GREEN GOVERNOR 1941 Edited by EDWIN McDONALD Coordinator of Teachers College Board Teachers College Board Prints Board Proceedings At a regular meeting of the Teachers College Board, with Hon. Frank G. Thompson presid- ing, the board voted to cause all the proceedings that were not pub- lished in printed form since 1936 up to the beginning of the ad- ministration of Governor Dwight H. Green and thereafter to be printed. The cost of the printing was to be taken from elapsed printing appropriations of the 1943-1945 biennium of the Department of Registration and Education and Superintendent of Public Instruc- tion. \4M : : : MINUTES OF NORMAL SCHOOL BOARD MEETING At the Abraham Lincoln Hotel, Springfield, March 25, 1941 The Normal School Board met at the Abraham Lincoln Hotel, Springfield, Illinois, Tuesday, March 25, 1941, at 1 :30 P. M. The meet- ing was called to order by Mr. Frank G. Thompson, Chairman. Roll called and those present were Mr. John D. Dill Miss Harriet A. Mclntire Mr. Otto G. Beich Mr. Jacob E. Alschuler Mr. Charles E. McMorris Mr. Russell L. Guin Mr. Lindell W. Sturgis Dr. Karl L. Adams, President Northern Illinois State Teachers College, DeKalb, Illinois Dr. Robert G. Buzzard, President Eastern Illinois State Teachers College, Charleston, Illinois Dr. Roscoe Pulliam, President Southern Illinois State Normal University, Carbondale, Illinois Dr. Raymond W. Fairchild, President Illinois State Normal University, Normal, Illinois Dr. W. P. Morgan, President Western Illinois State Teachers College, Macomb, Illinois Mr. Lucien A. File, Co-ordinator Those absent were Dr. Preston Bradley Mrs. Helen Rose Pegelow Mr. John A. Wieland, Secretary A motion was made by Dr. Dill and seconded by Mr. Beich that Roberts Rules of Order be adopted for conduct of Board meetings for the coming year. Motion carried. A motion was made by Mr. Beich and seconded by Mr. Dill that appointments be made for the following committees Buildings and Grounds Faculty and Curricula Finance Dormitory Supplies and Equipment Budget Advisory Committees :: TEACHERS COLLEGE BOARD The following members were appointed as the Budget Committee Mr. Otto Beich, Chairman Mr. Charles McMorris Mr. John Dill Mr. Lindell Sturgis Miss Harriet Mclntire The Board and the Presidents of the Schools were asked to meet with the Budgetary Commission at 8 :00 P. M., March 25, 1941, at the Executive Mansion for further discussion of the Budget. Mr. File explained the Budget Summary which was presented for comparative purposes. Mr. McLain of the Department of Finance was consulted regard- ing the Million Dollar Permanent Improvements Appropriation and the inclusion of $88,000 to be used as a cushion over and above the amount requested by the Presidents. Discussion was had on increasing the Permanent Improvements Appropriation. Mr. Dill moved that the Budget Request Summary be approved by the Budget Committee with the additional $88,000 in Permanent Improvements to be expended if and when needed by authority of the Governor. Motion seconded by Miss Mclntire and carried by vote of the Budget Committee. The Budget Committee's Report was then submitted to the Board, and upon motion of Mr. Dill, seconded by Miss Mclntire, was approved as presented, and ordered submitted to the Budget Commission. President Morgan discussed the Retirement and Annuity Bill which is to be presented at this session of the Legislature. President Morgan also discussed the advisability of a high school testing program for students who plan to enter college in order that they may be advised more accurately as to their ability to carry on college work. It has been estimated that this will cost each of the col- leges not to exceed one dollar per high school student so tested. It was suggested that the Normal School Board approve the plan so the Teachers Colleges can enter upon it this Spring. Mr. Thompson appointed the following members to act on the Retirement Plan Committee to report at the April 7th meeting: Mr. Russell Gum Mr. Charles McMorris Mr. Otto Beich Mr. Thompson appointed the following members to act on the Stu- dent Testing Program Committee to report at the April 7th meeting Mr. John Dill Mr. Jacob Alschuler Mr. Lindell Sturgis Mr. Thompson took the appointments of other Committees under advisement, appointments to be made at a later date. : : : PROCEEDINGS It was moved by Mr. Dill and seconded by Mr. Beich that Mr. File be instructed to obtain an exact list of Scholarships and the amounts due the five Teachers Colleges, and that this list be presented to Di- rector Thompson to be submitted in proper form for the transfer of the amounts due the Teachers Colleges from the State Treasury; that the amounts as presented are hereby approved for presentation to the State Treasurer. Motion carried. Miss Mclntire moved that a meeting be held at DeKalb Monday, April 7, at 10 :00 A. M. Mr. Dill seconded the motion. Motion carried. Mr. Beich moved that the meeting adjourn. Wieeand, Secretary MINUTES OF THE NORMAL SCHOOL BOARD MEETING April 7, 1941 at Northern Illinois State Teachers College, De Kalb The Normal School Board met on April 7, 1941, at 10 :00 A. M. at the Northern Illinois State Teachers College with the following mem- bers present Mr. Guin Mr. Sturgis Miss Mclntire Mr. Alschuler Mr. McMorris Mr. Beich Mr. Frank G. Thompson, Chairman Also present were President R. W. Fairchild Illinois State Normal University, Normal, Illinois President W. P. Morgan Western Illinois State Teachers College, Macomb, Illinois President K. L. Adams Northern Illinois State Teachers College, DeKalb, Illinois President R. G. Buzzard Eastern Illinois State Teachers College, Charleston, Illinois President R. Pulliam Southern Illinois State Normal University, Carbondale, Illinois L. A. File, Co-ordinator Mr. Guin, Chairman of the Committee on Retirement and Death Benefits System, reported and submitted the following resolution TEACHERS COLLEGE BOARD Whereas, The Normal School Board realizes the unsatisfac- tory nature of the present Retirement Plan and feels the ne- cessity of a new plan, and Whereas, The Normal School Board has been advised by the Faculty Committees of the various Normal Schools for the study of the Retirement Plan that the Plan for the Death Benefit and Retirement as submitted by the University of Illi- nois meets with the approval of the Faculty Committees. Therefore, Be It Resolved, That the Normal School Board join with the Board of Trustees of the University of Illinois in developing a Retirement Plan along the lines outlined in the proposed bill entitled "A Retirement System to be admin- istered in accordance with the provisions of this Act," with the additional provisions that the Governor appoint six members to serve on the Board from the University of Illinois Trustees and three members from the Normal School Board to serve as the Board of Management of the Retirement Fund in lieu of the Board provided in the proposed Bill. It is moved by Mr. Guin and seconded by Mr. McMorris that the Board adopt the resolution and accept the report of the Committee. A discussion followed. It was the consensus of opinion of the Normal School Board that the Normal Schools should be represented on the Board which will manage the funds. The motion carried unan- imously. In the absence of Mr. Dill, Chairman of the Committee to study the Student Testing Program, Mr. Alschuler and Mr. Sturgis, mem- bers of the Committee, reported. The Committee recommended that the five teachers colleges be permitted to participate in the State-wide High School Testings Program. And upon the motion of Mr. Sturgis, seconded by Mr. Alschuler, the Committee's report was accepted and approved. The motion carried by the following votes: Mr. Guin—Yes. Mr. Alschuler—Yes. Mr. Sturgis—Yes Mr. McMorris—Yes. Miss Mclntire—Yes. Mr. Beich—Yes. It was reported that the Budget Commission had recommended that the Legislature give the Normal Schools
