No.: 121 Course Objectives: This course presents a comparative analysis of the political systems of South Asia, including Afghanistan, Bangladesh, Bhutan, India, Maldives, Nepal, Pakistan, and Sri Lanka (and Burma as a former colony of British India). Topics include: ancient civilization; colonialism and independence; impact of religions on politics; effects of US-Russian-Chinese competition for influence; ramifications of US withdrawal from Afghanistan; Gandhi's “truth force” of non- violence; tribalism, caste system and endemic poverty: challenges to stability and national integration; nuclear policies and the war on terrorism. Class time will be devoted to Instructor-Students interactions, involving chapters/book reports, reports on South Asian religions and their impact on politics, discussions on how to do research papers and participate in a simulation game. Students are expected to keep up with recent news from South Asia and go through reports and analyses of South Asian affairs covered in The New York Times, Washington Post, Financial Times, Wall Street Journal, Far Eastern Economic Review, the Bulletin of Concerned Asian Scholars, and Asian Survey, most of which are available at the Olin library. Books under recommended and further readings are meant to expose the students to a selected bibliography, and as well give them choices of chapter reports from recommended books. They could be helpful for term papers and preparation for simulation games. Course requirements: • A research paper: (3000 words) with footnotes and bibliography is due on June 19. • Three chapter reports from either required or recommended texts covering 2-3 pages, at least one from each text, to be presented during the 2nd Hr. of every class meeting. • One report on a Religion and its impact on the politics of South Asia. • Two tests: June 5 and June 26. 1 • A simulation game: June 19. • Student class attendance and participation in discussions. Important: Missing a class meeting without proper justification will cost 2% of the total grade. Grade Weights: • The research paper will carry 30% of the grade. • Reports on three chapters from your required or recommended texts (at least one from each) will carry 10% of total grade. • A report on a major religion and its impact on South Asian Politics will weigh 10% of total grade. • A mid-term and final test will each carry 15% of total grade. • Student participation in class discussions and simulation role-playing exercises will comprise the rest, i.e., 20% of final grade. Important Information • A research paper of around 3000 words is due on June 19. • Test 1 will be held on June 5. • Test 2 on June 26. • In order to avoid plagiarism borrowed narratives must be cited and put under quotation signs. • Each Chapter Report should be around 300 words for each of three chapters from your required or recommended texts. • 1000 words for a report on a religion and its impact on South Asian Politics. • Students are required to present their reports in class. Important: A tentative chapter presentation schedule must be set up during the two class meetings of the first week, that is, May 20 and May 22. • Students are required to discuss their preferred research topics and select their roles in the Simulation Game during the second week, that is, May 27 and May 29, and submit detailed outlines of their research papers at the first meeting of the third week, i.e., June 3. • June 19 is set for student role-playing simulation exercises in class for which students need to do country research in order to play the role of a representative of a SAARC country at a mock conflict resolution Emergency Summit. A preparation guideline will be provided during the second class meeting of the first week, i.e., May 22. • By June 3 students are to choose their roles in the simulation game, representing one of the eight SAARC countries, namely Afghanistan, Bangladesh, Bhutan, India, Maldives, Nepal, Pakistan and Sri Lanka, plus Burma/Myanmar as a former British Indian colony, and America and China as Observers. • The second hour of every class meeting from May 22 will be devoted to the presentation of reports on selected chapters from required or recommended texts, and the impact of religions on South Asian Politics. 2 Students are encouraged to engage in Q&A sessions about their proposed research papers and role playing in the Simulation Game. Grading System: A= 96-100 (Analytical, comparative, verifiable and well organized) A- = 90-95 (Analytical, verifiable and fairly organized) B+=85-89 (Good narrative, fairly analytical and organized) B =80-84 (Descriptive and fairly organized) B-= 75-79 (Descriptive and somewhat organized) C =68-74(Descriptive and barely organized) D=61-67(Descriptive and unorganized) F= 60 and below Academic Honor Code Membership in the student body of Rollins College carries with it an obligation, and requires a commitment, to act with honor in all things.     THE DECLINE OF THE MUSLIM l,EAGUE AND THE ASCENDANCY OF THE BUREAUCRACY IN EAST PAKISTAN 1947-54 A H AITh1ED KAMAL JANUARY 1989 A THESIS SUBMITTED FOR THE DEGREE OF DOCTOR OF PHILOSOPHY OF THE AUSTRALL.\N NATIONAL UNIVERSITY 205 CHAPTER 7 POLICE, PEOPLE, AND PROTEST I The Muslim League's incapacity to control the police force and its eventual dependence on them as the mainstay of state power introduced tensions into the League itself; in addition, it directly contributed to certain developments in the realm of politics. I also intend to highlight in this chapter instances where the police could not be controlled by civil bureaucrats and magistrates. Much of the erosion of the legitimacy of the Muslim League rule in East Pakistan was caused by the brutality, unlicensed tyranny, and corruption of the police. The press and the members of the Opposition in the East Bengal Legislative Assembly on many occasions exposed police atrocities on the population in a language that quite often verged on sentimentality. The Muslim League leadership in government explained police atrocities in terms of inexperience and indiscipline of the force. But people refused to see the regime as something different in intent and purpose from the police actions . Indeed, people's interpretation of 'political independence' did not fit well with what the ' police called 'law and order', and as a result a number of serious clashes occured. Police power was liberally employed to sustain the Muslim League rule; as a result 'police excesses' occurred at a regular rate. In a propaganda tract on the six years of Muslim League rule in East Pakistan that the United Front circulated at the time of the March 1954 election , cases of police atrocities featured prominently and the League was called a 'Murderer' .1 It was, in fact, the Front's pledge to limit police power that inspired the people to vote for the United Front in the first general election in the province.

    THE DECLINE OF THE MUSLIM l,EAGUE AND THE ASCENDANCY OF THE BUREAUCRACY IN EAST PAKISTAN 1947-54 A H AITh1ED KAMAL JANUARY 1989 A THESIS SUBMITTED FOR THE DEGREE OF DOCTOR OF PHILOSOPHY OF THE AUSTRALL.\N NATIONAL UNIVERSITY 1 CHAPTER 1 INTRODUCTION The State that was bom on 14 August 1947 out of a national movement for a separate homeland for the Muslims of East Bengal drew its legitimacy and its capacity for social mobilization from one historical fact: a nearly universal commitment in 1946, on the part of the Muslim masses, to the demand for Pakistan and to the leadership of the Muslim League. The nationalist expectation that once colonial rule had ended, the party would be the single most important political institution in the new country also came true for the activists of the League. While emphasising the importance of the organisation, a Pakistani historian wrote that 'it started its career in the new State with all the advantages that a party could wish for... The country looked to it not only with respect and gratitude, but also with a passion and affection not usually associated with a political group'.1 In 1947, the League symbolised the Muslim desire for freedom and change in East Bengal. However, the change of regime in East Pakistan did not mean an abrupt and immediate transformation in the order of society. Rather it marked the beginning of a new political order that emerged as a part of the gradual and, one may perhaps say, extensive changes that were already taking place during the last phase of the Raj.

    FATHER OF THE NATION Bangabandhu Sheikh Mujibur Rahman The Father of the Nation Bangabandhu Sheikh Mujibur Rahman (1920-1975) is the architect of independent Bangladesh. Bangabandhu was born on 17 March 1920 in the village Tungipara under the Gopalganj Sub- division (currently district) in the district of Faridpur. Sheikh Mujibur Rahman's father, Sheikh Lutfar Rahman, was a serestadar in the civil court of Gopalganj. Sheikh Mujibur Rahman passed his matriculation from Gopalganj Missionary School in 1942, IA (Twelfth Grade) from Islamia College, Calcutta in 1944 and BA from the same College in 1947. In 1946, Mujib was elected general secretary of the Islamia College Students Union. He was an activist of the Bengal Provincial Muslim League and a member of the All-India Muslim League Council from 1943 onwards. Bangabandhu Sheikh Mujibur Rahman was a founding member of the East Pakistan Muslim Students League (est. 1948), one of the founding joint secretaries of the East Pakistan Awami Muslim League (est. 1949), General Secretary of the Awami League (1953-1966), President of the Awami League (1966-1974), Hon’ble President of Bangladesh (in absentia from 26 March 1971 to 11 January 1972), Hon’ble Prime Minister of Bangladesh (1972-24 January1975), Hon’ble President of Bangladesh (25 January 1975-15 August 1975). Morshedul Islam Associate Professor, Department of Law, University of Rajshahi, Bangladesh Email: [email protected] Abstract Awami League as a political party fought for establishing westminister system of democracy during her 24 years’ movement. For its realization it incorporated 6-point program of 1966, students’ 11-point program of 1969 and Legal Frame Work Order, 1970 in her election manifesto for 1970 general polls. But brutality of AL surfaced immediately after riding on the saddle of state power in 1972. The democratic norms and values nourished, cultured and practiced by AL leadership disappeared from the actions and working of AL government. In running the government it established authoritarian rule in place of secularized democracy. It termed the democratic opposition enemy of the state, and made the people their rival. As a result, AL government found itself totally isolated from the people. Under these circumstances it buried democracy for establishing so-called democracy of the exploited and oppressed people by constitutional amendment. This discourse is intended to reveal the motive of AL government behind fourth constitutional amendment and its effects on Bangladesh politics in short.
