Volume 30, Number 3 September, 2002 Michigan Catholic Conference 2002 Congressional Candidate Questionnaire …Governments are instituted among men, deriving their just powers from the consent of the governed. Declaration of Independence One of the most important duties of an American citizen is casting a ballot in an election. This November, Michigan’s citizens will be voting to select the fifteen representatives and one senator who will be responsible for making sure the voices of the people of Michigan are heard in the United States Congress. In order to help the voters of Michigan make an informed choice about their representation in Washington, D.C., the Michigan Catholic Conference has solicited the positions of the thirty Democratic and Republican candidates for the U.S. House and Senate on a variety of issues. We are pleased to make their answers available to you. Questionnaires were sent to the congressional and senate candidates from the major parties in early September 2002. Candidates were asked to mark whether their position was in support of, or in opposition to, the subject of questions found on pages two and three. Candidates were also given the opportunity of noting where they had no position on an issue. In some cases, candidates provided comments or answers on questions unsolicited by the Michigan Catholic Conference. Because the MCC candidate questionnaire did not include a spe- cific area for comment, these unsolicited comments and additions have not been reproduced here. The comments of the candidates will be provided upon request. The Michigan Catholic Conference does not endorse or oppose any candidates, under any circumstances, and no inference of endorsement or opposition should be concluded as a result of information provided in this issue of FOCUS.

Lincoln Street Telephone: 989-672-3700 Suite 500 Fax: 989-672-4011 Caro, Ml 48723 RESOLUTION SUPPORTING HCR 31 WHEREAS, the U.S. Environmental Protection Agency (EPA) and the Army Coips of Engineers (Corps) have released a 371 page draft regulation for Definition of Waters of the U.S under the Clean Water Act; and WHEREAS, both agencies are seeking a rule change to give the federal government more authority by expanding the definition of “navigable waters” in the Clean Water Act; and WHEREAS, the rule change proposed by the EPA and the Corps would subject almost all physical areas with a connection to downstream navigable waters, including features such as ditches, natural or man-made ponds, and flood plains, to the jurisdiction of the Clean Water Act; and WHEREAS, the proposed rule change, if adopted, will cause significant harm to local farmers, stall the development of businesses, take control of land used for sustainable food production out of our local providers' hands, and negatively impact county-owned and maintained infrastructure such as roadside ditches and county drains; and WHEREAS, the cost to our farms, municipalities, and taxpayers will be enormous; and WHEREAS, HCR 31 calls for the EPA and Corps to withdraw their proposed rule expanding the definition of “waters of the United States’' under the Clean Water Act; and WHEREAS, this Board concurs with HCR 31. THEREFORE, BE IT RESOLVED that the Tuscola County Board of Commissioners wholly supports HCR 31 calling for the U.S. Environmental Protection Agency and the Army Corps of Engineers to withdraw their proposed rule expanding the definition of “waters of the United States” under the Clean Water Act; and BE IT FURTHER RESOLVED that copies of this Resolution be forwarded to Representative Terry Brown, Senator Mike Green, Governor Rick Snyder, the Michigan Association of Counties, Congressman Dan Kildee, U.S.

Ingalls, Box 0476 Ann Arbor, MI 48109-0476 Dear Mr. Goldman, The Barbara Ann Karmanos Cancer Hospital d/b/a Karmanos Cancer Center (Karmanos) received a BMT Certificate of Need approval relating to the acquisition of a Bone Marrow Transplantation Service from Harper University Hospital, effective November 7, 2005. Under the terms of the BMT Certificate of Need, Karmanos agreed to provide evidence, satisfactory to the Department of Community Health (Department), of approval as a Prospective Payment System (PPS)-exempt hospital within the time limits specified in Section 8(1)(g) of the Certificate of Need Standards relating to Bone Marrow Transplantation Services (the Standards). At the June 11, 2008 Certificate of Need Commission meeting, the commission took action on language to technically amend the Standards to extend the 24-month deadline to no later than the last session day permitted by the United States Constitution for the NEXT United States Congress then in Session AFTER THE EFFECTIVE DATE OF THESE STANDARDS Karmanos Cancer Institute strongly supports this action and requests that the commission take final action on the BMT standards at the September 16, 2008 Commission meeting. While Karmanos has not yet obtained the PPS exemption described in Section 2(1)(f) of the Standards, we continue to make significant progress toward that objective.
