to District Office at any time, so young people can receive funding quickly. If an Individual application is over £250 it will be subject to a Cabinet member decision and so the deadlines and timescales in the box above will apply. Government Announces £4.3 Million Fund for Local Communities to Deliver Services The Government has announced that it is making £4.3 million available to help 100 local communities within England to design and deliver local services that focus on local priorities and reduce costs. The expansion of the ‘Our Place’ programme builds on the success of the Neighbourhood Community Budget Pilots that for the past year have been pioneering new ways to improve local services in 12 areas. The 12 pilots range from inner cities and suburbs, to housing estates and small towns. They have all taken very different approaches, but all of them have seen partners working together to tackle the issues which matter most locally. For example, In Balsall Heath, Birmingham, police officers and the community are developing fortnightly street patrols with residents, and priority policing actions to reduce crime and anti-social behaviour. Their analysis has shown that at a cost of £35,000 per year, over 5 years, potential benefits of over £500,000 could be produced. In Ilfracombe, Devon, “One Ilfracombe” is working with its district council to transfer a £1 million budget, alongside an aligned budget from health, Jobcentre Plus, police, fire, housing and councils to work with the private sector and community to improve the health, economy, and living environment for local people. Salvere Social Enterprise CIC Salvere supports people to live well and in good health. We do this by helping people to get the right information and plan ahead to find solutions and services. Sometimes people just need good conversation, friendship, some support to go shopping or help to get to an appointment or their favourite cafe or local community event. We are looking for people who can give an hour or two of their time to support someone who lives nearby. Have you got a friendly and caring nature? If so, we would like to talk to you about becoming a Salvere Supporter. Across the County and with Salvere's help, more and more people are buying care services or organising their own support by employing personal assistants to provide care and support. You might have had similar experiences and be in a position to share these with someone else. If this is you, we would like to talk to you about becoming a Salvere Supporter. We know that across Lancashire there are fabulous people who could spare a few hours and give something back to their local community. Salvere wants to build a wide support network so that when people need a helping hand we can put them in touch with someone they can trust who does not live too far away. Salvere will provide the coordination and training for you to be a Salvere Supporter. Call us on 01772 535683 or email: [email protected] Poster. Blooming good boost for historic Preston park makeover The restoration of Preston’s key city centre parks is expected to receive a £125,000 boost. Plans to spruce up Avenham and Miller parks have already taken root after they took a battering last year during Preston’s Guild. Ground staff spent the spring overhauling the boggy mess that was left behind after the numerous festivities. Remedial work included bringing in 40 tonnes of top soil and sand, which was spread over the land. The historic parks have also undergone a multi-million pound overhaul paid for by Heritage Lottery Fund cash. This includes upgrades to drainage, maintenance of paths and the pavilion, and improvements to flower beds. Now Preston Council is set to sign off a further £125,856 to be spent on more planting. The latest plan comes as a result of an extra grant from the Heritage Lottery Fund. All the planting will take place in Avenham Park and is due to start in early autumn. http://www.lep.co.uk/news/blooming-good-boost-for-historic-preston-park-makeover-1-5848487

New blow for cash hit Preston Playhouse theatre Theatre bosses trying to raise cash to repair their venue’s roof have suffered a “blow” after 40 stage lights were stolen. The lights were taken sometime between 24 June and 8 July from the theatre. The lights had been taken down for annual testing and placed at the back of the auditorium - a member of staff realised they had gone when they came to test them. JustGiving reassures fundraisers after Charity Giving is suspended CharityGiving.co.uk, a website which allows users to create their own fundraising pages online, has been suspended by the Charity Commission since Friday, after it was found that the organisation hadn’t filed accounts for three years. According to the BBC, a shortfall of at least £250,000 was found in the funds that the website was supposed to donate to various charities. It is feared that UK fundraisers will be put off using such sites. Leading online fundraising platform JustGiving is attempting to reassure fundraisers following this news. Zarine Kharas, founder and CEO of JustGiving, said: “It couldn’t have happened to us because the monies owed to charities are 100% ring-fenced.” http://www.bbc.co.uk/news/uk-23315133

People power brings back Riversway Festival - 20 - 21 July 2013 After Preston Council said it was pulling the plug on the annual Riversway Festival, businesses, charities and community groups clubbed together to keep the tradition going. Despite only having a shoestring budget, organisers are confident that the event will be better than ever, with thousands expected to attend. Steve Miller, of Preston Marina, said: “None of us are expecting it to be as big as last year, because that was a special event for the Guild, but it will be a very fun weekend and as a business, we’re always very supportive of anything that brings more people to the area. The element that we are directly involved in is the dinghy racing, which is essentially a drag race between two competing dinghy’s with small out-board motors on them. It’s really entertaining to watch, and raises money for the Space Centre, which we support.” Any community group which would still like to take part in this year’s event is asked to contact Scott on: [email protected] http://www.lep.co.uk/what-s-on/people-power-brings-back-riversway-festival-1-5855011

If plans are approved it will also mean the main church is more wheelchair friendly. The building was opened in 1826 before being bought by a group from Fishergate Baptist Church in 1854. It was one of the first churches in Britain to be used for meetings of the Temperance Movement. http://www.lep.co.uk/news/local/carey-baptist-church-to-remove-pews-in-bid-to-draw-in-more- people-1-5848592

Lancashire Trading Standards warned elderly of scam Concerns were growing today that aggressive scammers posing as alarm fitters may target elderly people. Several calls have been received about a scam in other areas of Lancashire which may be linked to a spate of crimes against pensioners in Preston and Penwortham at the end of 2012. Lancashire Trading Standards officers are warning people to be vigilant of doorstep sellers who are using the names of legitimate alarm companies to make them appear genuine. In the latest incidents, cold callers try to trick people into paying £200 to have a house alarm fitted, claiming to be from a security company. In some cases, the salespeople have been aggressive to elderly residents when refused. http://www.lep.co.uk/news/local/lancashire-trading-standards-warned-elderly-of-scam-1-5855073

Post-Olympic arts festival plan dropped Former Culture Secretary Jeremy Hunt suggested a biennial festival on the back of the £127m arts programme that ran alongside the London 2012 Games. He said the festival could "celebrate the best of what we have culturally". But the government said the Cultural Olympiad Board did not include the biennial idea in its recommendations for securing the best future legacy. Former Cultural Olympiad director Ruth Mackenzie said the idea was not included because it was rejected by Mr Hunt's successor, Maria Miller. http://www.bbc.co.uk/news/entertainment-arts-23271953

Benefit cap 'could be lowered by £6,000' Chancellor George Osborne is considering lowering the maximum amount families can claim in benefits to £20,000 a year, Treasury sources say. A £26,000 cap on the total amount of benefits that non-working people aged 16 to 64 can receive, is coming into force in England, Scotland and Wales. Critics say the changes will not tackle underlying problems of worklessness. But Treasury sources say the cap could be lowered in future if it is shown to work. An aide to the chancellor confirmed reports in the Times newspaper, saying George Osborne wanted to see how effective the cap was at reducing the benefit bill and getting people back into work. http://www.bbc.co.uk/news/uk-politics-23325667

Consultations

Framework to build on Preston’s cultural foundations Citizens are to get their say over how Preston builds on the cultural foundations laid down by last year’s Guild. The city’s cabinet this week agreed to put a draft ‘Cultural Framework’ out for public consultation. The framework sets out how Preston will plan and co-ordinate arts and culture for the next five years. It contains a commitment to allocate £30,000 a year to spend on projects between 2013 and 2018. Cabinet members were told the city’s previous cultural strategy covered the period leading up to the Guild and was focused almost entirely on preparing for and delivering that event. http://www.lep.co.uk/what-s-on/framework-to-build-on-preston-s-cultural-foundations-1-5848528

Residents’ consultation complaints Residents have complained they were given less than 24 hours’ notice of important consultation meetings on plans to develop up to 4,000 homes in north west Preston. The drop-in sessions at Ingol Golf Club were arranged on Friday and Saturday by URS consultants, appointed by Preston Council to produce a master plan for the area around Broughton, Cottam, Woodplumpton and Bartle. But concerned homeowners said they were not informed and only found out about the meetings on Thursday, when a press release was issued. http://www.lep.co.uk/news/business/residents-consultation-complaints-1-5855159

Health

Dementia patients 'miss key tests' Many dementia patients fail to have the proper checks when they are in hospital, an audit of care has found. The National Audit of Dementia found some improvements since its first analysis of care in England and Wales in 2011. But it says too few patients have their mental state assessed, and information is often not shared properly. The Alzheimer's Society said a "culture change" was needed to improve care further. http://www.bbc.co.uk/news/health-23273100
