Mahadevan – D-company & 1993 Mumbai Bombings 54 The European Review of Organised Crime Original article D-Company and the 1993 Mumbai Bombings: rethinking a case of ‘crime-terror convergence’ in South Asia Prem Mahadevan* Abstract: In 1993, a transnational crime organization known as D-Company carried out mass-casualty terrorist bombings in Mumbai, India. The reasons for this action have been attributed to religious grievances. However, little attention has been given to the role played by Pakistan’s Inter Services Intelligence in supporting the bombings. Taking into account what has emerged in the public domain over the last 28 years regarding ISI links with D-Company and with international jihadist groups more generally, a re-assessment of the 1993 bombings is required. Hitherto regarded as an example of ‘crime-terror convergence’, it appears that D-Company might be more aptly considered an instrument of covert action. Keywords: Terrorism, heroin, gold, intelligence, covert operations. * Prem Mahadevan is Senior Analyst, Global Initiative Against Transnational Organized Crime. In what remains the bloodiest-ever terror incident on Indian soil, 257 civilians were killed by 12 near-synchronous explosions. The bombs had been assembled using military-grade explosive smuggled from abroad. The events of that day, Friday 12 March 1993, are considered by scholars as an example of hybridity between organized crime and political terrorism (Rollins, Wyler and Rosen, 2010: 14-16).

  • The Yakub Memon Frenzy: Clear, Time Bound Procedures Will End
Article title: “The Yakub Memon frenzy: Clear, time bound procedures will end unnecessary controversy over executions” This article was published on ‘The Times of India’ on August 5,2015 Shortlink:https://goo.gl/ir7f6x The frenzied discourse in the weeks leading up to and even after the execution of Yakub Memon saw different narratives being conflated, resulting in much confusion, frustration, anger and bitterness on all sides. Take the arguments by those against the death penalty in principle. Indians in this category are not alone, and in fact resonate views shared by millions across the world, most commonly in many modern, democratic nations. In recent years, American opponents of the death penalty have had their stand vindicated by many US death row convicts who have subsequently been exonerated by new scientific breakthroughs, such as the latest DNA testing methods. This view deserves respect, and it is important to note that subscribing to it does not automatically make someone unpatriotic or soft on terrorism. It is undoubtedly time for a sustained national debate on this topic, rather than only occasionally when there is an execution. However, the rightful place for that debate is in public and in Parliament. As long as the law provides for the death penalty it is useless, even damaging, to drag courts into it. It was particularly galling for many when this debate reached a fever pitch on behalf of someone like Memon, during which many commentators got their vocabulary mixed up, not to mention their logic. Many anti-death penalty advocates strayed from the core principles of objecting to any execution into defending a particularly heinous individual on specious grounds.

J Bombay of yesterday, Mumbai of today: financial capital of the nation. It woke as usual on 12th March, 1993. People started for their places of work not knowing what was in their store. The terrorists and/or disruptionists, bent on breaking the backbone of the nation (for reasons which need not be gone into) had, however, hatched a well laid-out conspiracy to cripple the country by striking at its financial nerve. As Bombay set down to work, blasting of bombs, almost simultaneously, took place at important centres of commercial actvities like Stock Exchange, Air India, Zaveri Bazar, Katha Bazar and many luxurious hotels. A shocked Bombay and a stunned nation first tried to provide succour to the victim as much as possible and then wanted to know the magnitude of the loss of life and property. It surpassed all imagination, as it was ultimately found that the blasts left more than 250 persons dead, 730 injured and property worth about Rs.27 crores destroyed. By all counts, it was thus a great tragedy; and revolting also, as it was men-made.
