Union of India & Ors. in OA No. 04/2013 (Suo Moto) (M.A. No. 186t2013,M.A. No. 568/2013, M.A. No.731DA13o M.A. No.7412014, M.A. No.75l2014 & M.A. No. 78712014) and OA No. 2812015 (MA No. 6r./2015). --o-- In reference to subject as stated above, Hon'ble National Green Tribunal vide order dated 23.10.2018 has observed as under: "26. The NotiJication dated 07.05.1992 also refers to the area shown as forest land- According to the State of Haryana itself, the area covered by Notffication under Sections 4 and 5 of the PLPA Act is treated as forest tand by the State. Area covered by PLPA notification is also part of the above table. Moreover, in the judgment of the Hon'ble Supreme Court in M.C. Mehta (supra), after referring to earlier judgment in T.N. Godavarman Thirumulpad Vs. (Inion of India & Ors.2, it was made clear that area covered by the Notification under Sections 4 and 5 of the PLPA Act was to be treated as forest area. 27. In view of above, any construction raised on the forest area or the area otherwise covered by Notification dated 07.05.1992 without permission of the competent authority (after the date of the said Notification) has to be treated as illegal and such forest land has to be restored. 28. We order accordinglY. 29. Since there is dispute above the identity of the land covered by the Notification dated 07.05.1992, as far as the land covered by Notffication under the PLPA Act by the State of Haryana is concerned, the same has to be treated as forest land. With regatd to any other land, identification has to be madefor executing the direction in this Order. Such identification may be made by a Joint Committee comprising of the representatives of the Ministry of Environment, Forest and Climqte Change, Forest Department of the State of Haryana and Rajasthan and the concerned District Magistrates in respective States. 30. Such Committees may orruri" charge within two weeks and complete the process within three months thereafter. Action of restoring the forest land already identified may be completedwithin three monthE." ''' r In compliance of above orders Additional Chief Secretary, Govt. of Haryana, Forest & Wildlife Department vide order No. 1495-Ft-I-201919013 dated 08.07.2019 have constituted a district level committee to identifu the areas under Aravalli Notification dated 7.5.1992, comprising of following : 1.     Making Gurgaon The Next Silicon Valley Over the last two decades, Gurgaon has emerged as one of top locations for IT-BPM companies not only in India but globally. It is home to not only various MNC’s (including many Fortune 500 companies) and large Indian companies but also many SMEs. Growth of the IT/BPM industry has been one of the key drivers behind the development of Gurgaon and its emergence as the “Millennium City”. i) Gurgaon houses about 450 IT-BPM companies employing close to 3.0 lakh professionals directly and 9 lakh indirectly. ii) 76% of employees from Indian IT-BPM industry are < 30 years of age; women constitute 31% of the workforce of which 45% are fresh intakes from campus. Similar trends apply to Gurgaon. iii) Gurgaon contributes 7-8% of Haryana’s State GDP. iv) 10-12% of total Indian IT-BPM employees work out of Gurgaon. v) Gurgaon contributes to a total of about 7% of Indian IT-BPM exports. Clearly, Gurgaon and IT/BPM industry has been a great partnership. They have grown together and contributed to each other’s development. However, in the last few years we have noticed stagnation and even a dip in Gurgaon’s contribution to the Indian IT/BPM industry. While in absolute terms the revenues from the city may still be increasing, clearly in relative terms there is a downfall in the overall contribution. Data shows that not as many companies are setting up centres in Gurgaon as was the case 5 years back. Many state governments have recognized IT-BPM industry as an imperative source of mass employment and economic development empowering large sections of societies and are taking measures to attract the industry.

(AF) KVK, Fatehabad, CCS Haryana Agricultural University, Hisar, India 2Senior Scientist „SG‟ Haryana Space Applications Centre, HARSAC, Hisar, India Abstract: Management of natural resources particularly land and water are very essential for sustainable development of living being on the earth. The challenge to provide food security to our country’s increasing population is a big task. The stretches of land lying waste, which can be brought under use with reasonable efforts, merit urgent attention in the state. It has been rightly pointed out that these lands are not “waste” lands but “wasted” lands. To convert the wastelands to cultivable land, it is necessary to estimate and monitor the area under wastelands. IRS-IC/ID LISS-III digital data of three seasons i.e. Kharif, Rabi and Zaid for the years 2005-06 and 2008-09 was used. Change analysis matrix shows that the wasteland was 141.80 sq. km. in 2005-06 which decreased to 130.68 in 2008-09. It was found that land with open scrub in the district is 99.06 sq.km. followed by degraded pasture other classes like waterlogged, mining area etc. were also observed.
