Frithelstock Parish Council MONKLEIGH PARISH COUNCIL Zena Tett – Parish Clerk: Bouchland Farm, Burrington, Umberleigh, Devon EX37 9NF Tel: 07711 255525 Email: [email protected] Website: www.monkleighparishcouncil.co.uk Minutes of the Annual Parish Council Meeting held on Wednesday 15th May 2019 in Monkleigh Village Hall Councillors Present: David Grigg (Vice Chair), David Butler, Martin Reed, Chris Beer, District Councillor Phil Pennington (part) and County Councillor Linda Hellyer Also in Attendance: Parish Clerk – Zena Tett and 4 members of the public BUSINESS TRANSACTED 1. Election of Officers: 1.1 Election of Chairman Cllr Grigg nominated Cllr Landolfi for Chairman, this was seconded by Cllr Butler all in favour. 1.2 Declaration of Acceptance of Office Cllr Landolfi was not present, the Declaration of Acceptance of Office will be signed at the next meeting of the Parish Counci. 1.3 Election of Vice Chairman Cllr Butler nominated Cllr Grigg for Vice Chairman, this was seconded by Cllr Reed all in favour. 1.4 Declaration of Acceptance of office of Parish Councillors All Councillors present signed the Declaration of Acceptance of Office. 2. Welcome Address Cllr Grigg welcomed everyone to the meeting. 3. Apologies for Absence Cllr Landolfi sent her apologies. 4. Minutes of the Last Meeting The minutes of the meeting held on 20th March 2019 were agreed and signed as a true record: proposed by Cllr Beer, seconded by Cllr Reed, all in favour. 5. Declarations of Interest There were no declarations of interest made at this time. 6. Public Speaking Time A member of the public asked for an update on the Saltrens Flashing Speed Sign, C.Cllr Hellyer explained that at a recent SCARF meeting they decided not to put up a flashing sign. C.Cllr Hellyer advised the parishioner that she would speak with the Highways representative again and report back. Action C.Cllr Hellyer The parishioner offered to contact Abbotsham Parish Council to investigate how their flashing speed sign was acquired. The same parishioner mentioned a collapsed culvert in Saltrens. C.Cllr Hellyer offered to look into this. Action C.Cllr Hellyer Cllr Butler proposed a 20mph in the villages of Monkleigh and Saltrens. Councillors asked the Clerk to put this item on the next Agenda. Action Clerk 7. Co-Option of Councillors No parishioners came forward and the Clerk was asked to put this item on the next Agenda. Action Clerk 8. Agree Documents 8.1 Standing Orders Councillors agreed no changes to the current Standing Orders: proposed by Cllr Reed, seconded by Cllr Grigg, all in favour. 8.2 Financial Regulations Councillors agreed no changes to the current Financial Regulations: proposed by Cllr Reed, seconded by Cllr Butler, all in favour. 8.3 Asset Register Councillors approved the updates made by the Clerk to the Asset Register: proposed by Cllr Grigg, seconded by Cllr Reed, all in favour. 8.4 Subscriptions/Grants Councillors agreed to continue with the subscription to the Devon Association of Local Councils (DALC: proposed by Cllr Butler, seconded by Cllr Grigg, all in favour. 8.5 Register of Interests All Councillors were given a copy of the Register of Interests to complete and return to the Clerk before the end of the month. Action ALL Councillors 8.6 2019/20 Meeting Dates Councillors agreed the following meeting dates: 17th July 2019 18th September 2019 20th November 2019 15th January 2020 18th March 2020 15th April – Annual Parish Meeting 20th May 2020 – Annual Meeting of the Parish Council The Clerk was asked to book the Village Hall. Action Clerk 8.7 Risk Assessment Councillors asked the Clerk to make changes to the Risk Assessment with regard to the notice boards as there are only two now. Action Clerk 9. District and County Council Reports District Councillor Phil Pennington D.Cllr Pennington thanked the residents of Monkleigh who voted on the 2nd May. He was honoured to be elected and will continue to serve all residents for the next 4 yrs. He explained the ward had changed in that there are now 12 parishes starting at Abbotsham in the north and ending close to Bradworthy in the south west. Instead of one member the area now has 2, the other being Cllr Robert Hicks and his details may be found on TDC’s website. Torridge’s new council: Torridge moved from Con control to NOC. 18 Independents, 11 Con, 3 Lab, 2 Green, 2 LD’s. At the Monday AGM new leader Anna Dart was elected. The new emphasis is on cross party working with representation to lead roles coming from all groups. Other news: Westward Ho! Awarded Blue Flag for quality of beach. A dog ban has also been introduced please see the website for further details. Connecting with nature: A scheme with Active Devon to get the over 55’s to experience the diverse pastimes available. Phone 01237 422875Email [email protected] County Councillor Linda Hellyer C.Cllr Hellyer advised she received a letter asking whether she supported the planning permission for the extra classrooms at Monkleigh School and she said yes. Some work has been done on the road at Saltrens, she assumes it is the collapsed culvert. Highways are trialing a scheme in east Devon about reporting safety defects where complaints go straight to the inspector. DCC has grant of 283k from Devon Transport to fund schools for a level 3 course for cycling. Councillor James McInnes chairs the F40 committee for education who are lobbying central government to get better funding. Each of our children are £294 worse off per year. She will keep us informed. Action for Children took over the Children Centre in Bideford on behalf of DCC. Devon Carbon Plan to reduce carbon footprint. Several funding opportunities can be found online. Work has started on North Devon Link Road, planning permission has been approved for improvements to go ahead. One of the conditions is they have to carry out advanced planting. 10. Matters Arising 10.1 Neighbourhood Plan Cllr Landolfi was absent so this item was deferred to the next meeting. 10.2 Wall at Orchard Farm C.Cllr Hellyer advised that a letter had been sent and will notify us when she receives a reply. 11. New Items 11.1 Beaconside House Signage Torridge District Council informed the Clerk they had received several complaints on this matter and the police are now involved because planning was not applied for and they believe the sign has been placed in a position of danger to the public. 11.2 Galvanised Roof The Clerk wrote to Monkleigh Barton Developments but has not had a response. Clerk to write to the council. Action Clerk 11.3 Defibrillator Training Unit Cllr Landolfi was absent so this item was deferred to the next meeting. 11.4 Traffic Calming Cllr Landolfi was absent so this item was deferred to the next meeting. 12. Planning 12.1 1/0212/2019/FUL: Barn at Lodge Farm, Monkleigh For conversion of barn to dwelling. Comments: Parish Councillors felt that if TDC have a mind to pass this application then the applicant should be asked to carry out works outside the nesting period. Decision: No objection Proposed by Cllr Reed, seconded by Cllr Grigg, all in favour. Action Clerk 12.2 Applications Post Agenda There were no further applications for discussion. 13. Clerks Report 13.1 Correspondence The following correspondence was noted/reviewed and any comments noted below. 13.1.1 Highways: temporary restriction from Weare Giffard Cross to Corner Cottage, Weare Giffard 13.1.2 Traffic Management Team: Monkleigh Proposal for HATOC 19/20 13.1.3 DCC: Devon Funding News 13.1.4 Highways: temporary restriction at A388, Saltrens 13.1.5 Police: OPCC Community Engagement Events 13.1.6 TDC: Notice of Uncontested Election 13.1.7 TDC: Communities Together Fund 13.1.8 Bideford, Northam and Rural Areas Advisory Group Minutes 13.1.9 DALC: Courses 13.1.10 Cllr Pennington: Affordable Housing 13.1.11 Cllr Pennington: Neighbourhood Planning 13.2 Internal Audit Report The Internal Audit Report was reviewed and no comments were made. 13.3 Certificate of Exemption Councillors agreed to sign the Certificate of Exemption. 13.4 Accounting Statement 2018/19 The Accounting Statement for 2018/19 was reviewed and signed. 13.5 Annual Governance Statement The Annual Governance Statement was agreed and signed. 14. Councillors’ Reports and Items for Future Agenda Cllr Beer – tarmac bit and Landcross good idea. Action clerk agenda David Butler – observation, wall by Chimneys, wall has been demolished. 15. Finance 14.1 Payments The following payments were agreed: proposed by Cllr Butler, seconded by Cllr Grigg, all in favour. Action Clerk 14.1.1 Clerks Salary April/May £506.15 14.1.2 HMRC £51.40 14.1.3 Clerks Expenses £184.26 14.1.4 DALC Subscription £85.54 15.2 Bank Balance Review The balance in the account at the beginning of this financial year was £15,216.07. There are outstanding payments which total £827.35 giving a final balance of £14,388.72. 16. Date of Next Meeting The date of the next meeting of the Parish Council was agreed as 17th July 2019. Put new website in the parish magazine and school newsletter. 17. These have all left their mark on the landscape, from Prehistoric barrows and Iron Age hillforts to Norman castles but, the land has remained settled and farmed to the present day.
