California has experienced several disasters over the last half-century, but none that has overwhelmed the capacity of the coroner/medical examiner mutual aid system to care for the deceased victims of these events. Tomorrow we may not be as fortunate. California’s natural disaster vulnerability, added to the increasing possibility of terrorism within its borders, could produce mass fatalities that may make the events of recent U.S. history pale in comparison. According to the California Department of Forestry and Fire Protection, a total of 739,597 acres were burned, 3,631 homes were destroyed and 24 lives were lost, including one firefighter. The aftermath of the fires saw even greater loss of life wherein 16 people perished in a flash flood/mudslide in an area of San Bernardino County due to the loss of vegetation impacted by the fire. The Governor’s Blue Ribbon Fire Commission was established to conduct a review of the efforts to fight the October 2003 wildfires and present recommendations to make California less vulnerable to disasters of such enormity in the future.     HOTSHOT CREW HISTORY IN AMERICA PRODUCED BY THE NATIONAL INTERAGENCY HOTSHOT CREW STEERING COMMITTEE August 2019 Alaska PutrtoRlco ALASKA FIRE SERVICE HOTSHOTS The first Alaska Bureau of Land Management seasonal fire crew was started by Anchorage District in 1974. Named the Anchorage Hotshots*, crew size was set at sixteen members to meet the carrying capacity of the Twin Otter airplane (due to lack of roads, crew transport primarily consisted of fixed and rotor wing aircraft). The crew was intended to be the first reinforcement for Initial Attack forces. In 1976, another crew was formed at the same location. Both crews were moved to Kenai in 1979, on the peninsula southwest of Anchorage. The two crews were known as the Red and Black crews due to the red or black stripes on their hardhats. Seeing the value of a dependable organized crew for fire reinforcement as well as a hiring pool for the primary initial attack forces (Helitack and Smokejumpers), the Alaska Bureau of Land Management decided to increase their Hotshot* crew program. From 1981 to 1982, Alaska BLM stationed Hotshot* crews in Kenai, McGrath (located on the Kuskokwim River in Southwest Alaska), Tanacross (located on the Alaska Highway near the border of Canada’s Yukon Territory), and Fairbanks (Interior Alaska). The Alaska Fire Service was established in 1982, which shifted wildfire management responsibilities from the BLM Districts and provided firefighting services to all Federal, Native, and some State of Alaska lands north of the Alaska Range.     Wildfires contributing to poor air quality in Kern County By Jason Kotowski Bakersfield Californian, Wednesday, Aug 19, 2015 Wildfires burning in Fresno and San Luis Obispo counties have caused unusually bad air quality and spread an acrid smoky smell through parts of Kern County. Central Bakersfield was experiencing particulate matter of 27 micrograms per cubic meter Tuesday afternoon, far above what’s normal during the summer months. Particulate matter usually doesn’t even register throughout the summer, with the exception of the Fourth of July, San Joaquin Valley Air Pollution Control District spokeswoman Heather Heinks said. “This is the highest reading we’ve seen since the end of wood burning season (March 1),” Heinks said. She said people should check updated air quality information and, if possible, stay indoors. Those who have to be outdoors should take longer rest periods between activities and increase their water intake. Inhaling air with that much particulate matter can cause a scratchy throat, watery eyes, and more serious problems for those with health issues or who are especially sensitive to air quality. Highs of 104 degrees Tuesday didn’t help; the National Weather Service was forecasting a slight cooldown with highs of 100 degrees Wednesday and 98 degrees Thursday. While current particulate readings are high, Heinks said there’s no comparison with readings they get during winter months where micrograms per cubic meter rise to 40 or more. The Rough Fire, caused by lightning July 31 about 2 1/2 miles southwest of Spanish Mountain and five miles north of Hume Lake, had grown to 23,600 acres as of Tuesday afternoon.
