    The 85-year history of the Riverside Community College District is a microcosm of the history of the community college system in California. Opening its classes in September 1916, it is among the earliest of the “junior” colleges started in the 20th century. A study of the records indicates that the first junior college was established in Joliet, Illinois in 1902, the result of advocacy by such notable American educators as William Rainey Harper, President of the University of Chicago; David Starr Jordan, President of Stanford University; and Alexis F. Lange, Head of the University of California Education Department. Harper’s efforts led to the founding of the junior college in Joliet. As one looks at the developments in California, however, keep in mind that the enabling legislation was different from what happened in Illinois. In short, the difference is that the Illinois model is a “downward” reach of the university, but in California it is an “upward” extension of the high school. Only recently have various acts of the legislature addressed the impact of that circumstance. A quick look at the first five significant pieces of legislation shows some of this development: 1907 – The Thompson Act enabled high school districts to offer “post graduate” courses that would approximate the courses offered during the first two years of university work; 1917 – The Ballard Act enabled high school districts to set up junior college programs; 1921 – The Hughes Act provided for the organization of junior college districts; 1921 – The Harris Act provided funding for junior colleges; and 1927 – The Jones Act added to existing provisions concerning the organization of junior college districts.

    Dear Teacher Preparation Student, Hello! The time is quickly approaching for your student teaching experience. This is an exciting and critical time in your future career as a teacher and we want to ensure you get off to a good start! Attached you will find a check-list of things that must be accomplished before you can be assigned to a school for spring 2020. The student teaching application must be returned to Sally Starkweather in the Nursing, Science, Education Building (Main Campus), Office 309 no later than September 15, 2019. Official verification of passing Praxis Subject Assessments (formerly the Praxis II Tests) scores or an ETS Admission ticket showing a scheduled test date is due with application. Final date to provide official passing Praxis II scores is November 15, 2019. There are study guides available in the NSC library and you may also obtain more information on-line at http://www.ets.org/praxis/ or by calling 1-800-853-6773. Please refer to the list of A-G district zones (see attached map); to determine where you would like to student teach. Specific school requests are not allowed. Finally, your student teaching experience will last a full semester with an accompanying seminar for two hours, one evening per week. Student teaching is a full-time commitment and must be the last and only course you take in your final semester. The time and date will be posted in the course schedule. The California Community College Chancellor’s Office requires that all requests for new CTE program approvals include a recommendation from the “appropriate CTE Regional Consortium” (PCAH 7th Edition, page 22). This recommendation ensures program offerings meet regional labor market needs and do not unnecessarily duplicate programs. The IE/DRC vested responsibility for recommending new programs, program revisions, and other program matters with its CTE Deans subcommittee (click here to see IE/DRC Governance).     Victor Valley College Educational Master Plan A Blueprint for Success October 2020 Victor Valley College Educational Master Plan | 2 Forward The Victor Valley College Educational Mater Plan: A Blueprint for Succes is a five-year road map to position the college as a preeminent provider of postsecondary education in the High Desert region, San Bernardino County, state of California, and nation. An extensive planning process, involving numerous college stakeholders in every Victor Valley College (VVC) department, was undertaken to develop this plan. The process began in 2019 with the completion of a comprehensive Environmental Scan and meetings conducted with every academic department. These activities culminated with the development of initial goals. At the beginning of 2020, additional environmental scanning was conducted on the future of higher education and future trends in each industry pertaining to programs offered at VVC. Subsequetly, meetings were conducted with each academic department to consider these future findings and program goals were adjusted, if necessary. Themes that emerged from all planning efforts to that point, along with major priorities and endeavors currently underway at VVC, were synthesized into a strategic framework that provides the glue for this educational master plan. A team was established to consider and develop plans for increasing excellence at VVC.
